The Carson City Sheriff’s Office, Fire Department and School District will conduct a training exercise Tuesday, June 4 at Carson High School.

The exercise will be from 7 a.m. to 1 p.m., according to a Carson City Sheriff's Office social media post on Monday evening.

Last month, city officials advised the public of a full scale active shooter exercise happening at the high school.

Carson Aquatic Facility therapy pool temporarily closed for emergency repairs

The Carson City Parks, Recreation and Open Space Department regrettably announces that the Therapy Pool at the Carson Aquatic Facility will be closed until emergency repairs to the filtration system can be made.

There was a catastrophic failure of the Therapy Pool filtration unit, which makes the Therapy Pool inoperative until replaced.

The process of acquiring replacement materials is already underway and it is hoped that the Therapy Pool will not be closed for an inordinate amount of time. In the meantime, the Carson Aquatic Facility has three other pools for the public to use and enjoy.

Carson City Sheriff's Office Search and Rescue, Fire Department conduct swift water training

Carson City Sheriff's Office Search and Rescue, in collaboration with the Carson City Fire Department’s Swift Water Rescue Team, successfully conducted a joint swift water training on Wednesday, May 29, 2024, at the Carson River near Deer Run Road.

The training aimed to enhance the skills and capabilities of both departments in responding to swift water emergencies and flash floods.

Training included- free swim across river, launching a tag line across the river so a rope could be secured on each bank, two-point tether with "Y" configuration for positioning raft to an exact position on the river, use of hand signals and whistles to communicate, upstream observers looking for floating hazards approaching rescuers, downstream observers with throw bags for safety.

Carson City Sheriff’s Office Search and Rescue would primarily be called as a support team for the Carson City Fire Departments Swiftwater Team. Both units appreciated the professionalism, rescue skills and team work each team provided. It was great to see how different public safety teams in our community can complement each other to serve Carson City and our surrounding area.  

As the spring season brings an increase in water activities, the Carson City Sheriff's Office and the Carson City Fire Department would like to remind all Carson City residents about the inherent dangers associated with swift moving water and flash floods. It is crucial to prioritize safety and take necessary precautions to prevent accidents and ensure the well-being of all individuals.  

To ensure your safety during water-related activities, please consider the following safety tips:  

1. Inform Family and Friends: Before heading out, always inform your family and friends about your plans. Let them know where you are going and when you plan to return. This will help authorities locate you quickly in case of an emergency.  

2. Create a Float Plan: Develop a float plan that includes details about your planned route, estimated time of return, and emergency contacts. Share this plan with a trusted person who can alert authorities if necessary.  

3. Wear a Life Vest: It is essential to wear a properly fitted life vest when engaging in any water activities. A life vest can significantly increase your chances of survival in case of an accident or unexpected submersion.  

4. Stay Alert and Aware: Always be vigilant of your surroundings and stay aware of any changes in weather conditions. Swift water and flash floods can occur suddenly and without warning. Be prepared to take immediate action if necessary.  

5. Follow Local Guidelines: Familiarize yourself with local guidelines and regulations regarding water activities. These guidelines are put in place to ensure the safety of everyone involved.

The Golf Lodge, Carson City’s first golf simulator and country club bar, to host grand opening in August

The Golf Lodge, located at 4530 S. Carson St., will become Carson City’s first golf simulator and bar beginning in August, fulfilling owner Alec Emmons’ lifelong dream of being a business owner.

Emmons has been a golfer for 10 years, but really improved his game when he discovered golf simulators about three years ago.

When he moved to the area about a year ago and sought out a golf simulator nearby, he realized this would make the perfect business to open.

“The Golf Lodge is a four trackman simulator indoor golf venue,” Emmons said. “We’re also going to have a country club style bar with nine seats, along with TVs to watch sports, a few gaming machines and an outdoor patio.”

Emmons said he wants the Golf Lodge to be community driven, and will host mens, ladies and co-ed leagues throughout the week.

“People can also drop in, grab a tee time and a drink, and relax,” Emmons said.

While the bar will be a draw, the Golf Lodge is also family-friendly.

“Families are always invited; it’s a great place to let the kids play and have a little break," he said.

Simulators can help to improve a player’s golf game through a number of trackers, and can provide real-time statistics.

They also have the same courses the pros play on during the PGA tours, and Emmons plans to set up a course schedule so players can try out the courses the pros are using simultaneously.

One thing that will set the business apart, Emmons said, is accessibility.

The hours the bar will be open will typically be 3 p.m. to 10 p.m., but that doesn’t mean golfers are limited to those times for their practice.

For players who join as founding members, they’ll be given 24/7 access with a key card, similar to Anytime Fitness.

“A lot of people want to play during the week but it’s difficult to fit into their schedules,” Emmons said. “Now, they can come before work, after work, or even late at night; whatever works best for their schedules!”

The simulators will be installed in mid August, and Emmons anticipates they’ll open shortly after with a grand opening.

“It really is a dream come true,” Emmons said. “We want to support and partner with other small businesses in the area; I come from a family of small business owners back in Indiana, and there’s nothing like supporting other small businesses in the community.”

Moving forward, Emmons plans to hire bartenders and is looking for advertisers who can stake their logos at each virtual hole in the simulations if they choose.

HCC’s June meeting topics are Parkinson’s support and public health topics such as HPAI

Healthy Communities Coalition of Lyon and Storey Counties’ June 13, 2024 public meeting includes presentations on both the Parkinson's Support Center of Northern Nevada, and Carson City Health and Human Services’ Epidemiology Division.

The Thursday breakfast meeting begins at 9 am at the Silver Springs Community Center and includes hot breakfast and coffee. The Community Center is located on the left side of the Senior Center building at 2945 Fort Churchill Street, Silver Springs, NV 89429.

Community partnerships are crucial in public health, promoting healthy communities, and intervening to reduce the burden and transmission of illness. Guest speakers from Carson City Health and Human Services’ Epidemiology Division will share details about their roles as the local health authority in Lyon County, how they assist with COVID-19 in Storey County, and the most up-to-date recommendations regarding communicable illness reporting. They will also discuss some pressing public health topics including Highly Pathogenic Avian Influenza (HPAI), measles, congenital syphilis, latent tuberculosis, and how these issues may impact people at the local level.

Dr. Mindy Lokshin will give an overview of Parkinson's Disease and the Parkinson's Support Center of Northern Nevada, where she is the Founding Chair. The Parkinson Support Center of Northern Nevada (PSCNN) is a 501.c.3 nonprofit organization dedicated to helping the over 5,000 patients and their families affected by Parkinson’s Disease in northern Nevada. PSCNN exists so “no one has to face Parkinson’s alone.” The organization provides support for those affected by Parkinson’s and information to raise public awareness of the disease. Goals include “connecting people to the information, support services, programs, and activities they need to enhance wellness and live an active, engaged life.”

The nonprofit Healthy Communities meets every other month at the Silver Springs Community Center at 9am. Topics for the August and October meetings include:

August 8: Mothers Against Drunk Driving and also Dementia Friendly (UNR)

October 10: Access to Healthcare Northern Nevada and also Empowered, a new program for pregnant women experiencing substance use disorder.

Healthy Communities is comprised of local, state, federal and tribal group partners; community volunteers; and a board of directors and staff all working together on a common mission to strengthen communities in the Lyon and Storey regions by increasing access to 1) health care and prevention of alcohol, tobacco and other drug use; 2) food security and nutrition and gardening education and 3) sustainable community-based opportunities that serve the common good and strengthen local assets and self-reliance. Carson City arrests: Man booked for alleged sexual assault of a juvenile, other crimes

A 30-year-old man was arrested Saturday for allegedly sexually assaulting his juvenile daughter, according to a Carson City Sheriff's Office booking report.

The suspect was taken into custody following an investigation into the felony crimes allegedly perpetrated on his 13-year-old daughter. He was booked for sexual assault with a minor under 14, offering a controlled substance to a minor and child abuse. Carson Now is not naming the suspect to protect the identity of the victim.

According to the booking report, deputies responded to the front counter of the sheriff's office for a sexual assault report. The victim came to the front counter with her mother to report the alleged incident

The victim explained that her father and his girlfriend were at a South Carson Street motel. During the evening the victim's father used methamphetamine in the motel room bathroom. He then offered his daughter methamphetamine, in which she refused, according to the report. Deputies investigating learned the man's girlfriend then told the suspect not to give his daughter methamphetamine.

The suspect later sexually assaulted his daughter, according to the report. After the assault, the victim told her father's girlfriend what happened. The girlfriend then told the mother of the victim, who brought the daughter to the front counter of the sheriff's office to report the sexual assault.

The girl completed a sexual assault examination at Carson Tahoe Specialty Health, the report states.

The suspect was found several hours later in a vehicle with his parents on Menlo Drive and Airport Road. He was taken into custody for suspicion of sexual assault with a minor under 14, offering a controlled substance to a minor and child abuse. Bail: $100,000.

In other arrests:
— A 20-year-old Carson City man as arrested Saturday for suspicion of misdemeanor domestic battery.

According to the booking report officers were called at 8:43 a.m. for a report of a domestic battery in the 3200 block of Imperial Way.

Officers met with the reporting party who was crying and visibly shaking. She stated she had been in an argument with her ex-boyfriend, who she still shared the apartment with. She stated she was in her room when the man came in and started yelling at her. She was able to record the incident on her cell phone. She said the man was yelling at her while she was recording and that he then grabbed her by the neck and started choking her, according to the report.

The woman told deputies she tried to pull the man's hands away from her neck and at some point got hit on the right side of her face with the man's hands. She was unable to say whether it was an open or closed hand that hit her, the report states.

Officers took pictures of the woman's injuries and provided her with a domestic violence resource card and explained the restraining order process to her. She declined medical attention at the time.

Deputies spoke with the suspect who admitted to choking the woman but stated it was self defense. He had cuts and scratches on both hands and claimed they were caused by the woman, and a scrape on his upper lip that he claimed was from the woman hitting him, according to the report.

The suspect was unable to explain how she attacked him to the point that he choked her. Based on the physical evidence and video, and the man admitting to choking the woman, he was arrested for domestic battery. Bail: $3,137.

— A 54-year-old woman, Bonnie Louise Martinez, was arrested early Monday for suspicion of possession of a controlled substance (methamphetamine), a felony offense, and misdemeanor possession of drug paraphernalia. Bail: $2,500. The man's husband, was arrested for suspicion of DUI drugs, driving with expired registration and no valid driver's license. Bail; $1,137.

— A 31-year-old man, Aaron Hill, was arrested Saturday for suspicion of possession of a controlled substance and disorderly conduct. Bail: $2,500.

— A 49-year-old man was arrested Sunday for suspicion of DUI, reckless exhibition of speed, no valid driver's license and open container.

According to the booking report, at around 1:33 p.m. a deputy observed a 4-door sedan traveling westbound on Arrowhead Drive stop at the sign at Emerson. He stopped for an unusual amount of time. Then, the vehicle suddenly revved its engine, where its back wheels began to spin. The vehicle then did a burnout for a few seconds before taking off, traveling westbound on Arrowhead. The officer activated their lights and caught up to the vehicle and made a traffic stop.

The officer could smell an overwhelming odor of alcoholic beverage coming from the vehicle. Given the reckless driving behavior and alcohol odor, the deputy asked the driver for his car keys. The man provided them. He was asked how much he had to drink. The officer noticed the man had red, watery eyes and slurred speech. He advised he had nothing. The officer informed him that he could smell it. The man changed his answer to just a Monster energy drink which he produced an open can of Monster energy drink with alcohol from the center console. The man shook it, where the officer observed there was liquid inside, the report states.

The man was asked if he would submit to field sobriety tests. The man advised he would and also advised he had a hip injury. He showed signs of impairment on the tests. He refused a preliminary breath test. Based on observations, officers believed the man to be under the influence. He also refused an evidentiary blood test. A warrant was later obtained for a blood draw. Bail: $1,137.

— A 46-year-old Carson City man, Nathan Kelley, was arrested Sunday for suspicion of felony possessing a gun by a prohibited person, drawing a deadly weapon in a threating manner and discharging a gun in/on public thoroughfare or public place.

The arrest stems from the man allegedly shooting a hole through the floor of his apartment that went through the ceiling, and later shooting at a south Carson Street gas station.

According to the booking report, deputies were dispatched 3:34 a.m. to the area of Carson and West Musser for a report of a male subject screaming and holding a rifle.

Deputies, who had also learned the suspect had shot at the gas station, arrived at the location and observed the suspect. Deputies gave commands for him to drop his weapon and lay flat on the ground. He was patted down for weapons and read his Miranda warning and handcuffed.

Deputies spoke with the man, and learned he drank six beers before the incidents. Officers also were told by the man that he suffered mental health issues, according to the report.

Officers reviewed traffic camera footage and observed the man holding the rifle with both hands aimed toward the ground. He was seen walking eastbound on Musser where he sits for a brief moment and proceeds north on Carson Street and then back to Musser.

A reporting party who had earlier witnessed the incident provided a statement. The gun was loaded with the red dot on and in the firing position with one round in the chamber.

Video footage was uploaded and submitted into evidence. The man agreed to submit to evidentiary testing of his blood. He was booked for suspicion of possession of a firearm by a prohibited person, drawing a deadly weapon in a threatening manner and discharging a gun in/on a public thoroughfare or in a public place.

Carson City Sheriff Ken Furlong said Monday that the investigation is ongoing and the MOST team is involved to determine what help the man may need. Bail: $20,000.

Carson City to conduct U.S. flag retirement ceremony Flag Day at fire station

The Carson City Community Emergency Response Team, in conjunction with the Carson City Fire Department (CCFD), will conduct a formal U.S. flag retirement ceremony on Flag Day, Friday, June 14, at 3:30 p.m. at CCFD Station 52, located at 2400 College Parkway.

At the formal U.S. flag retirement ceremony, dignitaries, veterans, and other guests, will witness the ceremonial burning of a U.S. flag in honor of our country and what our flag stands for.

Guests can park at the Carson City Airport located at 2600 College Parkway. A JAC shuttle will be available to transport guests to and from the ceremony. Limited handicapped parking is available next to Station 52.

The United States Flag Code establishes advisory rules for display and care of the flag of the United States. Included in these rules is guidance regarding the proper disposal of U.S. flags which are unfit for display. The preferred method for disposal (known as retirement) is burning.

100-Year Anniversary of Iconic Block ‘C’ on C-Hill in Carson City

Have you ever wondered how long the ‘C’ has been atop C-Hill in Carson City? Well, this year will mark the 100-year anniversary of the beloved landmark. First constructed in 1924, the symbol has stood as a testament to community spirit and school pride, has remained visible for miles around and has been cherished by generations of residents and alumni alike.

The ‘C,’ was initially assembled by a group of dedicated members of the Block “C” Society as a symbol of unity and school spirit. During the 1923-1924 school year, plans were made by the Society to construct a large ‘C’ on one of the hills not far from town (see excerpt from page 40 of the 1924 Carson High School Yearbook).

Over the years, the ‘C’ has seemingly undergone an annual transformation for several decades. The iconic, highly-visible landmark has unofficially been converted overnight to the two-digit number of each year’s graduating class, typically in the last week of May or the first week of June, depending on the date of graduation.

The practice is not a traditional school-supported or school-sanctioned event. And converting the edifice back to the distinguished hillside ‘C’ has typically fallen on the combined efforts of the school’s football team, local organizations, patriotic citizens and volunteers who understand the importance of the enduring emblem.

Indy Explains: Why NV Energy wants to triple Northern Nevada’s base rates

NV Energy is proposing to raise its flat rate for service across Northern Nevada while lowering how much customers pay for actual energy use — a move watchdog groups say penalizes customers with low incomes or those who curb their power usage through conservation or by adding rooftop solar installations.

Beginning in October, the state’s primary electric utility is looking to roughly triple its basic service charge for single-family residential customers to one of the highest rates in the nation, and double the charge for those living in multifamily housing units. NV Energy is also requesting a basic service charge increase for its Northern Nevada natural gas customers.

NV Energy is simultaneously proposing nearly halving the cost electric customers pay per kilowatt hour, guarding them against large seasonal fluctuations in summer and winter, according to the utility.

“A higher fixed charge creates more predictability in customer bills and … specifically decreases summer bills when usage and our customers’ bills is highest,” Janet Wells, vice president of regulatory, said in testimony to the Public Utilities Commission of Nevada.

The company describes the changes as necessary to cover investment costs in Northern Nevada, including expanding service to a growing population and improving technology to fight against cybersecurity threats, as well as addressing a shortfall caused by net metering — credits residential solar producers get for adding electricity to the grid. To do so, NV Energy says it must recover nearly $106 million annually from ratepayers — the bulk of that, $95 million, from its electricity users.

The utility is also seeking a higher return on investment for its shareholders.

Combined with lower natural gas prices, the billing shift could result in decreased energy bills for many customers, according to the utility.

But after crunching numbers provided by NV Energy, watchdog groups say low-income and low-usage customers such as those with rooftop solar systems will likely see their bills increase, while customers who use more energy are the ones who will see their bills decline.

“It’s a pretty significant restructuring of the bills,” said George Cavros, senior attorney at Western Resource Advocates. “It’s not smart rate design.”

Consumers can weigh in on the proposal at 1 p.m. and 6 p.m. June 4 at the PUCN’s office in Carson City. An additional, in-person only session will be held at 6 p.m. June 13 at the Washoe County Commission Chambers in Reno.

The highest basic service charge in the nation?

NV Energy serves nearly 323,000 residential customers throughout Northern Nevada.

Customers in single-family residences would see their basic service charge rise from $16.50 to $45.30 per month if NV Energy’s request is approved by state regulators. Customers in multifamily housing would see their basic rate increase from $8 to $18.80, and gas customers would see a base rate increase from $14 to $18.

The Public Utilities Commission of Nevada will decide on the matter in September. NV Energy has requested that new rates take effect on Oct. 1.

The basic service charge electric users pay typically covers costs incurred to serve individual customers such as service lines, meters and accounting and billing services, with the bulk of customers’ bills based on actual energy usage.

But utilities nationwide have recently been proposing a switch to larger fixed charges, lowering risks to the utility’s revenue stream from factors such as weather or economic downturns, according to Advanced Energy United (AEU), a nationwide industry association focused on clean energy.

AEU surveyed all other large investor-owned utilities nationwide, and many smaller companies. The survey showed that a basic service charge of $45.30 would not only push NV Energy’s fee to second-highest in Nevada for single family residences behind only a small rural co-op, it would also boost the utility’s basic service charge well above the national average of $11.66 charged by 170 other investor-owned utilities.

The highest fixed charge in the nation for investor-owned utilities is currently $37.41, in Mississippi, according to AEU.

“This would basically earn NV Energy the regrettable distinction of having the highest fixed charge in the nation,” said Emilie Olson, senior principal at AEU.

At the same time, the utility wants to up the rate of return on equity its shareholders receive from 9.5 percent to 10.4 percent. Like other investor-owned utilities, NV Energy sets its rate of return — a regulator-approved profit margin the utility is allowed to make on the sale and service of electricity to incentivize capital development and pay shareholders.

That rate of return offers “a reasonable balance between the needs of shareholders and customers,” Mike Behrens, NV Energy’s vice president and chief financial officer, told state regulators, and is less than the up to 11 percent recommended by consultants — paid for by the utility — who testified before the regulators.

The utility is also requesting an increase in its rate of return from 7.14 percent to 7.95 percent for its cost of capital.

‘A blow to the solar industry’

There are more than 67,000 solar installations in Nevada, most of them residential, and according to NV Energy, those residential customers are paying less than their fair share of fixed costs.

The proposed basic service charge change would be “the first step to mitigating the shortfall that results from [net metering] customers paying less than the appropriate share of fixed costs,” Wells said in her testimony.

Net metering allows customers with rooftop solar systems to earn credits from the excess energy they generate. Throughout 2015, NV Energy pushed to stop an increase in the state’s net metering cap; legislation approved that year by then-Gov. Brian Sandoval grandfathered in existing solar customers who continued to receive full compensation for the power they fed the grid while decreasing compensation for new solar customers incrementally as rooftop solar grew, bottoming out at 75 percent — enough for solar installations to continue making economic sense for homeowners.

Net metering customers avoid paying usage-based charges, which allows them to “disproportionately benefit” when fixed costs are recovered via the volumetric rate, or cost per kilowatt hours used, that customers pay, Wells said.

In 2023, the PUCN directed NV Energy to explore solutions to address that inequity, NV Energy spokeswoman Katie Nannini said in an email.

This rate case and its basic service charge increase aims to “address the subsidy paid by customers who do not have net metering,” she wrote. “This proposal is about equity to all customers.”

Non-solar customers pay full infrastructure costs, while solar customers do not, she wrote. In Northern Nevada, solar customers are underpaying their share of cost by about $90 per month, according to Nannini.

But reducing the volumetric rate while increasing the basic service charge sends the wrong signal to customers, Cavros said. Reducing the volumetric rate lowers the value of conserving energy, rewarding energy waste rather than conservation.

It also penalizes those who have made investments in home efficiency or solar, he said, resulting in customers having less control over their bills as less of their monthly payment is related to actual energy use.

Instead of raising the basic service charge, Olson said the utility should focus on thoughtful rate design. This could look like offering time-of-use rates that better reflect actual costs to the grid, such as lower rates during the cheapest and cleanest generating hours and higher rates during peak usage times.

“We should be thinking about incentivizing people, not necessarily punishing them,” she said. “We’re not rewarding people for taking certain actions and making certain investments that have a net benefit to the grid … If the fixed charge goes through, it will be a blow to the solar industry.”

Will customers save on their bills?

NV Energy’s request is a substantial step up from previous rate increases the utility sought for both Northern and Southern Nevada customers.

Nevada law requires energy utilities to file a general rate case at least once every three years, although the utility can file more often as long as previous active rate cases have been closed.

In January, with state regulators’ approval, the utility increased its Southern Nevada basic service charge from $12.50 to $18.50, the full amount requested by the utility.

In NV Energy’s last Northern Nevada rate case in 2022, it increased the basic service charge from $15.25 to $16.50.

If state regulators approve NV Energy’s request, Northern Nevada customers will pay more to cover fixed costs related to distribution, such as electric line extensions, poles and transformers — infrastructure that doesn’t directly serve customers. The money to fund those kinds of infrastructure projects currently comes from the volumetric charge.

According to the utility, customers will see the rate they pay per kilowatt hour used drop from $0.05745 to $0.03292, and in a press release earlier this year, NV Energy announced that customers’ bills will decrease about 10 percent by the end of this year.

But that decrease is not because of any action taken by the utility — it’s because fuel costs are going down, said Christi Cabrera-Georgeson, deputy director of the Nevada Conservation League, who added that natural gas prices are volatile and could increase at any time.

In a March statement, the U.S. Energy Information Administration said it expects natural gas prices will stay lower than in previous years through 2024 because of higher-than-normal inventory. Natural gas prices fell nearly 36 percent between March 2023 and March 2024.

“Temporary lower gas prices do not excuse NVE for raising rates and fees in other areas,” Cabrera-Georgeson said.

Sheila Hallstrom, principal at AEU, believes NV Energy has proposed the rate increase to coincide with the decrease in natural gas prices so that, if approved, customers experience less sticker shock.

“They are saying bills might go down, but once you add the fixed rate, they won’t really go down,” she said. “There’s minimal ways to reduce the bill once you have this fixed rate attached.”

NV Energy estimates average customer use to be 765 kWh per month, when averaged out over a year. According to the utility, a customer using that average amount of power per month would see a cost savings of less than a dollar, a roughly 1 percent decrease.

But the utility’s rate is flawed, according to Emily Walsh, clean energy policy analyst with Western Resource Advocates. NV Energy’s estimated cost does not include its deferred energy accounting adjustment and public policy rates such as universal energy charges and expanded solar access program, she said. When those charges are factored into customers’ bills, the only residents who will see cost savings are those who use 1,150 kWh or more per month, she said.

According to Walsh, a customer using 765 kWh would see a roughly $10 monthly increase when those additional costs are added in.

When pressed for thoughts on heaven & hell, Baobab tendered, “Heaven is found in an absence of violence on Earth, whereas hell is found in every occurrence of violence.”

When solicited for thoughts on politics, Baobab volunteered, “We don’t talk a lot about politics, but if all politicians
were as charitable as my political friends, well, we would have no need for Food Stamps.”

When importuned for thoughts on proxy warfare, Baobab exclaimed, “All warfare is antiquated. War only engenders regret on both sides. Even the undertaker is left bereft. And so we need engagement in empathy.”

When prompted for thoughts on law, Baobab confessed, “We don’t know much about law as yet, but we’re confident that complete presidential immunity will be assured, when the president knows right from wrong.”

When requested for thoughts on abortion, Baobab opined, “Men are always weighing in on this issue, whereas they are the very ones who caused the problem. Men should not be deciding this critical issue.

Women should not be deciding this critical issue. To my mind, this difficult decision should be determined by one woman.”

When implored for thoughts on climate, Baobab counselled, “The cavalier attitude, ‘Climate is not my problem,’ turns out to be complicity toward increasing devastation. An improved attitude and resulting engagement will help us repair our sick atmosphere.”

When intreated for thoughts on violence, Baobab intimated, “Violence never solves problems, only intensifies them.
Discourse will henceforth become the all-powerful problem solver.”

When beseeched for thoughts on the internet, Baobab implied, “Eye to eye, person to person contact will cool social discourse, and will be the saving of a world worth saving.”

When begged for thoughts on the media, Baobab smiled, “Disney owns ABC News, Warner Bros. owns CNN News,
and Paramount owns CBS News. When our news networks are owned by entertainment companies, what do we get?

Drumroll please.”

Interestingly, before I could wind-up the interview, and file it with various news outlets there was a knock at the door.

Several reporters were lined-up outside wanting an interview with our friend Baobab. One wag indicated to me that The Church of Divined Connections was going viral and quite possibly could put a lid on violence as a problem solver for today and ever after.

It seems where most religions are built upon the past, the Church of Divined Connections is building upon the future, and that is appealing to a new generation of thinkers.

Finally, not unlike a UNR basketball bobblehead, I concurred, and went merrily on my way, all the while wishing every success to Baobab and this new forward-looking religion.

Lyon County Sheriff: Three jailed in burglary investigation, $100K in property stolen

Three people have been booked into Lyon County Jail for their alleged involvement in the April burglary of a residence and outbuildings in Yerington, according to Sheriff Brad Pope.

Crystal Jackson, Traivs Paulos-Ivanich and Richard Adams were booked as the three primary suspects in the burglary where investigators determined that more than $100,000 in property was stolen or destroyed.

According to a news release from Sheriff Pope, on April 15, 2024, a Lyon County Sheriff’s Office deputy assigned to Mason Valley, responded to a report of a major residential burglary of a residence and outbuildings located in Yerington.

The victim, who had plans of retiring to the residence in question in Yerington, was, over the course of several months, unknowingly victimized of nearly all of their personal belongings that the family had been storing on their property prior to their planned move to the area, according to the news release.

During April and May 2024, an in-depth investigation was completed, and three search warrants were sought, granted and executed, resulting in more than $45,000 in stolen property recovered, the release states.

During the investigation three primary suspects were taken into custody and booked into the Lyon County Jail on criminal charges of: Grand larceny, residential burglary, possession of stolen property, destruction of property and house breaking.

— Richard Adams was booked into Lyon County Jail May 1, 2024 on the following charges: grand larceny, possession of stolen property, residential burglary, destruction of property, house breaking.
Total bail amont: $87,620.

— Crystal Jackson was booked into Lyon County Jail on May 24, 2024 with drug possession charges from Yerington Police Department and was additionally booked on the following charges: Destruction of property, residential burglary, house breaking. Total amount bail: $37,670.

— Traivs Paulos-Ivanich was booked into the Lyon County Jail May 31, 2024 on the following charges: possession of stolen property and grand larceny. Total bail amount: $35,000.

Voting opens to select design of new Douglas County Justice Center

More than $50 million has been approved to build a new Justice Center in Douglas County. In 1980, with a population of 19,400, the County relocated several County Departments to a newly constructed two-story Justice & Law Enforcement Center located at 1038 Buckeye Road in Minden.

Now, 40 years later and with a population of almost 50,000, the services provided in the building exceed the design capacity of the space, and a new building has been approved, also to be located on Buckeye Road.

The new center is not without controversy due to the rising costs to build it. County officials say the new JLEC won't be paid for with any new taxes, but will be paid for with bonds. There are two pieces to the proposed Justice Center Financing – General Obligation (Revenue Backed) Bonds up to $37M, and Medium Term Obligation Bonds up to $14M, for a maximum total debt issuance of up to $51M. The bonds are expected to be repaid from existing funds of Douglas County, including the Ad Valorem Capital Projects Fund previously used to repay the Community and Senior Center bonds which were recently paid off.

"This state-of-the-art facility will cater to the future needs of the Douglas County Courts and the District Attorney, symbolizing justice for generations," states the project website.

Now, the County has opened voting to get the public's opinion on three different designs of the JLEC to present to the Board of Commissioners. Voting is open from June 1-21, 2024.

County Manager Jenifer Davidson said, “The current Judicial Law Enforcement Building (JLEC), built in 1980, has served us for 44 years. The new center will be built not just for today's community, but for future generations. We invite the public to review each design and help us create an exterior that reflects the unique culture and heritage of Douglas County. Your input is vital and will be considered by the Board of County Commissioners.”

The county has partnered with TSK Architects to create the three design options, each honoring the judicial system's grandeur and history while promoting safety, fairness, and equity. TSK Architects, known for their award-winning Justice Center and Courthouse projects in Nevada and California, have also designed the 2015 Lander County Courthouse and the Douglas County Community and Senior Center in 2018.

Design Options for Public Voting:

The community is invited to vote for one of three exterior design options for the new Justice Center. Each design embodies a different architectural design approach:

Design #1

Locally Referenced exterior Design: This design draws inspiration from the Western Classical Revival style of the historic Frederick J. DeLongchamps' 1915 Douglas County Courthouse. It aims to emulate the visual language and character that DeLongchamps' buildings brought to the town of Minden, extending this historical language into the future. Along with the Historic Courthouse design, local inspirations for the design materials included references from the Minden Inn, Bently Farmers Bank Building, and the Minden Mercantile.

Design #2

Neo-Classical exterior Design: This design references the American historical view of courthouses, employing classical design principles to evoke the idea of courthouses as temples of justice. Local inspirations for the design included refences to the Nevada Court of Appeals. Design elements include glass fiber reinforced gypsum columns and a foam cornice.

Design #3

Modern Interpretation Exterior Design: This design offers a modern adaptation of historical courthouse architecture, retaining the general visual image of classical architecture while embracing modernism’s sleek, clean lines and eliminating purely decorative ornamentation. Local inspirations for this design included references to the Nevada Supreme Court. Design elements include a pointed entry, and plaster fascia.

Also, each of the exterior design options feature visual references to the iconic historic courthouse steps; physically separated from the building but functionally incorporated into the design as a public seating area.

The construction of the new Justice Center is expected to begin in Spring 2025, with an estimated completion date of summer 2026.

Carson City Supervisors to discuss potential mercury contamination, union negotiation issues, and more

The next Carson City Board of Supervisors meeting takes place Thursday, June 6 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center, located at 851 E. William Street.

— The EPA and Nevada Division of Environmental Protection (NDEP) will provide an update on the Carson River Superfund site.

The superfund site is the only National Priorities List site in Nevada due to the mercury that was utilized in historic gold and silver mining processes.

The site consists of two major investigation areas; the first is the source areas including the former mills and tailings, while the second is the associated tributaries including the river, streams, canals, floodplains and lakes.

The site generally extends along the Carson River from the Mexican Dam to the Carson Sink and Stillwater Wildlife Refuge and encompasses five counties including Carson City.

Current work on the second site includes investigation of potential contamination in soil at residences in the Empire Ranch subdivision and the selection of an interim remedy.

— Water testing will be discussed with a proposed contract amendment with Eurofins Eaton Analytical, LLC. to increase the compensation amount by a total of $160,000 beyond the original contract amount of $96,614.

An annual contract amount was initiated through Dec. 31, 2025 for municipal water testing; however, due to increased testing requirements established recently by the EPA commonly referred to as the PFAS rule, the city will need to increase its testing.

— Following an impasse with the Carson City Sheriff’s Supervisory Association acting on behalf of employees with the rank of Lieutenant or Captain, the city will need to retain representation for further union negotiations.

Supervisors will discuss hiring Fisher & Phillips LLP to represent the city for an amount not to exceed $150,000 in further negotiations. During previous negotiations, the city and the union were able to reach tentative agreements on many terms, but have been unable to reach a tentative agreement on terms concerning pay and the agreement’s duration.

The union declared negotiations at an impasse, which requires the parties to enter dispute resolution processes on an accelerated timeline, according to the agenda.

— Supervisors will discuss the proposed Carson River Trails System Phase III Prison Hill West Project contract with Facilities Management Inc.

If approved, the project will encompass trail and trailhead improvements and construction for a total amount not to exceed $1.6 million funded by a Southern Nevada Public Lands Management Act grant.

This project consists of all labor, materials, tools and equipment necessary for the construction of approximately 2.5 miles of trail including ditches, drainage pipes, rip/rap, erosion control, signs, re-vegetation and related improvements.

The project also includes improvements to an existing trailhead, improvements to the road that accesses the trailhead and modifications to a pedestrian crossing at Edmonds Drive including a crosswalk and rectangular rapid flashing beacons (pedestrian crossing signs and flashing lights).

— An update will be provided on the Carson City Housing Plan.

Staff will present an update on the Housing Plan and request further direction from the Board, if any. The Housing Plan consists of three phases: (1) Survive, (2) Stabilize, and (3) Thrive.

The ultimate purpose is to move unsheltered individuals through each phase of the plan with the ultimate goal of independent and permanent housing.

— A contract with George T. Hall Co. Inc will be discussed to provide integration services for the Quill Water Treatment Rehabilitation Project for a total not to exceed $611,600.

According to the agenda, The Quill Water Treatment Plant Rehabilitation Project will provide a new packaged surface water treatment system to treat six million gallons of surface water per day. The integration services provided through this contract will allow the various hardware, software and automated components of the new system to communicate effectively with each other to ensure a smooth, reliable and cost-effective water treatment process.

— Two representatives will be selected for the Carson City Culture and Tourism Authority, one to represent the hotel-motel industry and one for the citizen-at-large position, both for a two year term. New applications were received from B. Alexandra Walden and Andrew Reno, and Michael Jones has applied for reappointment for the hotel-motel industry.

— Supervisors will discuss a proposed contract with Noverant, Inc. for $143,933.80 for a one year term to provide and track employee virtual training. The system will enable Public Works to track all training including safety and job-related certifications; provide a library of premed virtual training content; and create personalized training content. Funding for the purchase was approved as part of the 2024 final budget.

— Supervisors will discuss giving the Aquatic Facility Asphalt Parking Lot Replacement Project to A & K Earth Movers, Inc. for a total amount not to exceed $135,400. The engineer’s initial estimate was $190,000.

— Supervisors will discuss the First Judicial District Court’s proposed budgets for reimbursement from the State Child Support Enforcement Program in the amount of $35,588 for 2025 and $36,004 for 2026.

Previously, the board approved an interlocal contract between the Nevada Department of Health and Human Services, the First Judicial District Court, Storey County and Carson City to recruit and appoint court child support magistrates to hold child support hearings and oversee other matters, and to receive reimbursement from the state. Budget requests for each year are required in order to receive reimbursement.

Carson City School District

Carson High School proudly celebrated the graduation of 483 seniors during the 2024 Commencement Ceremonies held Saturday, June 1, 2024. The event, which took place at the Carson High Football Field, was a momentous occasion for the students, their families and the entire Carson High community.

Morning events began in the big gym with graduates gathering for a class photo. The soon-to-be Senator Alumni then moved out to the warm, sunny football field where the atmosphere was filled with joy, pride and anticipation. Dressed in their blue and white gowns, the graduating seniors lead a procession around the track before settling into their seats.

The ceremony was filled with joy, reflection and anticipation for the bright futures that lay before each graduate. The event showcased the remarkable accomplishments and determination of the Class of 2024, honoring their hard work, resilience and dedication throughout their high school years.

The graduates were hailed and recognized by name on stage by school administrators, school board trustees and Superintendent Andrew Feuling. The highlight of the ceremony was the sea of decorated graduation caps ceremonially being tossed into the air.

Annual Spirit of America Show, Call for Artists at the Nevada Artists Association

Get ready for the Annual NAA “Spirit of America” judged art show! The Nevada Artists Association Gallery will take entries on Saturday, June 15, 2024. Entries will be accepted from 9:00am-12:00pm only at the Gallery, 449 W. King Street, Carson City. There is a 3 entry limit per person. You do not have to follow the theme.

Anyone 13 years or older may enter.

Fees: Members-$10 for first entry, $5 for second, $5 for third; Non-Members- $20 for first entry, $10 for second, $10 for third

Please go to our website at: http://nevadaartists.org and click on the "Shows" tab to review Show Rules and Regulations and to see the categories and definitions for judging. Please print your Judged Show Entry Form from the "Shows" tab.

Submit photographs of your entries in .jpg format to: naacarsoncity@gmail.com by Friday, June 14. Give each image a filename that is the title of the entry and your name. (i.e. Bird Nest by Tom Thumb)

Cash awards will be given by category. The Artists Reception and Awards Presentation will be Sunday, June 23 from 2-4pm. Bring your family and friends. Light refreshments will be provided.

This show runs until July 26, 2024.
