The next Carson City Board of Supervisors meeting will be held on Thursday, Jan. 6 beginning at 8:30 a.m. in the Sierra Room of the Community Center, located at 851 E. William Street.
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.
The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting.
Among the items on the agenda:
— A discussion and possible action will be held regarding a request for a tentative subdivision map for a common open space development known as East Robinson Street and North Saliman Road — Blackstone Ranch North to create 137 single family residential lots on a 41.07 acre portion of a 78.81 acre site within the Lompa Ranch North Specific Plan Area.
— A discussion and possible action will be held regarding the appointment of one member to the Carson City Board of Equalization to fill the remainder of a term ending in Jan. 2023.
The board consists of five members. The mayor shall nominate persons to serve on the board and the nominees must be appointed by a majority vote of the Board of Supervisors. Jill Rasner, who was previously nominated upon recommendation of Supervisor Stacey Giomi and appointed to the board by the Board of Supervisors is unable to complete her term. Supervisor Giomi is now recommending Colette Burau to fill the remainder of the four-year term ending in Jan. 2023.
— A discussion and possible action will be held regarding the dedication of areas for public use within the Schulz Ranch Subdivision. In 2015, the city entered into a development agreement creating the Schulz Ranch Landscape maintenance District. Staff recommends accepting the dedication of the Common Areas.
— A discussion and possible action will be held regarding authorization to purchase two vehicles for the Carson City Health and Human Services Department for a total amount not to exceed $72,033.36.
This item is for the purchase of two vehicles for CCHHS for COVID-19 response events. The funds for the purchase of the vehicle will come from the Epidemiology and Laboratory Capacity COVID-19 grant.
— A discussion and possible action regarding a determination that MKD Construction, Inc. is the lowest responsible bidder for a contract on the Highway 50 E. Water Main Replacement Project for a total amount not to exceed $328,878.
This project consists of installing 660 linear feet of 8-inch water main, four water meter services, two fire hydrants and one air release valve, relocating a fire hydrant and fire service, concrete work, temporary asphalt patching, removing the existing 6-inch water main, and associated work.
— A discussion and possible action will be held regarding authorization for the Carson City Sheriff’s Offie to submit for a grant in the amount of $82,000 for dispatch interface modernization.
— A discussion and possible action will be held regarding the appointment of three members to the Carson City Cultural Commission, each for a term that will expire in Jan. 2025.
Reappointment requests have been submitted by Amy Clemens and Sierra Scott. New applications have been submitted by Bethany Drysdale, Christaphor Pattison, Jacqueline Carlin and Susan Mowers.
— A discussion and possible action will be held regarding the appointment of two members to the Carson City Planning Commission, each for a four-year term ending on Jan. 1, 2026.
The Mayor shall recommend one person from Carson City at large for consideration and approval by a majority vote of the Board for appointment by the Mayor to the Planning Commission in the first year after the new or re-elected Mayor is sworn in. Mayor Bagwell is recommending Charles Borders, whose term expires in Jan. 2022, for reappointment. An application for reappointment was submitted from Theresa “Teri” Green-Preston, whose term expires in Jan. 2022. New applications for consideration and possible appointment to Ms. Green-Preston’s position were submitted by Maxine Nietz, Delacy Sheck, Aaron Sims, Michael Pelham and Tod Jennings.
— A discussion and possible action will be held regarding the election of a chair and vice-chair of the Redevelopment Authority, each for one-year terms ending on Dec. 31, 2022.
— A discussion and possible action will be held regarding the appointment of two members to the Redevelopment Authority Citizens Committee, each for the position of Business Operator or Property Owner from Redevelopment Area 1, one to fill a partial term ending in Jan. 2023, and one to fill a three-year term ending in Jan. 2025.
— The sheriff will present the biannual report on Carson City Jail conditions and information concerning deaths of prisoners within the jail.
— The Carson City Fire Department is seeking approval from the Board of Supervisors to submit a grant application to Federal Emergency Management Agency Assistance to Firefighters Grant program to secure funding for the replacement of 80 self contained breathing apparatus. If awarded, the grant would fund 90 percent of the covered costs with a 10 percent local match. The current SCBA’s are over ten years old and will be required to be replaced in 2024. The City’s grant policy requires any grant application over $50,000 be approved by the Board of Supervisors before submission of the grant application.
