Carson City commission OKs permit for proposed 5-story, 253-unit apartment complex
The Carson City Planning Commission has approved a request for a Special Use Permit to build a 253-unit apartment project known as the Stewart Street Apartments.
The project required a special use permit due to the location being within the Downtown Mixed-Use zoning district.
The proposed five-story Stewart Street Apartments is located at the corner of Stewart Street and 9th Street near the Post Office and will take up 3.44 acres, which will include the 253 residential units as well as 427 parking spaces within a six-story parking structure.
The apartments will consist of 21 studios, 138 one-bedroom units and 94 two-bedroom units.
According to the Planning Commission agenda, development on sites 50,000 square feet or less shall be required to incorporate at least one outdoor gathering space including a patio or plaza, a landscaped mini-park, protected pedestrian walkways, city-approved outdoor public art, or “similar feature as approved by the director or designee.”
The agenda goes on to say that “Outdoor gathering spaces provided in accordance with the above standard shall incorporate a variety of pedestrian amenities to promote regular use. Pedestrian amenities may include, but are not limited to, seating, lighting, special paving, landscaping, food and flower vendors, artwork, and/or special urban recreational features.”
Due to the size of this particular parcel, the applicant is required to have five amenities. The applicant is proposing public art, including a sculpture at the entryway and glass fiber reinforced concrete wall panels. It is not known how many wall panels are being proposed.
Additionally, streetscape is required in the form of either foot-wide planter areas in combination with a minimum 8-foot sidewalk or a minimum 15 foot sidewalk with street trees in grates.
According to the agenda, as the development is on a commercial corridor as opposed to a residential street, a 15-foot sidewalk with street trees should be provided. The applicant is proposing an 8-foot wide sidewalk along Stewart Street with a planter or patio between the sidewalk and the building. Along East 9th Street, the applicant is proposing an 8-foot wide sidewalk with a planter between the sidewalk and the curb, and a 15-foot wide sidewalk with a planter between the building and the sidewalk.
