On Tuesday, the Nevada Division of Emergency Management / Homeland Security (NDEM) will officially transition under the oversight of the Office of the Governor, effective July 1, 2025.
This change, authorized through the passage of Assembly Bill 553, demonstrates the Governor’s commitment to public safety and a commitment to coordinate all State assets as effectively as possible during crises. This transition renames the division to the Office of Emergency Management / Homeland Security (NV OEM).

“The realignment of Nevada’s Office of Emergency Management under the direct authority of the Governor’s Office marks a significant step forward in our state’s readiness and resilience,” said Governor Joe Lombardo. “By placing emergency management at the cabinet level, we are ensuring that Nevada can respond to emergencies with speed, clarity, and unity. I have full confidence in our emergency management team, and I look forward to working directly with them to protect and serve Nevadans across every corner of our state.”
The transition reinforces the state’s commitment to building a more agile and coordinated emergency management framework. It is designed to streamline statewide crisis response, improve interagency coordination, and enhance the allocation of critical resources. The integration also aligns with the Governor’s broader strategy to strengthen public safety, disaster resilience, and operational transparency across state government.
NV OEM will continue to fulfill its mission under existing leadership, delivering critical preparedness, response, recovery, and mitigation services using an all-hazards, whole-community approach. By partnering with local, tribal, state, and federal agencies, NV OEM ensures coordinated efforts that address the needs of all Nevadans during emergencies.
