A 61-year-old man was arrested Saturday for suspicion of felony violation of an extended stalking/harassment order after he and his neighbor — who had the order placed against the man — had an argument over snow removal, according to a Carson City Sheriff’s Office booking report.
Following an investigation, Carson City sheriff’s deputies arrested Gustavo Cazares-Meza. According to the booking report, deputies were dispatched to a Sharon Drive address for reports of a neighbor dispute. Dispatch informed deputies the reporting party’s husband was arguing with their neighbor, Cazares-Meza, and stated the man was standing in front of a tractor the reporting party’s husband was driving.
Dispatch advised there was an active protection order against Cazares-Meza from the reporting party’s husband. Deputies arrived and observed the suspect standing outside his home.
Cazares-Meza identified himself and stated he was removing snow from around his property when his neighbor started dumping snow in front of his house. He stated he walked over to the neighbor and told him he couldn’t put snow in front of his house as he wouldn’t have a place to park, the report states.
The suspect then said the neighbor got upset and “called the cops, as he does for everything.” He also stated he knew he had a stay-away order against the neighbor and that he didn’t say much to him because of it.
At this time the man’s daughter approached deputies and said she was a witness to the altercation. She stated her father walked over to tell the neighbor not to place snow in front of the house as they needed it for handicap access, according to the report.
Deputies approached the neighbor for his side of the story. He stated he moved his truck to clear snow from in front of his house. When he moved the truck and started driving the tractor, he noticed his neighbor got into his truck and aggressively parked it on the snow, stopping him from clearing it.
As the deputy was speaking with the neighbor they observed two cameras on his property, one over his porch and the other over the garage. The deputy asked him if he had access to the cameras and if they caught the interaction. The neighbor located his phone and was able to obtain footage showing the interaction, according to the report.
The deputy observed the neighbor moving his truck and then returned to his tractor. The deputy observed a large mound of snow where the truck was parked. The deputy then saw the suspect walk from his house to his white truck, where he entered the driver’s seat and moved the truck into the snow to block the neighbor. The neighbor was seen remaining on the tractor and pulling his phone out to photograph the interaction.
The suspect is seen exiting the truck and walking toward the neighbor’s house shouting. He stopped, turned around and walked toward the neighbor. The deputy could not see more as there was a vehicle blocking most of the interaction, the report states. The deputy could hear the suspect as being extremely upset and shouting at the neighbor, according to the report.
The deputy reviewed the protection order in which the suspect was served the stalking/harassment protection order on May 4, 2024 with an issue date of April 30, 2024 and an expiration date of June 16, 2026. The deputy placed the Cazares-Meza under arrest for alleged violation of the protection order. Bail: $7,500.
In other bookings, deputies make DUI arrests
— A 24-year-old Carson City man was arrested Sunday for suspicion of DUI, suspended registration and gross misdemeanor possession of brass knuckles. According to the booking report, deputies were dispatched to a convenience store in the 4300 block of North Carson Street for a vehicle parked on the median of Medical Parkway and a male slumped over at the steering wheel. Dispatch advised there were multiple callers regarding the vehicle blocking the lane of Medical Parkway.
Deputies arrived at 3:56 a.m. and observed the pickup parked on the median. The vehicle’s reverse lights were on when the deputy pulled behind the vehicle and activated their emergency lights. When the deputy was getting out of the vehicle, the male opened the vehicle door. The deputy told him to shut the door and then approached the pickup to speak with the man.
The deputy observed the driver had red, bloodshot and watery eyes and slurred speech and an odor of alcohol was coming from the vehicle. A passenger also had bloodshot eyes and slurred speech. The deputy asked who the passenger was. The man said it was his girlfriend and they just came from a rave in Reno. The deputy asked how much he had to drink at the rave. The man advised he had nothing to drink. He advised his vehicle died and he ended up in the median of Medical Parkway, about an hour before the deputy showed.
Dispatch confirmed with cameras the male half was driving the vehicle and showed the vehicle in the intersection at 2:51 a.m.
While speaking, the deputy observed black brass knuckles in the center console of the vehicle and in plain view. The deputy asked who the brass knuckles belonged to. The man said they were his and that he got them off of TEMU. Once another deputy arrived on scene the driver and passenger were told to exit the vehicle, away from the brass knuckles, the report states.
Once out of the vehicle, a deputy asked the man how much he had to drink. The man advised he had one beer. The deputy asked if he would do standardized field sobriety tests. The man agreed and showed signs of impairment on the tests. He provided a preliminary breath test of .143 and was arrested for suspicion of DUI.
Deputies learned the driver’s registration was suspended. He was also booked for that as well as possession of brass knuckles, a gross misdemeanor offense. The man was read the request for voluntary evidence. He agreed to the evidentiary breath test. He provide results of .106 and .098. Bail: $5,000.
— A 36-year-old Carson City man was arrested Sunday for suspicion of DUI and failure to maintain a lane. According to the CCSO booking report, deputies responded to a single vehicle traffic collision at the intersection of South Carson Street and South Stewart Street. Deputies arrived and spoke with the driver of the vehicle.
As the officer spoke they noticed an odor of alcohol coming from the man’s breath and person. The man also had red and watery bloodshot eyes. Based on the signs of being under the influence, the deputy conducted standardized field sobriety tests.
The man performed the tests consistent in the manner of being under the influence of alcohol, the report states. He provided a preliminary breath test with a result of .125, the report states. He was arrested for suspicion of DUI and failure to maintain a lane. Bail $1,137.
— A 67-year-old South Lake Tahoe man was arrested Friday for suspicion of DUI. According to the booking report, a deputy was patrolling the area of Old Clear Creek and South Carson Street and observed a vehicle exit the parking lot of a casino without headlights on.
The deputy followed the vehicle to the northbound turn lane from Old Clear Creek Road. The deputy was on the outside turn lane, while the vehicle was in the inside turn lane. The deputy drove forward where they could see if the headlights had been activated. The deputy confirmed the headlights were still not on.
The deputy followed the vehicle onto South Carson Street and activated their overhead emergency lights to conduct a traffic stop. The deputy made contact with the driver who identified himself through a driver’s license. While speaking the deputy observed the man displayed thick slurred speech and had red watery eyes. During the initial contact the officer didn’t smell an odor of alcohol coming from his person. On the initial contact the deputy asked him if he had consumed any alcohol. The man stated no and appeared to be confused, the report states.
The deputy conducted a records check for any wants or warrants. The man returned clear. The deputy went back to speak with the man to inquire about proof of insurance for the vehicle. The man turned to the officer and spoke. Once the man spoke, the deputy could smell a strong odor of alcohol coming from his person, the report states.
The deputy explained what they observed and asked the man if he would be willing to perform standardized field sobriety tests. The man agreed and showed signs of impairment on the tests. The man was asked if he would submit to a preliminary breath test. The man stated no. The man then asked the deputy if he was going to be arrested. The deputy advised that, based on their investigation, he would be placed under arrest for suspicion of DUI, the report states.
He was read the request for voluntary evidence. He advised he understood what was read to him. He originally advised he would consent to breath testing, however, based on how intoxicated he appeared to be, the deputy advised the man they would do a blood sample at Carson Tahoe Hospital. The man refused the test. The officer advised he would be applying for a warrant to seize blood evidence, the report states. The warrant was applied for by the deputy and granted by a Carson City judge. Bail: $1,137.
Deputies make multiple felony, misdemeanor warrant arrests
— A 19-year-old Carson City man, Joseph Fitch, was arrested Sunday for a felony warrant alleging child abuse or neglect first offense. The warrant was issued Feb. 19, 2026 out of Carson City Justice Court. Bail: $10,000.
— A 59-year-old Carson City man, Michael Joseph Oswell, was arrested Saturday for a felony warrant issued Jan. 13, 2026 out of Carson City Justice Court. Bail: $20,000.
— A 19-year-old Carson City man, Francisco Zambrano, was arrested Saturday for a felony warrant alleging child abuse or neglect. The warrant was issued Feb. 19, out of Carson City Justice Court. Bail: $10,000.
— A 51-year-old man, Aaron Osbun, was arrested Sunday, 8:55 p.m. in the 2000 block of North Carson Street for a felony fugitive from justice warrant issued Jan. 22, 2026 out of El Dorado County, Calif. He was also booked for possession of a controlled substance (suspected methamphetamine). No bail hold in lieu of hearing.
— A 25-year-old Sun Valley man was arrested Sunday for a misdemeanor outside agency warrant issued out of Reno Township Justice Court for failure to appear on DUI charges. Bail: $3,000.
— A 34-year-old Reno woman was arrested Sunday for a misdemeanor failure to appear warrant issued Dec. 11, 2025 out of Carson City Justice Court. Bail: $8,000.
— A 47-year-old Carson City man was arrested Saturday for suspicion of possession of a controlled substance and drug paraphernalia. Bail: $2,500.
— A 22-year-old Carson City man was arrested Saturday for suspicion of misdemeanor disorderly conduct and drunken pedestrian. Deputies were dispatched to an address regarding possible domestic battery. The reporting party advised he smacked a cigarette out of his dad’s mouth and wanted to go to jail.
There had been a call earlier that night, where the subject was extremely intoxicated and yelling in public. Deputies were able to get the man to move along without incident, the report states.
Deputies arrived at the address and observed the man flipping off a car and yelling. The deputy made contact with him and asked what was going on. He stated he “smacked a cigarette” out of his dad’s mouth and that he wanted to go to jail. The report states the man was acting intoxicated, with slurred speech and erratic behavior.
Deputies attempted to make contact with the man’s father but he did not answer the door. Due to the previous call for service, and the man’s irrational, disruptive and belligerent behavior, he was placed under arrest. As deputies were leaving, the father came outside the residence as stated nothing physical happened and that he and his son had been in an argument. Bail: $500.
