Two were arrested Wednesday on felony fraud charges after allegedly using a debit card to steal cash from their roommate’s SSI automatic deposit account, a Carson City sheriff’s deputy said.
Taken into custody were Alicia Fecanin, 19 and Seth Scarbrough, 20, both of Carson City. They each face a felony charge of debit/credit card fraud, and misdemeanor petit larceny.
According to the arrest report, deputies were dispatched to the 3300 block of South Carson Street for a reported theft. A deputy spoke with the victim who advised he was in jail and while incarcerated his roommates stole his debit card and used all $750 of his SSI automatic deposit either by way of stealing his cash via ATM or goods and services at local businesses.
The victim told the investigating deputy that Scarbrough was the only person besides himself who knows the debit card PIN number, the report states.
A deputy contacted Fecanin who arrived with Scarbrough. The deputy asked them both if they knew anything about the victim’s debit card being stolen and both said “no,” the arrest report states.
Scarbrough then told the officers that he knows who stole and used the card and he was with them during the cards’s use. He identified Fecanin as stealing the card. The woman then advised Scarbrough and her both stole and used the card and they both benefitted from the money and its uses, the report states.
The deputy advised Fecanin of her Miranda rights and she said she understood her rights and would talk. She told the deputy that she and Scarbrough stole the card while the victim was in jail and used it to pull money from the account because Scarbrough knew the PIN number.
Instead of using the money for rent, they pulled out cash from an ATM and then used the cash and subsequently the card itself for goods and services at local businesses and Pay Pal, the arrest report states. Both were arrested. Bail: $5,352 each.

— A 25-year-old Carson City man was arrested Wednesday, 6:56 p.m. in the 900 block of Ladera Drive for a misdemeanor contempt of court warrant issued March 7, 2017 out of Carson City Justice Court. Bail: $500.
— A Carson City man was booked Wednesday, 9:31 p.m. for a contempt of court warrant issued out of the Judicial District Court in Carson City. Bail: $750.
— A 32-year-old Gardnerville man was arrested Wednesday, 4:10 p.m. in the 2900 block of North Carson Street for a misdemeanor warrant issued out of Eastfork Township Court in Douglas County. Bail: $3,000.
— A 36-year-old man currently serving a prison sentence, was booked into Carson City Jail on Wednesday, 8;15 a.m. for a misdemeanor contempt of court warrant issued Feb. 15, 2012 out of Carson City Justice Court. Bail: $5,000.
— A 25-year-old Carson City man was arrested Wednesday, 8:20 a.m. in the area of Fairview Drive and Fifth Street for a misdemeanor contempt of court warrant issued in June 2015 out of Carson City Justice Court. According to the arrest report, deputies responded to the scene of an accident and met with the driver who had the warrant. Bail: $15,000.
— A 62-year-old homeless man was arrested Wednesday, 9:57 a.m. in the 1600 block of Medical Parkway for a gross misdemeanor warrant, failure to appear, issued in December 2009. Bail: $3,000.
