Steven Combest, 20, was arrested in the area of College and Imperial for felony abuse of a vulnerable person and battery after allegedly attacking a disabled person.
According to the probable cause report, the victim was walking southbound through an apartment complex toward the bus stop. They said Combest walked out from the west side of the complex, then began yelling at the victim, calling them a “snitch” and said they were going to fight them.
Combest then allegedly walked up to the victim and punched them in the face six times with a closed fist. The victim fell to the ground and used their walking stick to defend themselves before Combest left.
Deputies noted that the victim had scrapes to their knees, a bruise on their calf, and a laceration on their ankle. They denied medical attention, but stated they wished to pursue charges.
Deputies provided information about the victim’s disabilities, but Carson Now is redacting it for privacy reasons; however, deputies stated the victim had multiple disabilities requiring an adult caregiver.
The victim told deputies they used to be friends with Combest, but stopped because Combest “began doing drugs and getting into trouble.”
An immediate search for Combest in the area was not successful; however, according to the arrest report, he was arrested the next day, August 19, 2025, in the 3400 block of Imperial.
No information was provided about his arrest, but he was taken into custody and booked into the jail.

Fingers pointed as to drug ownership during traffic stop, pair arrested for violating stalking/harassment order, possession
— A 55-year-old Carson City man and a 57-year-old Carson City woman were arrested Wednesday night after deputies stopped their vehicle for driving with suspended registration.
According to the arrest report, the man was arrested on a warrant issued out of Douglas County for violating a court order relating to stalking and harassment with a bail amount of $1,000 cash only.
During the same stop, deputies asked both the man and the woman to exit the vehicle. K9 deputy Kano was dispatched to the scene, who provided a free air exterior sniff of the vehicle resulting in a positive alert.
Deputies searched the vehicle and located a purse in the passenger seat. Inside, they located a plastic baggie filled with suspected methamphetamine.
Deputies weighed the methamphetamine, which returned with a weight of 14.66 grams.
The woman told deputies that the drugs belonged to the man who put them in her purse when deputies pulled them over. The man told deputies that the drugs did not belong to him and that he hadn’t known she had them.
The woman then told deputies that she was recently in a car accident and that her back was broken. She was transferred to the hospital for medical clearance, then taken to the jail and booked for possession.

Carson City man arrested for driving with revoked license due to DUI
A 29-year-old Carson City man was arrested in the 1800 block of E. William for a DAS violation and driving with a license revoked for DUI.
According to the arrest report, deputies were patrolling Tuesday just before 5 p.m. in the area when they witnessed a vehicle driving approximately 55 mph in a 30 mph zone south of Russell Way.
The reporting party stopped the vehicle and made contact with the man, who provided his identification and papers.
Dispatch advised he was in the revocation period for DUI, which continues through September 2027.
He was transferred to the jail without incident.

Carson City man arrested for possession, DAS violation
— A 44-year-old Carson City man was arrested in the 800 block of Retail Court for felony possession of a controlled substance and a misdemeanor DAS violation after driving with a temporary plate that expired on July 31, 2025 but read as expiring on August 30, 2025.
Deputies stopped the vehicle and made contact with the driver. The man was asked for consent to search his vehicle, which he provided, according to the arrest report.
Inside, deputies reportedly located presumed methamphetamine “in the door pull handle of the rear door” according to the report.
He was taken into custody for possession of a controlled substance, and DAS advised they wanted to put a no-bail hold on him for violation of supervision conditions.
No bail.
Tahoe woman arrested for possession of cocaine inside dollar bill
— A 33-year-old South Lake Tahoe woman was arrested in the 1400 block of S. Carson Street Wednesday morning for felony possession of a controlled substance and possession of drug paraphernalia.
According to the arrest report, deputies were patrolling around 2:45 a.m. when they observed a vehicle driving on Stewart Street with a license plate light too dim to sufficiently read the plate.
Deputies stopped the vehicle and made contact with the driver, identified as the South Lake Tahoe woman, as well as their passenger.
An unnamed K9 deputy was dispatched to the scene who provided a free air exterior sniff of the vehicle, resulting in a positive alert.
Deputies searched the vehicle and located a black purse on the driver’s side with a $1 bill “folded in an unusual manner.” Upon unfolding it, deputies said they located suspected cocaine within the folded bill.
The woman told deputies that she’d “forgotten the cocaine was in her purse” until she was pulled over. She said it did not belong to her passenger, who did not know she even had it.

Reno man arrested for pill possession
— A 55-year-old Reno man was arrested in the area of N. Carson Street and Hot Springs Road for possession of a controlled substance after being stopped for running a stop sign Wednesday just before 8 p.m.
According to the arrest report, the man told deputies he was coming from Tahoe and heading to Reno.
An unnamed K9 deputy provided a free air exterior sniff of the vehicle, resulting in a positive alert.
Inside the vehicle, deputies located a blue bag on the passenger seat containing what was identified as hydrocodone.
Deputies also discovered additional hydrocodone in his shirt pocket. He told deputies that he hadn’t been given them by a doctor, but by a friend at work.
He was taken into custody and booked at the jail without issue.

— A 40-year-old Carson City woman was arrested on a contempt of court warrant for failure to appear issued Aug. 6, 2025 out of Carson City Justice Court with a bail amount of $1,000 cash only.
— Joshua Clinton Koelzer, 40, was already in booking when a warrant came through for felony grand theft out of El Dorado County issued June 2025 with a bail amount of $25,000.
