A presentation on the C-Hill Flag restoration project, civics test results, testing procedures and security plans as well as proposed policy changes to electronic device use will highlight the next Carson City School Board meeting.

The Carson City School Board of Trustees meets Tuesday, August 26, 5:30 p.m. at the Robert Crowell Board Room at the Carson City Community Center, 851 East William Street.

On the agenda:
— Lucia Maloney, Vice Chairperson, Carson Area Metropolitan Planning Organization (CAMPO) will give a presentation on the C-Hill Flag Foundation and C-Hill Flag. The C-Hill Flag Foundation is a nonprofit organization dedicated to the preservation and maintenance of the iconic American flag on the face of C-Hill in Carson City. Through community-driven efforts, the foundation seeks to honor the flag as a symbol of national pride and local heritage. This is a discussion item only.

Civics Test Results

There will be a presentation of civics test results for the Carson City School District Class of 2025. The annual Civics Test Administration presentation to the CCSD School Board will review existing and new statutory requirements by the state.

Based on the additional reporting requirement to the Nevada Department of Education (NDE), the CCCSD Accepted Practice — High School Civics Test Administration document was revised to ensure all high school students on track to graduate with their cohort participate in the Civics Test administration and that reporting data is generated from Infinite Campus consistent with other district reports to NDE. For school-year 2024-2025 the CCSD Civics Test student participation was 99.6 percent. The student pass rate for participants was 97.4 percent. This is a discussion item only.

Review of K-5 Core Knowledge Language Arts and Literacy programs

Presentation on the K-5 Core Knowledge Language Arts (CKLA) and Literacy Programs in the Carson City School District. This is a discussion item only. School year 2025-2026 is the first year of implementation of the Core Knowledge Language Arts (CKLA) textbook and resources.

According to the superintendent’s summary, CKLA is published by Amplify and will be CCSD’s main K-5 curriculum resource from now until 2032. The district signed a seven-year contract at a cost of $1,191.545.59. CKLA provides a rigorous, science-based approach to literacy. Literacy is at the foundation of all learning.

As part of the district’s contract with Amplify, they are providing training to help facilitate implementation. CCSD teachers have already received some of that training. Along with the training from Amplify, CCSD principals and Educational Services Department are working together to support implementation, according to the summary.

There is a learning curve with any new process and the district wants to make sure teachers have the support they need in order to properly implement CKLA, according to the summary. Results of implementation will be measured through common assessments across the district as well as MAP and SBAC results.

“We are grateful for this large investment in early literacy and are confident that we will see significant gains in literacy that will benefit our students through their K-12 experience and beyond,” wrote Superintendent AJ Feuling.

Test Procedures and Security Plan

The board may decide on adoption of CCSD Test Procedures and Security Plan for the 2025-2026 School Year, as required by state law. The 2025-2026 Carson City School District Test Security manual in accordance with Nevada Revised Statutes (NRS) 390.250 through 390.430.

According to the superintendent summary, the plan is designed for district test directors, building principals and school test coordinators. Test security procedures must be understood and adhered to by all District and school personnel involved in the administration or handling of materials related to state assessments. Strict adherence to procedures protects the integrity of the State assessment program, and ensures consistency in test administration, security of test materials, and the validity of scores. Upon approval, the 2025-2026 Carson City School District Test Security Plan will be submitted to the Legislative Council Bureau (LCB) on the Board’s behalf. This item is for possible action.

Proposed Electronic Device Policy Changes

Discussion on proposed changes to CCSD Policy 546, electronic device usage. The first reading of proposed changes to Carson City School District (CCSD) Policy 546, Electronic Device Usage will be presented to align with Nevada Revised Statute 392.4637 and passage of Senate Bill (SB) 444, according to the summary.

Revisions in SB444 require progressive consequences for violations, limitations to use during instruction, and exemptions to prohibitions on electronic communication devices in some cases. The proposed changes to Policy 546 will align CCSD policy with SB444 as well as introduce updates deemed necessary by the district’s secondary school principals. This is the first reading, for discussion only.

Great American Essay Contest topics

Discussion and possible action on selecting a topic for the 2025-2026 Carson City School District Board of Trustees’ Sponsored Great American Essay Contest. Superintendent Feuling will present information outlining the Board sponsored Great American Essay Contest. Included in the board packets is a timeline, along with an overview and list of possible topics for the 2025-2026 Essay Contest.
