On Wednesday, the Carson Area Metropolitan Planning Organization and the Regional Transportation Commission will host meetings to discuss transportation topics within the Carson City, Douglas County and Lyon County region.

CAMPO

The next Carson Area Metropolitan Planning Organization (CAMPO) meeting will take place Wednesday, April 9, 2025 beginning at 4:30 p.m. in the Bob Crowell Board Room of the Carson City Community Center located at 851 E. William St.

Items on the agenda include results of the 2024 Pavement Management Survey, an update on the 2050 Regional Transportation Plan and the Jump Around Carson Coordinated Human Services Plan, and more. 

Pavement Management Survey Presentation

Senior Transportation Planner Kelly Norman will outline results from the 2024 Pavement Management Survey, a joint project with Douglas County and the selected consultant Applied Pavement Technology. 

Over the course of the year, crews inspected 276 centerline miles in Carson City and 176 miles in Douglas County, rating each segment’s Pavement Condition Index (PCI) on a 0‑100 scale. 

The City’s PAVER asset‑management system, which has been in use since 2015, will use the updated data to assess and prioritize upcoming rehabilitation projects.  

The survey cost $150,286, with $37,600 reimbursed by Douglas County for roads outside the CAMPO boundary, and is up to 95% reimbursable by the federal government.

Regional Transportation Plan and Jump Around Carson Coordinated Human Services Plan Update

Norman will also provide an update to the 2050 Regional Transportation Plan (RTP) and the companion Jump Around Carson Coordinated Human Services Plan (CHSP). 

Federal law requires a municipalities create an RTP to set a 20-year vision for a safe, efficient, multimodal network within the CAMPO area, which is required to be updated at least every five years. 

The RTP was last updated in 2020, with an amendment approved in August 2024. 

In February 2025 the board hired Parametrix, Inc. under a $207,500 contract to assist with the update. Work is funded in CAMPO’s Unified Planning Work Program and is 95% reimbursable through the Federal Consolidated Planning Grant. 

The presentation will discuss a project timeline and public-outreach calendar, preliminary goals and vision statements, a proposed refresh of the CAMPO logo, and more.  

The CHSP and Jump Around Carson (JAC) will also be discussed, with possible survey questions regarding ridership, efficiency vs. cost, service areas, transportation needs, and more. 

A draft of the CAMPO RTP Sample Survey Questions will also be reviewed, which asks questions about JAC, how residents are getting round town, biking and sidewalk accessibility and more.

RTC

The next Carson City Regional Transportation Commission (RTC) meeting will take place Wednesday, April 9, 2025, immediately after the CAMPO meeting in the Bob Crowell Board Room of the Carson City Community Center located at 851 E. William St. 

Commissioners will discuss recommending the Fiscal Year 2026 operating and capital budgets for Carson City’s Regional Transportation, Transit, and Street Maintenance funds to the Carson City Board of Supervisors.

Transportation Manager Chris Martinovich will present the tentative FY 2026 budgets for the Regional Transportation Fund (250), Transit Fund (225), and Street Maintenance Fund (256) for RTC review before forwarding them to the Board of Supervisors. The Board is scheduled to take final action in May, with adoption of the citywide budget set for May 27, 2025.

The FY 2026 Transit Fund worksheet shows projected revenue of $3,109,878.
