A 42-year-old man was booked Saturday for suspicion of felony grand larceny of a stolen vehicle, transferring a stolen vehicle and being a habitual felon, according to a Carson City Sheriff’s Office booking report.

Mark Susoeff, an inmate at Carson City Jail, was booked at 7:20 p.m. following an investigation. According to the booking report, on Dec. 4, deputies were dispatched to the 3700 block of North Carson Street to investigate a vehicle theft. The reporting party said an acquaintance stole her vehicle.

Deputies arrived, where the victim told officers she had known Suseoeff for a few years and had helped him in the past by allowing him to stay in her travel trailer. She said they were not in a romantic relationship. She told deputies she did not allow the suspect to take her vehicle by himself, the report states.

She said she had allowed him to drive her vehicle but only if she was in the vehicle with him. She said she never gave him or anyone else permission to take or drive her vehicle. She noted she was behind on her car payments and the vehicle was in the process of being repossessed, the report states.

When the vehicle went missing, she thought that a tow company came and repossessed her vehicle. She said she regularly viewed Carson Now and saw that he had been arrested after being located inside a vehicle with suspended registration.

She thought the vehicle he was driving may have been hers due to one of the keys missing to the vehicle, the report states. She said she had someone go to a convenience store and they saw that her vehicle was still in the parking lot. When she got a ride to the convenience store, the vehicle was gone, the report states.

The deputy provided the woman contact information and a case number. The deputy contacted Carson City Jail and learned Susoeff had released some of his property earlier that day to a woman. The deputy contacted the woman who admitted that she was at the jail earlier that day and received property from Susoeff. One of the items she received was the car key to the victim’s vehicle. The deputy informed the woman the vehicle had been reported stolen, the report states.

The woman was at a casino in Reno with the suspect’s girlfriend. The deputy directed the woman with the property to meet him at the convenience store in one hour. She agreed to meet. The woman did not show up to the convenience store at the time the deputy directed her to meet. The deputy called the woman multiple times and was unable to leave a voice mail, the report states.

The deputy contacted the Carson City District Attorney’s Office and learned the man had made multiple phone calls from the jail to the woman and told her that he did not have the title to the vehicle and to not let anyone know, the report states.

On Dec. 6, the deputy made contact with Susoeff at Carson City Jail. He was read his Miranda rights and he said he understood. He said was in a romantic relationship with the victim and that she loaned him the vehicle. He changed his story multiple times and asked if the charges could be dropped if the car was returned. He then spontaneously said that he did not want to get charged with “habitual,” the report states. Bail: $50,000.

In other arrests:
– A 33-year-old woman was arrested Saturday for suspicion of gross misdemeanor battery on a protected person. According to the booking report, deputies were dispatched to a grocery store on North Carson Street in reference to a welfare check. Dispatch advised a woman was walking in the street and appeared to have been beaten up.

Deputies located the woman, who was highly intoxicated and was attempting to pull away from bystanders who were assisting her. Deputies informed the bystanders they would handle the situation and gained control of the woman.

Deputies detained the woman and attempted to escort her to the patrol vehicle. The woman refused to walk and made her body go limp. Carson City Fire Department was requested to have the woman taken to the hospital. She was assisted to a gurney.

A deputy asked if she would cooperate with the fire department. She stated she would not. Due to the statement, she remained in handcuffs and the deputy followed the fire department to the hospital. Once at the hospital the deputy again asked if she would cooperate with staff. She mumbled and the deputy was unable to determine what she said, the report states. As the woman spoke she did nod her head yes. The deputy removed the handcuffs and began speaking with hospital staff.

Shortly after removing the handcuffs, the woman leaned forward on the gurney and swung her right arm with a closed fist at a paramedic, striking them. The woman was placed in handcuffs again.

While transferring the woman from the gurney to the hospital bed she began attempting to kick the paramedic but did not make contact. The woman was later medically cleared from the hospital and was taken to jail. Bail: $2,137.

— A Carson City woman was arrested Saturday for a misdemeanor warrant issued Dec. 2, 2025 out of Carson City Justice Court. Bail; $1,000 cash.

— An 18-year-old Carson City man was arrested Saturday in the 100 block of East Long for two misdemeanor warrants, issued Nov. 25 and Nov. 26, 2025 out of Carson City Justice Court. Bail: $6,000 cash.

— A 36-year-old Dayton man, Joel Serrato, was booked into jail Saturday for a felony failure to appear warrant issued out of First Judicial Court. No bail hold in lieu of hearing.

— A 34-year-old Carson City man was booked Saturday into Carson City jail for an outside agency warrant issued out of Washoe County. Bail: $500 cash.

— Two Carson City men, ages 26 and 31, were arrested Saturday for misdemeanor probation violation. They were together and it was against court orders for one of them not to associate with a convicted felon or anyone currently on parole or probation.

During the investigation, deputies located eight duster cans, which are used for inhaling for intoxication. One of the men admitted to inhaling the duster cans to get high. Parole and probation requested a hold be placed on the man for probation violation. No bail hold in lieu of hearing.

Deputies make DUI arrests

— A 35-year-old Carson City man was arrested Dec. 7 for suspicion of DUI second offense and expired registration. According to the booking report, a Carson City Sheriff’s SET deputy was traveling south on Stewart Street when he observed a vehicle exit from what appeared to be Proctor Street onto North Stewart.

The vehicle caught the attention of the deputy due to its aggressive manner of making the right-hand turn from Proctor. The deputy began to catch up to the vehicle and noticed it was failing to maintain its lane, bouncing back and fourth from right to left in the number two lane, the report states.

At this point, the deputy activated their Axion camera inside the vehicle and got closer to the vehicle, and saw the two right tires cross over the solid white line. The deputy saw the two left tires cross over the broken white line on the left, the report states.

As the deputy got closer to the curve near the roundabout at Stewart and South Carson Street, the vehicle was continuing straight and crossed into the number one lane. It appeared the vehicle was going to cross the median into the opposite travel lanes, however it corrected and continued toward the roundabout. After the vehicle corrected, it switched lanes without signaling onto the number two lane, the report states.

Due to the traffic violations and unsafe manner in which the driver was operating the vehicle, the deputy initiated a traffic stop on the vehicle in the 1500 block of South Carson Street. However, the vehicle came to a stop at the intersection of Fairview Drive and South Carson Street. Dispatch advised the vehicle’s registration had expired in August 2025.

The deputy made contact with the driver. The deputy informed the driver of the reason for the stop. The deputy could smell a mild odor of alcohol coming from the vehicle. While speaking, the deputy observed the man was slurring his words. The deputy asked him the exit the vehicle. He was patted down for weapons, where the deputy removed a knife from his pocket, the report states.

The deputy asked if he would participate in standardized field sobriety tests. The man agreed and showed signs of impairment on the tests. He provided a preliminary breath test of .242 and was arrested for suspicion of DUI. At jail the man agreed to provide a evidentiary breath test, with results of .220 and .214, the report states. Bail; $2,500.

— A 35-year-old Carson City man was arrested Dec. 7, 12:24 a.m. in the area of East Fifth Street and Roop Street for suspicion of DUI. According the booking report, a deputy patrolling the area of Stewart and Robinson streets observed a vehicle making a right onto Stewart. The vehicle was heading southbound in the number one lane and swerved across the dotted line in the center. The vehicle then returned to the number one lane and began to increase its speed. The vehicle reached approximately 45 mph before slowing and entering the left-turn lane at 5th Street, the report states.

The vehicle then made a left onto 5th Street and went wide right during the turn, driving onto the sidewalk with both front and rear passenger tires. The deputy activated their lights. The vehicle came to a stop on 5th Street.

Deputies made contact with the driver and advised him the reason for the stop. The officer asked if he had been drinking. The man said yes. The officer asked how much he had to drink. The man said “a bit.” The deputy asked if he would be willing to take a field sobriety test to see if he could drive. The man said “no.” The officer told him to turn the vehicle off and exit the vehicle. The man turned off the vehicle and exited. While exiting the vehicle, he used his left shoulder to stabilize himself against the vehicle. He leaned away from the vehicle and lost his balance, falling backward against the vehicle, the report states.

The deputy asked again if he wished to perform the field sobriety test. The man said “no.” The deputy asked him if he was willing to provide a breath sample for a preliminary breath test. The man shook his head, indicating no, the report states.

Due to the circumstances, he was placed under arrest for suspicion of DUI. He was read the request for voluntary evidence and he said “I’m being honest with you guys, like I’m drunk,” the report states.

He was reread the request for voluntary evidence and he agreed to give a breath sample. He requested that his father come and retrieve the vehicle. He was taken to jail. He provided two evidentiary samples with results of .193 and .204. Bail: $1,137.

Deputies make domestic battery arrests

— A 19-year-old Carson City woman was arrested Dec. 7 for suspicion of misdemeanor domestic battery. According to the booking report, deputies were called to the 200 block of Fleischmann Way for a report of domestic battery.

Deputies arrived and made contact with the male reporting party. During the interview, the man said he and his girlfriend were arguing about him performing some Door Dash deliveries. He said the argument escalated and that she grabbed of of their spare phones that he uses for music and smashed it on the ground outside the apartment. He said he took out his phone to call 911 and the woman hit him multiple times in the back. The deputy checked him for injuries and noticed he had red marks on his back, the report states.

The deputy interviewed the woman. She stated that she and the man had been arguing. During the argument she said the man tried to grab her phone out of her hand while she held onto their baby. She said she was in a seated position trying to lean away from the man. She stated she start to kick and hit to get him to stop trying to grab her phone, the report states. The man’s injuries were consistent with his side of the story. The woman was arrested for suspicion of domestic battery. Bail: $3,137.

— A 44-year-old Carson City man was arrested Dec. 7 for suspicion of domestic battery. According to the booking report, deputies were dispatched to an address for a possible domestic battery. Dispatch advised the reporting party and victim stated her husband had hit her while he was driving. Upon arrival, deputies met with the victim in the driveway of the home.

The woman said she and the family were on their way home from church when she and her husband were arguing. She said her husband, while driving, grabbed her by the hair and attempted to drag her head toward the driver’s side floorboard. She said when the man reached a stop sign, he used both hands to bind a twist in her hair causing pain. She said her children were present for the entire event, the report states. The deputy photographed the woman’s scalp, where the left rear portion was red and appeared raised. She said the area was tender and painful.

Deputies made contact with the husband who stated he and his wife were arguing while driving home. He said things began to escalate and he reached across the cab of the vehicle and grabbed her by the hair and pulled her toward him, using his right hand, the report states.

Based on the man’s admission of guilt, he was arrested for domestic battery. Bail: $3,137.

— A 29-year-old woman was arrested Dec. 8 for a misdemeanor violation of suspended sentence warrant issued July 10, 2025 out of Carson City Justice Court. Bail: $3,000 cash.

— A 42-year-old Carson City woman was arrested Dec. 8 for a misdemeanor violation of bail condition warrant and a failure to appear warrant. Bail: $6,000 cash.

— A 38-year-old Carson City woman was arrested Dec. 8 for a misdemeanor failure to appear warrant issued Feb. 18, 2025 out of Carson City Justice Court. Bail: $5,000 cash.

— A 43-year-old man was arrested Dec. 7 for a misdemeanor contempt of court warrant issued Dec. 2, 2025 out of Carson City Justice Court. Bail: $500 cash.

— A 39-year-old Carson City woman, Cheri Marie Kvansicka, booked into Carson City Jail for a felony warrant alleging sales and transaction of a schedule I and II controlled substance and a misdemeanor failure to appear bench warrant. Bail: $10,000.

Inmate booked after allegedly hitting second jail inmate with broom

— A 20-year-old man, Steven Combest, was booked Sunday, Dec. 7 for suspicion of felony battery by a prisoner. According to the booking report, a jail rove deputy responded to the intake pod for a fight involving two inmates. The rove deputy identified inmate Combest swinging and hitting the other inmate with a broom 3 to 4 times. The deputy observed the victim inmate using his forearms as shields to protect himself from getting hit with the broom on the head and face. The deputy checked to see if he had any marks or bruises and also offered him medical treatment, which he refused.

The deputy attempted to take pictures of the victim for evidence but he refused to get his picture taken. The deputy commanded the intake pod to lock down immediately and Combest dropped the broom. The deputy then commanded Combest to exit the pod and face the wall. Combest began to punch the window so another deputy placed him in handcuffs and he was escorted to the visiting booth for questioning.

Deputies received the camera footage and did more interviews with two others seen in the video. Deputies then read Combest his Miranda rights where he stated ‘I don’t know anything and I’m not going to say anything without my lawyer present.” Combest also stated he wants to go to prison and wants to be on the transport bus immediately, the report states.

Based on the investigation, the deputies found probable cause to book Combest for battery by a prisoner on a prisoner by striking another inmate with a broom. Bail: $40,000.

— A 54-year-old Sparks woman was arrested Monday, Dec. 8 at 12:28 a.m. for two misdemeanor contempt of court warrants issued July 3 and July 9, 2025. Bail: $6,000 cash.
