Four Carson City residents have submitted three appeals in opposition to the Carson City Planning Commission’s approval of the Carson Valley Meats processing facility, the Carson City Planning Division confirmed.

At the recent Carson City Planning Commission meeting held Dec. 15, commissioners voted 5-1 to approve Carson Valley Meats’ special use permit to build a USDA-certified meat processing facility within the industrial zone off Highway 50 E.

According to the Carson City Municipal Code, slaughterhouses are an approved usage for General Industrial zoning, but the planning commission instituted additional requirements such as having all operations conducted solely inside, not allowing smells associated with operations leave the property line, and requiring operations to not register above a certain sound level past the property line, among others.

Appeals were filed after the first round of approval from the planning commission in October, which voted 4-1 in favor of the project, but before appeals could be heard, the project proposal had to return to the planning commission for a second round of voting due to noticing issues at the city level.

Four Carson City residents are behind the three appeals filed: Doreen Mack, Jennifer Verive, Robert Buttner, and Kathleen Franco Simmons.

The appellants are opposing the planning commissioner’s approval of the project because they believe it will be detrimental to the surrounding neighborhoods, and Carson City as a whole.

The appeal will go before the Carson City Board of Supervisors at a yet undesignated future date. During the appeal, no additional information will be allowed to be presented. Instead, supervisors will vote on whether to uphold the planning commissioner’s approval of the project, or deny it.

During the Dec. 15 meeting, commissioners heard testimony both for and against the proposed facility for nearly two hours.
