Tonight, the Carson City Growth Management Commission and Planning Commission will meet to establish the city’s residential building permit limits for the upcoming years and to review a special use permit for a newly proposed St. Teresa of Avila Catholic School campus among other items.

Beginning at 4 p.m. at the Community Center, the Growth Management Commission will first consider a resolution that dictates the maximum number of residential building permit allocations under the city’s Growth Management Ordinance for 2027 and 2028. City staff has recommended maintaining a 3% maximum growth rate, which would make 811 residential permits available in 2027 and 835 permits in 2028. Commissioners will also vote on keeping the commercial and industrial average daily water usage threshold for Growth Management Commission review at 10,000 gallons per day.
Later in the meeting, the Planning Commission will discuss a special use permit and zone change request from St. Teresa of Avila to construct a 59,675-square-foot facility on a 13.91-acre parcel located at 3000 North Lompa Lane. If approved, the project will feature a child development center, a K-8 school, and a gymnatorium, with a maximum combined enrollment of 330 children.
The proposed development is the result of a $25 million capital campaign launched by the Catholic community to replace its 67-year-old campus on the west side of Carson City. According to school and parish leaders, relocating the school to the property adjacent to the existing church will strengthen the parish community and enhance the integration of faith and learning. The new facility will offer twice the space of the current school, featuring state-of-the-art STEM and robotics labs, flexible learning spaces, a cafetorium, and dedicated fine arts classrooms. Funds from the future sale of the existing west-side campus will go toward the $25 million construction goal.
The commissions will also cover:
- Cannabis Production Facility: The Planning Commission will review an application from Ed Alexander for a special use permit to operate a cannabis production facility at 4949 Highway 50 E, which is zoned for General Industrial use.
- Easement Abandonment: ARA USA, LLC is requesting a recommendation to the Board of Supervisors to abandon a 15,798-square-foot portion of an access, drainage, and public utility easement that bisects a parcel on Research Way.
