This photo was taken several weeks ago when climatic conditions encouraged wave clouds.
This sets up when the wind passes over the mountains gets bumped up by terrain and then flows to the east in an up and down wave action. See similar situation for wave cloud picture in the mountains of Colorado taken by my friend Sharon DeQuine.
