A 31-year-old Sun Valley man was arrested in the 4300 block of S. Carson Street for felony possession of methamphetamine with the intent to sell, felony possession of a firearm by a felon, felony possession of a controlled substance, DUI first (drugs), driving without proof of insurance, and driving with suspended registration.
According to the arrest report, Harley Dean Rough was arrested Monday just after 2:30 p.m. when deputies were dispatched to a grocery store at the south end of town on report of a traffic accident.
Multiple deputies responded and located a vehicle in the dirt just off of S. Curry Street pinned against a tree. There was a white truck parked behind the vehicle attempting to leave the scene.
Deputies attempted to contact the driver of the truck, but the truck’s windows were up and the doors were locked. Deputies told Rough to roll down the windows “multiple times, but [Rough] looked at us as if he did not understand what we were saying to him,” according to the reporting deputy.
The reporting deputy said that the truck was running and in drive, and they were worried he would try and drive away.
As deputies were about to break the glass of the front passenger door, Rough finally unlocked the doors. Deputies told Rough to put the truck in park and turn off the ignition, but Rough “was trying to speak to us, but was slurring his words and drooling.”
Deputies reached into the truck, placed it in park, and turned off the ignition. Rough was instructed to crawl across the passenger seat and exit the vehicle because the truck was parked too close to the grocery store building to open the driver’s door. Rough again “just looked at me while trying to speak, but he was slurring his words,” according to the reporting deputy.
Deputies climbed into the truck and had to physically pull him from the truck. Rough was reportedly covered in sweat and seemed as though he didn’t know deputies were speaking to him. He was unable to answer any questions “due to his altered state.”
Firefighters responded and placed Rough in the back of an ambulance. Rough had to be placed on the gurney, was unable to stand on his own, and closed his eyes “multiple times,” and the reporting deputy stated his pupils were “pinpoint,” and did not change when entering the darkened ambulance.
He was taken to the hospital due to an elevated heart rate, and a medic later told deputies that Rough had admitted to using “speed” earlier in the day.
Later, the reporting deputy told Rough he was being arrested for suspicion of DUI (drugs) and asked him to provide a blood sample, to which Rough agreed.
An unnamed Deputy K9 was dispatched to the crash scene who conducted a free air sniff of the vehicle, resulting in a positive alert. Inside, deputies located a handgun, multiple hypodermic needles, two scales, a metal container with plastic bags, and a blue “pinch lock bag” with suspected methamphetamine inside.
After being cleared from the hospital, he was taken into custody on the above charges.

— A 57-year-old Carson City woman was arrested in the area of Empire Ranch and Highway 50 E. for felony possession of a controlled substance and misdemeanor possession of drug paraphernalia.
According to the arrest report, deputies stopped the woman driving with a “large opaque white object” hanging from the rearview mirror obstructing the driver’s view. While speaking with the woman, deputies noted “nervous behavior” and an unnamed Deputy K9 arrived to conduct a free air sniff of the vehicle, resulting in a positive alert.
The woman admitted to having a “meth pipe” in her possession, which the reporting deputy stated contained a “substantial” amount of melted methamphetamine residue in both the bulb and stem.
She was taken into custody without issue.

— A 31-year-old Carson City man was arrested for DUI first after being arrested in the area of Roop and Long Street on Monday night. The man was arrested after deputies observed the vehicle failing to maintain its lane on E. Long Street.
Deputies initiated a traffic stop, but the vehicle continued to travel for approximately half a mile at a speed of 5 to 10 mph before coming to a stop at the intersection of Dan and Roop Streets.
Deputies spoke with the driver, who appeared “extremely impaired,” and seemed “dazed, disoriented, and unaware of his surroundings.”
The reporting deputy stated they told the driver multiple times to roll down his window, but on two occasions, he reached toward the gear shifter and attempted to place the vehicle in drive, “appearing to try and flee the stop.”
Eventually, the deputy was able to command the man to put the vehicle in park and remove the keys. After multiple attempts to have him exit the vehicle, he finally did so.
He told deputies he’d had “one alcoholic beverage.” He agreed to field sobriety tests, showing multiple signs of impairment.
At the jail, he provided a breath sample resulting in a .191% BAC.

— A 23-year-old Carson City man was arrested for gross misdemeanor DUI second and misdemeanor driving during a revocation period on August 31.
According to the arrest report, the man was arrested in the area of S. Carson Street and Fairview Drive just after 5:30 p.m. after deputies responded to a report of a traffic accident.
Upon arrival, deputies observed a Subaru facing east/west across the northbound traffic lanes and a Dodge truck against a wall facing east.
The driver of the truck, the 23-year-old, was leaning against a small tree “to hold himself up,” and had blood on his face and shirt, a large bump on his forehead, and a cut on his left leg.
Deputies noted he had red, watery eyes to the point tears were running down his face, he had a “very strong odor” of alcohol coming from his person, and he had heavily slurred speech.
When asked if he’d consumed any alcohol, he “held up both hands, showing ten fingers, and said ‘Yes.’” When asked again how much he’d had to drink, he said “too much,” and the reporting deputy noted that he was “very angry, yelling at everyone on the scene.”
The man said he needed medical attention, and first responders were requested. Deputies placed him in handcuffs after he refused to stop stumbling around and yelling at people.
He provided a preliminary BAC, resulting in a .281% BrAC before being transported to the hospital. Later, a blood sample was seized.
Bail: $3,637
— A 45-year-old transient man was arrested Tuesday morning just after 1 a.m. in the area of Carson Street and College Parkway for a City of Sparks warrant issued May 2025 with a bail amount of $302.
