The next Carson City Board of Supervisor’s meeting will take place Thursday, Oct. 7 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.

Items up for discussion include new townhomes, youth center compliance, a CDC grant and more.

The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. Face coverings are required to be worn when attending this meeting in person.

A discussion and possible action will be held regarding a final subdivision map for the development known as Silver View Townhomes, resulting in the creation of 34 single family residential lots and 7 common area parcels on a 2.75-acre parcel zoned Retail Commercial, located on the northwest corner of Clearview Drive and Silver Sage Drive.

The board granted approval of the tentative map on March 19, 2020.

— A discussion and possible action will be held regarding an amendment to the Second Amended Interlocal Agreement for the Western Nevada Regional Youth Center between Carson City and Churchill, Douglas, Lyon and Storey Counties as well as local Judicial Districts of Nevada, to require the Youth Center to become compliant and maintain compliance with the Prison Rape Elimination Act (PREA) of 2003, as amended.

According to the agenda, the Operational Technical Committee for the Youth Center has identified the need for the center to be PREA compliant.

Western Nevada Regional Youth Center is an inpatient adolescent substance abuse treatment program funded by five Rural Nevada counties: Douglas, Carson City, Storey, Lyon and Churchill. They fund the center in order to provide evidence based treatment for adolescents involved with the court system, due to a substance use problem, according to their website. WNRYC serves 12 to 18-year-old male and female adolescents and provides individual and family therapy, with alcohol and drug counseling.

According to the agenda, the amendment would require the Youth Center to become PREA compliant within two years of the date of the amendment, and provide proof of their compliance via a PREA audit, which must be performed at least once every three years. The amendment also states that assessments can be made in non-audit years to ensure PREA requirements are being maintained including onsite visits and facility observations as well as interviews with staff and youth.

The agenda did not state in what ways the youth center is not currently in compliance with PREA.

— A discussion and possible action will be held regarding a proposed acceptance of a grant from the CDC through the State of Nevada Department of Health and Human Services, Division of Public and Behavioral Health, in the amount of $77,626 through Dec. 31, 2021.

According to the agenda, acceptance of the grant will provide funds to expand, train, and sustain the disease investigation workforce to support COVID-19 and other infectious disease prevention and response. The grant is retroactive to Sept. 1, 2021 and goes through Dec. 31, 2021. The federal project period is through Dec. 31, 2023, so additional yearly grants will be awarded, according to the agenda.

— A discussion and possible action will be held regarding the purchase of a sanitary sewer pump for use at the South Lift Pump Station for an amount not to exceed $67,485, which is composed of $66,635 for the pump itself and $850 for ground freight delivery.

— A discussion and possible action will be held regarding a proposed no-cost amendment to the Interlocal Contract between the State of Nevada on behalf of the Department of Health and Human Services, Rural Clinics, and Carson City on behalf of the sheriff’s office. This is for the provision by Rural Clinics of a part-time mental health specialist for assignment to the CCSO Mobile Outreach and Safety Team (MOST) to revise the term to a fixed term that will expire on June 30, 2029.

— A discussion and possible action will be held regarding Bill No. 2, a proposed ordinance which would define and prohibit indecent conduct in public. The is the second and final reading of the proposed ordinance.

— A discussion and possible action will be held regarding the action to adopt, on second reading, an ordinance changing the zoning from Limited Industrial to Single Family 1 acre, for a 1-acre parcel located at 1449 S. Sutro Terrace. This would rezone the property to be consistent with the current use of the property, as well as the current zoning and use of the properties located to the west and northwest.

— A discussion and possible action will be held regarding a proposed collective bargaining agreement between Carson City and the Carson City Employees Association, effective on the date of execution by the city and CCEA through June 30, 2026, with an estimated fiscal impact of $1.8 million above the 5-year projections included in the city budget, which was previously approved by the Board of Supervisors.

The newly proposed CBA is for a 5-year term, and includes changes to contract provisions concerning recognition, compensatory time off, grievance, compensation, holiday pay, annual leave, bereavement leave, health insurance, and more.

— A discussion and possible action will be held regarding a proposed resolution setting forth various employment benefits for unclassified city employees, including a one-time 1 percent cost-of-living (COLA) increase on Jan. 1, 2022 and a 2 percent COLA on July 1, 2022, and each July 1 thereafter, with a reduction in the maximum performance pay salary increase from 5 percent to 3 percent for employees who receive a performance review rating of “meets expectations” or above.
