CC Ballot 1 is pretty simple. If this ballot question is adopted, it would affect only the June primary for supervisors. It has no effect on any November general election. In short, the purpose of the June primary then, would be to nominate; and, the purpose of the November general, would be to elect.

The ballot question says, if more than three people file to run for supervisor from a ward, the voters in that ward would nominate two from the three or more in the June primary. Then, everyone in all wards of Carson City would vote for one of the two nominees in the November general election.

If this requirement was law today, it would have had no effect on this election because only two people filed to run from each ward this year. In other words, there was NO primary for supervisor this year. Again, there’s only a primary if more than two people file to run for supervisor.

This ballot question creates a new dynamic:
Neighbors nominate – everyone elects.

Again, it only happens if three or more people file to run from a ward. Three, not two candidates make for a June primary for supervisor.

The 2012 Charter Review Committee adopted this advisory ballot question, presented it to the Board of Supervisors, who voted unanimously to place it on this year’s ballot.
