Carson City Sheriff’s Office deputies made two arrests Tuesday for alleged sex offender registration violations, according to the probable cause booking reports.
In the first arrests, a 47-year-old Dayton man, Robert Aaron Stover, was booked Tuesday for suspicion of gross misdemeanor failure to register as a sex offender, with Parole and Probation placing a hold on the man for felony violation.
According to the booking report, at around 11:30 a.m. a deputy made a traffic stop on a vehicle with no front license plate on the bumper. The vehicle was equipped with mounting provisions for the front license plate.
The deputy initiated a traffic stop on Arrowhead and contacted the driver, who identified themselves with a Nevada driver’s license, current registration and insurance. The deputy asked the front seat passenger if he had identification. He said no but also said he would voluntarily provide his information.
Both were run through dispatch, which advised the man was a registered sex offender and was in current violation of his registration conditions. The deputy asked the man when he last registered.
He said he had not registered due to not having a current address, according to the booking report. The man was arrest for suspicion sex offender registration violation. Dispatch advised that an officer with parole and probation place a felony hold on the man. He was also booked for that charge. No bail hold in lieu of hearing.
— A 34-year-old San Andreas, Calif. man, Michael Allen, was arrested Tuesday for not registering as a sex offender, a gross misdemeanor offense. According to the booking report, a deputy went to a Fairmont Way address to speak with the man and explained to him he was supposed to register as a sex offender on May 4, 2026. His last registration date was Nov. 4, 2025, which was confirmed through dispatch. Allen was arrested for suspicion of failure to register as a sex offender. No bail hold in lieu of hearing.
In other arrests:
— A 33-year-old Carson City woman, was arrested early Wednesday morning for suspicion of misdemeanor domestic battery. According to the booking report, deputies responded to the 3800 block of South Carson Street at 3:34 a.m. for a report of a domestic dispute. According to the reporting party, their neighbors were making loud noises and appeared to be fighting and arguing.
Upon arrival dispatch advised another reporting party had contacted emergency services stating one of the subjects was highly intoxicated and advised the female was possibly suicidal and hitting herself.
Deputies arrived and made contact with the female at the front door. The deputy noticed the woman had a bloody nose. She told the deputy she had punched herself several times in the nose, in her words, “to prove a point.” She advised she lives in the apartment with the other person and they are in a dating relationship.
Once in the apartment, the arresting deputy had the female stand by with another deputy while they went to make contact with the other person. The deputy located the man in the bedroom, who advised he wasn’t wearing any pants. The deputy asked him to wrap a blanket around his waist so they could speak.
While speaking, the deputy noticed right away he was highly intoxicated and was struggling to process and articulate what had occurred prior to arrival. At one point, the deputy who was with the female advised that she said she slapped the man in the face. While speaking with the man, the deputy could see a cut on his bottom lip and small traces of blood around his lips. Evidentiary photos were taken of his injuries.
Deputies learned the two were playing video games and at some point went to bed, however, the man plugged a phone into a charger, which emitted a light from the phone, which subsequently caused the altercation, according to the report.
After speaking with the man, the deputy spoke with the woman. She said the argument was caused by a cellphone light in the room that irritated her because it interferes with her sleep. She advised during the argument she tried to separate herself from the man and made several motions to him to get away from her.
The deputy explained that the man’s cut on his lip appeared to be more severe than the motions she demonstrated. She clarified, saying she slapped him really hard, the report states. She was placed under arrest for suspicion of domestic battery. Bail: $3,137.
— A 47-year-old Carson City woman was arrested Tuesday, 4:30 p.m. for suspicion of possession of a controlled substance and a misdemeanor contempt of court warrant. Bail: $3,000.
— A 26-year-old Carson City man was arrested Tuesday a misdemeanor warrant alleging battery. Bail: $500.
