A 25-year-old woman was arrested early Monday for suspicion of a third DUI, according to a Carson City Sheriff’s office booking report.
Kayla Rose Blackwell was arrested at midnight in the 200 block of Telegraph Street. She was also booked for violation of a suspended sentence through the Department of Alternative Sentencing.
According to the booking report, deputies were dispatched to the area of West Telegraph for a report of a female outside of a car yelling and screaming.
Deputies arrived and saw the woman, later identified as Blackwell, sitting in a vehicle. When the deputy walked up to the car, the vehicle was running with the headlights and taillights on, the report states.
There was also a wet spot on the ground beneath the exhaust tip due to the heat and condensation, the report states. The woman was in the driver’s seat and was the sole occupant of the vehicle. The driver’s window was rolled up and the deputy could see the woman talking on the phone. She appeared upset, visibly crying and was yelling/talking loud to the person on the phone, the report states.
The deputy made contact and explained why he was speaking with her. When she rolled down the driver’s window the deputy could smell a strong odor of alcohol coming from the vehicle. The deputy asked the woman to step out of the vehicle, so they could determine where the smell of alcohol was coming from. While speaking to the woman, the officer observed slurred speech and red, watery eyes.
The deputy asked multiple times why someone called CCSO about her and she said she was not outside of the vehicle yelling. She said she was sitting in the vehicle trying to get warm. The officer asked how long she had been sitting in the car. She would not give the deputy an answer, the report states.
The deputy was advised by dispatch the woman is on Department of Alternative Sentencing with a condition not to consume alcohol. The deputy asked the woman if she would voluntarily submit to a preliminary breath test. She said no. The deputy explained to her that based on observations, he was requesting that she voluntarily submit to standardized field sobriety tests and she agreed.
The woman showed signs of impairment on the tests. She was asked again for a PBT. She refused. She was arrested. The deputy read her the request for voluntary evidence. The woman said she would voluntarily provide a breath sample. She was taken to jail and provided breath samples of .103 and .103. Bail: $20,000.

— A 26-year-old Reno man was arrested March 14 for a gross misdemeanor outside agency warrant No bail amount given.
— A 48-year-old Carson City man was arrested March 14 for misdemeanor driving with a suspended license, suspended registration and no proof of insurance. Bail: $600.
