Andrew Rasor

Carson City Treasurer Andrew Rasor is announcing his intention to file for reelection when election filing opens on Monday, March 2, 2026.  During Andrew’s current term as Carson City Treasurer, the work conducted by the Carson City Treasurer’s Office has led to efficiencies with revenue collection and cash handling, increases to the City’s investment portfolio, certification of the City’s investment policy, the implementation of more online payment options, and collaboration to ensure the City’s PCI compliance.  

As it relates to revenue collection, Andrew and the staff of the Carson City Treasurer’s Office have worked to implement several measures to enhance and streamline revenue collection.  This has included reorganizing the way in which the Treasurer’s Office collects and reconciles daily revenue from the various City government offices that collect cash, check, and electronic payments from customers.

In addition to enhancing the daily revenue and reconciliation process, Andrew and the staff from the Treasurer’s Office have also worked with the different City offices in conducting annual cash handling audits where they identify areas in which the City can better improve cash handling procedures and reduce loss, risk, or fraud to Carson City.  During the last three cash handling audits, the Carson City Treasurer’s Office has noticed a measurable decline in some of the more problematic categories involved with cash handling for the City offices, which in turn has reduced the risk to the City in these areas.  Because of these annual cash handling audits, the work between the Treasurer’s Office and the various City offices has produced notable results for Carson City’s cash handling procedures. 

Another significant area where Andrew and staff from the Carson City Treasurer’s Office have worked involves the extensive revision and update to Carson City’s Investment Policy to model best practices.  This extensive revision led to the Government Investment Officers’ Association reviewing and certifying Carson City’s investment policy in December 2021, and since this time, Andrew has worked with the City’s three contracted investment advisors to review and update the City’s Investment Policy as needed for presentation and review each year by the Carson City Board of Supervisors as required by Carson City’s Charter.

With Carson City’s investment portfolio standing at approximately $235,263,825.23 as of Wednesday, 12/31/25, the certified investment policy which Carson City has in place not only defines the legal framework under which Andrew and Carson City’s three contracted investment advisors invest Carson City’s surplus funds, but it further provides direction and guidance in safeguarding Carson City’s invested money during various economic seasons.  This certified investment policy further helps to ensure that Carson City has sufficient liquidity to meet its funding needs while at the same time receiving an appropriate market rate of return on its initial investments.  The Carson City Treasurer’s Office posts updates of the City’s investment portfolio on its website and further provides monthly reports to the Carson City Board of Supervisors as required by Nevada Revised Statute.  As part of his work in managing Carson City’s investment portfolio and investing the City’s surplus funds, Andrew received certification by the Government Investment Officers Association in April 2025 as a Certified Government Investment Professional.

Andrew and the staff of the Carson City Treasurer’s Office have also worked with the Carson City Information Technology Department to significantly expand Carson City’s online payment options for many of the services that Carson City provides to the public.  This has included the one-time payment option for water payments and the option to submit payments by telephone.  As part of their work to provide online payments for Carson City, the Carson City Treasurer’s Office and Carson City’s Information Technology Department have also worked to ensure Carson City’s adherence and compliance with the Payment Card Industry (PCI).  This PCI compliance works to safeguard customer payment data as well as demonstrate the measures that Carson City has in place to reduce vulnerability and liability for the City. 

In addition to his duties as Carson City Treasurer,  Andrew currently serves as the president of the Association of County Treasurers of Nevada (ACTN).  During the 2025 legislative session, Andrew worked with ACTN members and Assemblymember sponsors on​​ Assembly Bill 133, which established a Treasurer Technology fund for county treasurer offices that Governor Joe Lombardo signed into law.  Andrew also serves as a member of the Legislative Committee for the County Fiscal Officers Association (CFOA) of Nevada where he has helped to review legislation that impacts Carson City and other counties. 

One of the upcoming projects which Andrew and staff from the Carson City Treasurer’s Office are currently reviewing is the digitization of Carson City’s older real property tax records that are currently stored on outdated media such as microfiche.  Updating these important property tax records will not only make them available and usable in a current format, but it will also make it significantly easier to provide these records to the public as well.


Prior to becoming Carson City Treasurer, Andrew served as a sworn law enforcement officer with the Nevada Department of Public Safety Investigation Division where he retired as a lieutenant and served as the director of the Nevada Threat Analysis Center.  Andrew graduated from Carson High School, and earned his bachelor’s and master’s degrees from the University of Nevada, Reno.  Andrew is also a graduate of the FBI National Academy and the Northwestern School of Police Staff and Command.  Andrew conducts presentations regularly for various civic groups and organizations, and makes himself available to speak or meet with anyone who has questions about property tax billing and the other responsibilities of the Carson City Treasurer’s Office.  Anyone interested in speaking or meeting with Andrew can contact him at andrew.rasor@outlook.com or 775-690-6633.
