Board of Supervisors to discuss homeless teens, park funding and more
The next meeting of the Board of Supervisors will be held Thursday, March 21, beginning at 8:30 a.m. in the Sierra Room of the community center located at 851 E. William Street.
Items on the docket include runaway youths, the Ross Gold Park Playground Replacement and ADA Access Project among others.
A hearing regarding a Carson City Planning Committee decision to approve a Special Use Permit for an extended stay RV park on property zoned Tourist Commercial located at 1400 Old Hot Springs Road, and a a subsequent appeal to the decision, has been continued until the April 4 meeting.
A discussion will be held at the meeting regarding the playground project, and possible action could be taken granting a contract to Garden Shop Nursery Landscaping Division Inc. to handle the project, as it has been determined they are the “lowest responsive and responsible bidder,” according to the agenda.
The contract is for all labor, materials, tools, and equipment necessary for the Ross Gold Park Playground Replacement and ADA Access Project. The construction contract is for the base bid amount of $371,329.95, and bid alternative items 1 and 2 for $18,760, and a contingency amount of $39,008.95. The engineer’s estimate for construction was $385,000.
From the City Manager’s office, a discussion and possible action may be taken regarding ratification of the approval of bills and other requests for payments by the City Manager for the period of Feb. 9 through March 8.
Tad Fletcher, Chief of the Carson City Department of Alternative Sentencing, will provide a brief presentation regarding the Pretrial Release Program. The presentation will include an overview of the program, program requirements, implementation and potential fiscal impacts to the city, according to the agenda.
A vote to change the “Sewer Fund” to the “Wastewater Fund” will be discussed and possibly voted on.
According to the agenda, “Fund 510 was established prior to 1951 when the City and County were separate entities. At that time, the use of the term ‘Sewer Fund’ was appropriate. Today, however, the Sewer Fund actually relates to a wide variety of functions, including Sewerage, Wastewater Treatment, and Effluent Water Management. Therefore, staff requests the designation of a more accurate name for the fund — the ‘Wastewater Fund’ — because the term ‘wastewater’ encompasses sewer, wastewater treatment and effluent.”
The Redevelopment Authority Citizen’s Committee has made recommendations for the Redevelopment Authority’s consideration regarding the allocation of undesignated discretionary redevelopment funds for budget planning purposes including the inclusion of funding for projects in the fiscal year 2020 budget, and identifying funds for projects in the future years. A tentative budget will be discussed at the meeting.
A discussion and possible action will be held regarding several bills brought to the board’s attention during the current session of the Nevada Legislature.
Assembly Bill (AB) 70 is a bill that makes various changes relating to the Nevada Open Meeting Law, NRS Chapter 241. AB 70 makes “sweeping changes” to the Open Meeting Law, according to the staff summary.
AB 133 is a bill relating to public welfare, which would mandate every county to provide care, support and relief to runaway or homeless youth under the age of 24 who lack other means of support.
AB 136, AB 190, and Senate Bill (SB) 231 propose to lower the minimum threshold for the applicability of prevailing wage requirements from $250,000 to $100,000, which could cost the City money not previously budgeted on pending and future projects.
