The next Carson City Board of Supervisors meeting will be held Thursday, Feb. 6, 2024, beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center located at 851 E. William St.
Legislative Update
Carson City Supervisors will discuss the city’s coordination on pending state legislation before the Nevada Legislature and whether to adopt an official policy position or direct staff to advocate for or against any such legislation, including the submittal of proposed amendatory language.
The Nevada Legislature is currently in its 83rd Regular Session. The city can instruct its representatives to coordinate any legislative efforts that might have an impact on the city, positively or negatively.
“Due to unpredictable timing constraints inherent in the legislative process, the City will maintain a list of legislation that the City has identified in advance and which may be discussed and acted on by the Board during this agenda item,” the agenda reads.
A copy of the list will be posted not less than three days before the date of each Board of Supervisors meeting during which this agenda item appears and may be obtained at the following Internet website: carson.org/legislature.
Budget talks
City staff is requesting that the Board of Supervisors accept the Cost Allocation Plan prepared by Mahoney and Associates using financial information for the Fiscal Year ended June 30, 2024, for use in preparing the Fiscal Year 2026 Carson City Budget. The City will use the Cost Allocation Plan for amounts charged to Special Revenue and Enterprise Funds.
Then, supervisors will discuss a resolution amending the fiscal year 2024-25 budget in the amount of $210,803,855.
“The proposed augmentation and revisions are primarily due to carryover of program costs from the prior year’s budget; actions of Carson City boards, committees and commissions; federal and local grants; and transfers of contingency and unanticipated sources of revenue,” the agenda reads.
According to the explanation, additional revenue came from:
- From the Capital Fund: the Airport in the amount of $2.09 million, the landfill in the amount of $1.21 million, and the Board of Supervisors titled (Break Fix) in the amount of $5.35 million;
- $1.66 million from the Carson City Transit Fund;
- $105,166 from CAMPO;
- $7.71 in the Regional Transportation Fund;
- $6.4 million in the Quality of Life Fund;
- $27.14 million from grant funds;
- $11.3 million from the Infrastructure Tax Fund;
- $30,147 from the Stormwater Drainage Fund;
- $2.94 million from the Wastewater Fund;
- $3.85 million from the Water Fund; and
- $1,208 from the cemetery fund;
- for a total of $69,762,005 in additional revenue.
Similarly, supervisors will discuss a proposed augmentation and revision of the Carson City Redevelopment Authority budget for fiscal year 2024-25 in the amount of $7,770,569.
According to the explanation, the extra funds come from “undesignated projects” in the amount of $979,813.
Grants
— Supervisors will discuss the proposed acceptance of a Fund for a Resilient Nevada grant from the State of Nevada, Dept. of Health ad Human Services in the amount of $147,004 through June 30, 225 to prevent the misuse of opioids.
The purpose of this grant is to address and prevent the misuse of opioids by providing opioid abatement education to youth, families and school faculty; distributing safe disposal bags to local pharmacies for unused prescription medications; replacing the Sheriff’s Office drug incinerator; distributing overdose prevention medication; and developing public health messages to increase public awareness of opioid substance use and available resources.
— Supervisors will discuss the ratification of a previously submitted application for the Federal Emergency Management Agency’s Assistance to Firefighters Grant for a total amount of $606,371, including a 10% local match of $55,125 by the Carson City Fire Department and authorization for the Mayor to accept the grant, if awarded.
CCFD’s AFG application will seek $606,371 to send eight firefighters to paramedic school and pay for the overtime wages needed to allow those firefighters to complete their clinical and internship hours. The AFG will fund 90% of the covered costs which amounts to $551,246, and there would be a 10% local match of $55,125 by CCFD. Due to the short period of time between the grant announcement and the application deadline, the application was submitted in December 2024 before Board of Supervisors approval.
— Discussion and possible action regarding the Carson City Airport Authority’s 2025-2030 Airport Capital Improvement Plan and the submission of three related Federal Fiscal Year 2025 grant applications to the Federal Aviation Administration for $605,000 in grant funds, with a 5% match from CCAA in the amount of $30,250, to fund the Runway Safety Area Drainage and Improvements Design project, the South Ramp Main Apron Pavement Rehabilitation project and the Master Plan Forecasting Update.
Guidance from the FAA Airports District Office requires CCAA to prepare and annually submit a five-year, forward-looking ACIP to enable the ADO to prepare its regional ACIP program. The CCAA approved the FFY 2025 ACIP. The Drainage Project and Apron Rehab Project were on last year’s approved ACIP. The Forecasting Update is a new addition.
Appointments
Supervisors will discuss the reappointment of:
An alternate member to the Tahoe Regional Planning Agency for a term ending Dec. 31, 2026;
Three members to the Historic Resources Commission due to expiring terms, each for a term expiring on January 1, 2029;
