Three of four defendants charged with killing Nevada’s chief insurance examiner in Carson City have entered plea agreements with prosecutors. In return for a chance of lesser sentences, Makyla Blackmore, Anthony Elliott and Michael Evans agreed to testify against Raul Garcia if he goes to trial.
