The Carson City School Board meets this Tuesday, Sept. 23 and will hear information items on the district’s school nutrition program, summer school program and will take possible action to adopt its restorative discipline plan for 2025-2026.
The meeting begins at 6 p.m. and will be held in the Robert Crowell Board Room at the Carson City Community Center, 851 East William Street.
Among the agenda items, school board trustees will:
— Hear an information update from the district’s nutrition services program. Elizabeth Martinez, Director of Nutrition Services will provide an update on the nutrition services department in the District. This is a discussion item only.
— Hear an information update on the district’s summer school program for the 20242-25 school year. According to the executive summary, the presentation will highlight the key aspects of secondary summer school for the 2024-2025 school year, showcasing enrollment success, course completion achievements and proactive plans to provide ongoing support, helping more students stay on track and reduce credit deficiencies. This is a discussion item only.
Presentation, possible action to adopt the district’s Restorative Discipline Plan
According to the executive summary, this is the annual review of the district’s plan to provide for the progressive discipline of students and on-site review of disciplinary decisions per Nevada Revised Statutes (NRS) 392.4644. State law dictates that the plan must:
- Be developed with the input and participation of teachers, school administrators, support staff, and parents.
- Be consistent with the written rules of behavior prescribed in accordance with NRS 392.463.
- Include provisions designed to address the specific disciplinary needs and concerns of each school within the school district.
- Provide restorative disciplinary practices which include, without limitation:
a. Holding a pupil accountable for his or her behavior;
b. Restoration or remedies related to the behavior of the pupil; c. Relief for any victim of the pupil; and
d. Changing the behavior of the pupil. - Provide for the temporary removal of a pupil from a classroom or other premises of a public school in accordance with NRS 392.4645.
- Provide for the placement of a pupil in a different school within the school district in accordance with NRS 392.466.
- Include the names of any members of a committee to review the temporary alternative placement of pupils required by NRS 392.4647. Additionally, on or before September 15 of each year, the principal of each school must:
- Review the plan in consultation with the teachers, school administrators, support staff, parents and students.
- Review site data to determine whether and to what extent the occurrences of suspension, expulsion, or removal of pupils from school disproportionately affect pupils who belong to a group of pupils listed in subsection 2 of NRS 385A.250.
- Based upon the review, recommend to the Board of Trustees revisions to the plan, as recommended by the site team, if necessary.
- Post a copy of the plan or the revised plan, as provided by the school district, on the Internet website maintained by the school.
- Distribute to each teacher, school administrator and all educational support personnel who are employed at or assigned to the school a written or electronic copy of the plan or the revised plan, as provided by the school district.
Staff is recommending adoption of the plan for the 2025-2026 school year.
Discussion on proposed changes to CCSD Policy 343, Prohibited Conduct
Employee bullying, harassment, intimidation and discrimination, which includes re-numbering the Policy to 1040 in section, 1000, all staff. This is a first reading of the proposed policy revision that replaces Policies 343 and 443 to prohibit bullying, harassment (including sexual and sex-based harassment), intimidation, and discrimination within the Carson City School District. It applies to all employees, trustees, volunteers, contractors and others connected to district operations, requires mandatory reporting of sexual harassment under Title IX, and outlines complaint, investigation, and disciplinary processes. The policy reinforces the District’s commitment to a safe, respectful learning and work environment.
— Discussion on Proposed Changes to CCSD Regulation 343, prohibited conduct: Employee bullying, harassment, intimidation and discrimination, which includes re-numbering the Regulation to 1040 in section, 1000, all staff. The proposed regulation revision replaces Regulations 343 and 443 by providing definitions, reporting requirements, and procedures for addressing bullying, harassment, intimidation, and discrimination. It designates the Chief Human Resources Officer as the EEO/ADA Officer, sets expectations for employees and supervisors, and establishes formal and informal complaint processes, training requirements, investigation protocols, and disciplinary measures to ensure compliance and accountability.
— Discussion on Proposal to Eliminate CCSD Policy 443, Employees harassment/sexual harassment and intimidation due to proposed inclusion of Re-Numbered Policy 1040, Prohibited Conduct: Employee Bullying, Harassment, Intimidation and Discrimination. This is a first reading. According to the executive summary, upon reviewing district policies, it was determined that Policy 443 includes similar language found in Policy 343, which if approved, will be renumbered to 1040 in section 1000, all staff. Staff is recommending the elimination of Policy 443.
— Discussion on proposal to eliminate CCSD Regulation 443, Employees harassment/sexual harassment and intimidation due to proposed inclusion of Re-Numbered Regulation 1040, Prohibited Conduct: Employee Bullying, Harassment, Intimidation and Discrimination. Upon reviewing District regulations, it was determined that Regulation 443, includes similar language found in Regulation 343, which if approved, will be renumbered to 1040 in section 1000, All Staff. Therefore, staff is recommending the elimination of Policy 443.
Discussion on proposed changes to CCSD Policy 225, Drug and Alcohol-Free Workplace Program Statement and Policy
This is a first reading and the item is up for discussion. According to the executive summary, the proposed policy update details the district’s commitment to maintaining a drug and alcohol-free workplace to protect the health, safety, and productivity of employees and students. It prohibits the possession, use, or influence of alcohol, illegal drugs, and prohibited substances, including medical and recreational marijuana, while on duty or on district property, and outlines required testing (pre-employment, reasonable suspicion, post-accident, and follow-up).
