Carson City deputies made fifteen arrests over the long Memorial Day weekend, including multiple DUIs, domestic batteries, warrant arrests and more. All information is provided by the Carson City Sheriff’s Office, and all suspects are considered innocent until proven guilty.

Saturday May 24 arrests

Fast food fender-bender involving champagne

— A 57-year-old Carson City woman was arrested at a new fast food restaurant on S. Carson Street for DUI first just after 3:30 p.m. 

According to the arrest report, deputies were dispatched after a reporting party stated that he’d been bumped into in the drive-thru, and that the driver of the vehicle had stepped out of her car and appeared “heavily intoxicated.”

Upon arrival, deputies spoke to the woman who they said had thick slurred speech and red watery eyes. Deputies asked if she’d had any alcoholic beverages, and she said no. When asked again, she said she’d had champagne “earlier in the day.” 

Once the cars in front of the woman had moved forward in the drive-thru, deputies asked if she’d be okay with them moving her car to a parking spot and she said yes. 

She stepped out of the vehicle, and deputies saw an open bottle of champagne on the driver side door. Deputies asked what the beverage was, and she confirmed it was champagne. 

During field sobriety tests, she answered questions about time and location somewhat incorrectly, stating it was 4 p.m. when it was 3:36 p.m., and that they were at the old Burger King, when they were at the new Carl’s Junior. 

She showed six out of six clues of impairment, and could not keep her balance for a walk-and-turn test, so deputies stopped the test. She provided a PBT of .234 BAC. 

She was taken into custody for DUI first. 

Bail: $1,270

Hit and Run with Injury

— A 24-year-old Carson City man was arrested in the area of S. Carson and Koontz Lane around 7:30 p.m. for hit and run causing injury, DUI first, obstruction, resisting, and battery on a protected person. 

According the arrest report, Cody Wayne Ninneman was arrested after deputies were dispatched to a two-vehicle accident at the intersection of S. Carson and Koontz. 

Dispatch advised that the driver of one of the vehicles, later identified as Ninneman, was walking away from the scene of the accident.

Deputies made contact with Ninneman and told him to stop. According to the reporting deputy, Ninneman became “irate and irrational” and made suicidal statements. He started coming towards deputies while yelling and balling up his fist. 

The reporting deputy grabbed Ninneman by the wrist and forced him into a chain link fence, pinning him in place. Ninneman continued to ask the deputy to kill him, and appeared to be intoxicated according to the report. 

While attempting to detain him, Ninneman kicked the deputy in the right calf and attempted to pull away. 

The reporting deputy said he then “utilized [their] right hadn’t to grasp [Ninneman] by the base of his jaw/chin, ensuring [they] did not restrict [Ninneman’s] airway or blood flow in any way, shape or form.”

They said they then moved his head to the right and rear, bringing his head “off-line from the center of his body to break his posture, more effectively controlling his movement and placing him at a position of disadvantage.” 

The deputy then took Ninneman to the ground with no injuries to his person, according to the report. 

Ninneman was then placed in handcuffs, sat up, and the on-duty supervisor and medical assistance were called to ensure Ninneman was unharmed according to the reporting deputy. 

The deputy said he received several minor cuts to this hands during the altercation, which were photographed and uploaded. 

While in the patrol vehicle, Ninneman hit his head and fist against the protective cage. 

At the jail, he was verbally aggressive and argued with staff, and initially refused to exit the vehicle. While in the booking area, the deputies processing the crash site informed the reporting deputy that a bottle of fireball was located in the front passenger compartment of Ninneman’s vehicle. 

A warrant was issued to seize Ninneman’s blood, which was granted at around 8:30, and drawn just before 9 p.m. 

The reporting deputy said it should be noted that the individual in the other vehicle involved in the crash was knocked unconscious for several minutes according to eyewitnesses, and did not wake up until they started hitting the vehicle’s window so they could tell him o stop his car and place it in park so they wouldn’t be hit by oncoming traffic. The other driver was evaluated ons scene by first responders, but refused medical attention.

Third offense possession

— Early Saturday morning, Christopher Bliven (49) of Sparks was arrested for possession of a controlled substance, third offense, and possession of drug paraphernalia. 

At just after 3 a.m., deputies stopped a vehicle driving without a license plate and no visible moving permit displayed. 

They made contact with Bliven, who provided his license, a moving permit receipt, and proof insurance. He told deputies he was coming to Carson City to go fishing at the river, but wanted to go to the casino first to gamble before fishing. 

According to the arrest report, deputies stated Bliven had “pinpoint pupils and a sunken jawline which is commonly associated with narcotic use.” 

A K9 unit responded, and an unnamed Deputy K9 conducted a free air sniff and provided a positive response to the vehicle. 

Bliven admitted to having a methamphetamine pipe in the center console, but said there was nothing else in the vehicle according to the report. 

The pipe was retrieved and gave a presumptive positive for the presence of methamphetamine. Deputies booked a “meth rock” inside two clear bags weighing 8.3 grams, and the suspected meth pipe with residue into evidence. 

Bliven was taken into custody, and during a search of his person he admitted to having methamphetamine in his pants according to the arrest report. 

His vehicle was towed, and he was taken to the Carson City Jail without incident. 

Bail: $5,000

In warrant arrests

— A 72-year-old transient man who was set for release from the Carson City Jail was re-arrested for two warrants issued out of Reno Municipal Court on May 5 and 6, 2025. One for $2,000, and the second for $1,503 both for failure to comply with a court order. 

— A 78-year-old Carson City man was arrested just before 2 p.m. on a contempt of court warrant issued April 2025 for $3,000 cash only. According to the arrest report, the man was sitting on the northeast corner of N. Carson Street and William Street, and deputies recognized him from a previous law enforcement contact. Deputies ran the man for wants sand warrants, and dispatch advised he had a confirmed warrant out of Carson City Justice Court. Bail: $3,000 cash only 

Sunday, May 25 arrests

Minden motorcycle rider arrested for carrying concealed weapon without permit

— A 26-year-old Minden man was arrested for carrying a concealed weapon without a permit, a felony offense. 

According to the arrest report, Noah Richard Paul was arrested after deputies observed two motorcycles traveling northbound on S. Carson Street wearing “Devil Disciples” vests, which the reporting deputy said is known to be an “Outlaw Motorcycle Gang (OMG).” 

One of the vehicles had no license plate or moving permit. Deputies conducted a traffic stop at S. Carson and S. Stewart, and both motorcycles pulled over. 

Deputies instructed the riders to place their hands on their helmets and engage their kick stands. The reporting deputy said they noted a blue emitting from the right side of the rider later identified as Paul. 

The deputy removed a loaded pistol from Paul’s right hip, which was concealed under his shirt and vest, as well as a pocket knife from his left pocket. 

Paul was detained for safety. The second rider was also frisked, but no weapons were located. 

Dispatch advised Paul was cleared for wants and warrants, but that he had a suspended CCW permit out of Douglas County. The second returned clear, and he was released from the scene. 

Bail: $10,000

Woman arrested for domestic battery

— A 30-year-old Citrus Heights, Calif. woman was arrested Sunday night for domestic battery first after allegedly biting and ripping the shirt of the victim during an argument. 

According to the arrest report, deputies were dispatched to a residence in the 2100 block of E. William Street on report of a physical altercation. 

The victim told deputies they were in his bedroom when he and the woman started to argue. He said she was highly intoxicated, and grabbed a bottle of alcohol and threw it across the room. He told deputies he stood up and asked her why she’d thrown the bottle, at which point the woman pushed him with both her hands on his chest. 

The man said he grabbed her and pushed her to the ground so she would let go of him, and he was holding her down so she could calm down, at which point she bit him and ripped his shirt. He said he then let go of her, and she grabbed her cell phone and walked away. 


Deputies said they observed the man’s shirt ripped on both sides of the shoulder, and he had red scratches on his chest. He said he didn’t know when the woman had scratched his chest, but he “knows it was her.” 

Deputies did not locate a bite mark however. 

The woman was later located by deputies, and detained in handcuffs. 

She told deputies that the man had taken her phone and thrown it away, and then when they asked what happened next, she began to cry. She said that the man had thrown her, and when deputies asked why he’d thrown her, she couldn’t tell them why. She said that when he threw her, she hurt her knee, but then said that she injured her knee when he shoved her and she scraped it on the ground. 

Deputies observed redness on her knee, but did not observe any other injuries. They said that since her story was inconsistent, and the man’s injuries were consistent with his story, she was taken into custody and transported to the Carson City jail without incident. 

Bail: $3,137

P&P violation, domestic battery

— A 41-year-old Carson City woman was arrested early Sunday morning just after midnight in the 1000 block of S. Roop St. for parole and probation violations and domestic battery. 

According to the arrest report, Monique Lopez was arrested after deputies were dispatched to the area on report of multiple intoxicated subjects near a vehicle parked in a driveway. 

Upon arrival, deputies spoke with Lopez and another woman who were in a parked truck. As deputies approached the vehicle, the other woman placed “an unknown object” inside the vehicle. 

Deputies told Lopez to exit the truck so they could speak with her. She had a strong odor of alcohol coming from her person. As she is on supervision, she was not to consume alcohol and provided a PBT of .282% BAC. 

The other woman told deputies that Lopez had taken the woman’s truck keys, the scratched her with them, causing two small abrasions on her right arm. 

Lopez was taken into custody for misdemeanor domestic battery and felony parole and probation violation. 

No bail on P&P violation. 

In other arrests:

— A 33-year-old carson City woman was arrested for driving with a license revoked for DUI and a DAS hold. Bail: $2,137; $1,000 cash only for the hold. 

— A 67-year-old Carson City man was arrested on a warrant issued out of Carson City Justice Court of violation of bail conditions May 19, 2025. Bail: $3,000 cash only. 

— A 43-year-old Sparks man was arrested in the 800 block of College Parkway while digging through a dumpster with another adult and and a juvenile girl. Dispatch advised the man had a contempt of court warrant issued out of Carson City Justice Court April 2025 for $3,000 cash only. 

Monday, May 26 arrests

Man arrested for getting into his truck with beer in hand in front of deputy, rolling through stop sign, then arguing over legality of stop

— A 33-year-old Carson City man was arrested for DUI second, open container in vehicle, and failure to obey a traffic control device after leaving a bar with a drink in his hand and getting into his truck and driving away in front of a deputy. 

According to the arrest report, deputies were patrolling the area of Telegraph St. just after 1:30 a.m. when they watched a man walk out of a bar holding a drink, get into a truck, and drive north on Telegraph. 

The reporting deputy followed the truck and watched as it did not stop at the stop sign at Telegraph and Carson Street, but instead simply rolled slowly through the stop sign without the brake lights ever coming on. 

Deputies stopped the vehicle, which pulled into two parking spots on Telegraph just east of Curry. The driver exited the vehicle and tried to walk away, and deputies told him he wasn’t free to leave because this was a traffic stop. 

The man walked back and tried to argue that they could not stop him because he was parked. Deputies told him that they started the traffic stop before he parked, and while speaking to him noted that he had a “very strong” odor of alcohol coming from his person, along with red watery eyes and “heavily slurred” speech. 

Deputies asked for his license, registration and insurance, but the man refused to provide any information, stating that they “did not stop him for a legal reason.” 

Deputies said they stopped him for failing to stop at a stop sign, but he still refused. At that point, deputies placed him in handcuffs. 

The man refused to participate in field sobriety tests, and he was taken into custody for suspicion of DUI. His vehicle was towed, and deputies noted a clear plastic cup with beer that was 90% full and cold to the touch placed in the seat back of the front passenger seat. 

At around 2:10 a.m., a warrant was granted for a blood draw, and the on-call phlebotomist drew two vials of blood from his arm and booked into evidence for testing. 

Bail: $3,641

Pair arrested on felony warrant, possession arrests

— A 42-year old Carson City man and a 32-year old Sparks woman were arrested in the area of E. Long and N. Carson Street early Monday morning following a traffic stop. 

According to the reporting deputy, they were asked to assist in a traffic stop involving Jason Dewayne Doyle and the Sparks woman. 

Dispatch advised that Doyle had a confirmed felony warrant issue out of Las Vegas in August 2024 in the amount of $15,000, and he was taken into custody. 

Deputies asked the woman if she had anything illegal on her  person, and she said no. However, while searching her pockets, deputies located a red straw with what was tested presumptively positive for methamphetamine residue inside. She admitted to using methamphetamine prior to police contact, but denied using the straw. 

She was taken into custody for possession of paraphernalia. 

Her bail: $1,137

In other arrests:

— A 22-year-old Carson City woman was arrested on a warrant issued out of Tonopah February 2025 with a $1,420 cash only bail after the driver of the vehicle she was a passenger in failed to stop completely at a red light. 

— A 30-year-old Redlands, Calif. woman was arrested Monday just after 7 p.m. on a failure to appear warrant issued out of Carson City Justice Court August 2021 after turning herself in. Bail: $3,000 cash only.
