The State of Nevada is requesting a special use permit  (SUP) from the Carson City Planning Commission to construct an “Adventure Center.” 

The project consists of four buildings totaling 1,458 square feet, a 720 square foot canopy and screened outside storage. 

According to their application, the intention is to establish an Adventure Center with vendor booths and a visitor plaza area to promote outdoor recreation as part of a Travel Nevada grant program located at 2180 South Carson Street near the Nevada State Railroad Museum. 

Up to nine vendors specializing in outdoor recreation will be housed in the new buildings, which are proposed to be built out in a maximum of two phases based on available funding. Phase one would include two buildings, the canopy and storage, and phase two would complete the remaining to buildings in the project. 

“The project is intended to promote recreational resources, quality of life, generate tourism interest and revenue, and support outdoor recreation businesses,” the agenda states. 

The project area can be seen outlined in the top left hand portion of the design.

The SUP is to establish setbacks and building height limitations for a project located within the Public zoning district, Associate Planner Heather Manzo wrote. While city code says the State of Nevada is permitted to have buildings less than 2,500 square foot by right, it still requires an SUP to establish setbacks and height limitations. 

According to city staff, the project does have a few concerns when it comes to the land: an earthquake fault line cuts through the property, which is also located in a flood zone. The city recommends the state conduct a geotechnical investigation for the fault line prior to construction, and design the construction to adhere to the city’s Flood Damage Prevention codes. 

According to the state’s application, the state requires that all materials used in a  project meet a 20-year minimum warranty, and the project design will fit into the railroad museum campus, including the use of board and batten cladding in muted colors, reclaimed wood, and rusted iron to support the “museum’s outdoor interpretation.” 

It says the project has been designed in collaboration with the museum, and will be able to supplement events already taking place on the campus. 

The Planning Commission will discuss the application at their meeting this evening, Wednesday, Feb. 26.

The Commission will hear a presentation on the update to the Master Plan, and review the final draft. Since October 2023 when the process began, the commission has been engaging in community meetings to discuss the updates and receive community input.

According to the staff report, this will be the 10th meeting held regarding the update since it began in 2023.
