Light refreshments will be available. </p> <p>The presentation is based on the evidence-based nicotine vaping prevention program called CATCH My Breath that HCC is now offering to schools. CATCH My Breath was developed at the UTHealth Houston School of Public Health. The program has a proven track record of reducing the likelihood of vaping by students in 5th - 12th grades.</p> <p>Why is information about vaping (E-cigarettes) needed? E-cigarettes are the most commonly used tobacco product among youth and are strongly associated with the use of other tobacco products. I can’t wait to see the print. My personal favorite event was, “Connections.” A hundred folks gathered together upstairs in the Brewery Arts Center to share personal connections that improved their lives.</p> <p>This is a unique, and much needed concept in our digitized-AI world. Just imagine a hundred strangers, without phones, focusing on relationship-building to strengthen community bonds. And it’s working! Not just that, but “Connections” combats social isolation, and overcomes social divisions. (Cymbal crash please.) </p> <p>This throwback model is the brainchild of Don Kuhl, who champions the fact that positive relationships are a foremost factor in living longer, healthier and happier lives. Yes, this at a time when so many social dynamics are pushing us toward isolation, loneliness and dissension.</p> <p>Don chose the most capable Debra Soul to spearhead this worthy endeavor, the same Debra Soule who gave us our Inaugural Mark Twain Days. Once again, Debra is pushing forward a noble idea and making a success of it.</p> <p>To give you a specific example of the workings of “Connections,” a gentleman stood and presented an ode to mothers that was ever so touching. In closing, he bent down on one knee to emphasize his respect. Well, this crusty old Marine doesn’t tear up easily, but I think I did.</p> <p>If “Connections” does not strengthen the fabric of a community, I don’t know what will. Olivia wanted Sam to be an American writer, more than the sagebrush humorist he was while living in Carson City and Virginia City.</p> <p>She achieved that lofty goal by encouraging Sam to employ his wit like a telescope, to amplify our attentions on serious subjects, like slavery. So thanks to Livy, we have the wonderful satire Sam left for us to treasure in his Adventures of Huckleberry Finn.</p> <p>Person to person and eye to eye contact is more important to our wellbeing than we have ever known before, and I for one, congratulate Don and Debra for highlighting this reality, and providing a platform to test it, and prove that it works.</p> <p>If we can discover a sense of belonging and relevance in our lives through “Connections,” well, who would ever need booze or drugs again.</p> <p>I congratulate Don and Debra for their selfless dedication to this nation healing construct. The driver, who is from out of the country, led officers on a slow-speed pursuit earlier Monday morning.<br /> ***<br /> A brief vehicle pursuit Monday morning where the driver of a white Kia failed to yield to Carson City Sheriff's Office deputies ended with a felony traffic stop near the intersection of William and Roop Street. The male driver was detained and is being questioned.</p> <p>The pursuit began at around 10:30 a.m. where a Carson City Sheriff's Office deputy attempted to a stop the vehicle for driving into other lanes of traffic. The vehicle did not stop for several minutes as it was being pursued by the deputy who had activated their light and siren. Other deputies followed in the slow speed pursuit where traffic was light. </p> <p>CCSO deputies were searching the vehicle and questioning the driver. No injuries were reported. The matter remains under investigation. "Our graduates have worked hard to reach this point and they and their families have made sacrifices in order to reach this milestone. I am so pleased to say 'CONGRATS' to each of them!"</p> <p>WNC’s Jump Start College is <a href="https://carsonnow.org/story/05/17/2024/wnc-celebrates-record-168-jump-start-graduates" title="https://carsonnow.org/story/05/17/2024/wnc-celebrates-record-168-jump-start-graduates">graduating a milestone of 168 students.</a> These graduates are earning their associate degrees before receiving their high school diplomas.</p> <p>“The WNC Jump Start Program continues to grow and I am so happy for the high school, charter school and homeschool students who will complete their associate degree even before receiving their high school diplomas!” President Dalpe said. “These students are ready for the next step whether that be transfer or entering the workforce. Congrats to them all!”</p> <p>Fifteen students earned Organization and Project Management bachelor’s degrees, including Rosy Sanchez who is opening a cookie business (Dirty Dough) in Carson City in late June.</p> <p>Sanchez started her college education in 2007, but family obligations slowed those plans. </p> <p>"I never wanted my children to feel the limitations I felt and experienced, especially being passed up on job opportunities because someone with a higher education was more valued," Sanchez said. </p> <p>Hence, Sanchez persevered to earn her degree and is planning to operate a Dirty Dough franchise with her husband, Marlon. </p> <p>"I hope that when people hear my story, they are inspired by the fact that if you set your mind to do something, no one can stop you. Motorists can expect delays through Monday morning.</p> <p>According to Carson City Sheriff Ken Furlong, the mobile home lost 4 of its 6 wheels while it was being pulled Sunday evening by a truck.</p> <p>The driver of the truck was cited for not having the proper license to haul the mobile home. There were no injuries.</p> <p>"It's a mess," said Furlong. "It's going to have an impact on Monday's traffic."</p> <p>With the absence of wheels, the mobile home is too large to move with a regular tow truck and therefore will have to be lifted and moved by other means, said Furlong, noting that it will be sometime Monday morning when the equipment to haul it arrives.</p> <p>Traffic is detoured around the accident, moving north-south on one lane along Fairview, said Furlong. More than 600 bikers from around the world participated in either the 69-mile long course or the 56-mile medium course races.</p> <p>The races showed off the natural beauty of the area with routes that summited Brunswick Canyon, descended Sunrise Pass, and toured James Lee Park and Clear Creak trails in Douglas County.</p> <p>The event was facilitated by a host of volunteers who supported aid stations along the courses as well as finish line food and drink stations at Fuji Park. The Carson Senators mountain bike team had a number of volunteers at the event and provided all of the racers with an enthusiastic cheering section throughout the day.</p> <p>All racers had a mass start at Fuji Park to kick off the day. Carson City was represented by a number of riders including three members of the Kit Carson Youth Cycling team; Josh Fox, Riley Kuhlman and Kaiden Kuhlman. She is good at it and grows a greater variety of perennials than I do. Recently, she pointed out a variegated plant called Glechoma hederacea, commonly called ground ivy or sometimes creeping Charlie.</p> <p>It is a member of the mint family. It is not the creeping Charlie often found as a houseplant. It is a hardy perennial that lives outside through the winter. She actually had two pots of this plant, one, as I said, was variegated white and green. The other was solid green.</p> <p>The green one was a cutting off the variegated plant and Diane had expected it to also be white and green. However, the variegated parent plant is now also sending off shoots of solid green. Diane wondered why and how this occurred.</p> <p>A variegated plant is originally a cultivated variety started from a green parent plant with selective breeding. It may be a chimera in which the genes within the plant vary. Cell division, frequency of cell division and organization of cells mutate and cause the variegation resulting in colorless rather than green cells.</p> <p>Diane’s plant may be reverting back to the original green. Why? One theory is that a variegated variety is not as vigorous as a green parent, because it has less chlorophyll. Chlorophyll is an essential component of photosynthesis, the process by which green (chlorophyll causes the green) plants manufacture the starches a plant needs for survival, a food of sorts, in the presence of carbon dioxide, water and sunlight. The plant may be struggling to get back to a stronger version of itself.</p> <p>Diane’s plants are growing in semi-shade. Shady or semi-shady locations put variegated plants at a disadvantage. First, the plants have less chlorophyll and that is compounded by low light levels. Less light also produces less “food” through photosynthesis. A plant may revert to try to compete more efficiently, increase its harvest of solar energy and produce stronger growth. Changes in variegation can also be stimulated by temperature changes. Sometimes a waterlogged plant may revert.</p> <p>Finally, variegation can be lost if the growth occurs in side shoots rather than in the tissues located in the tips of plants.</p> <p>A possible solution to keep the leaves variegated is simply to prune out the newly developing green shoots. Committee Chair &amp; Robert Bartshe, president of Sierra Nevada Realtors.</em></p> <p>Our state anthem boldly declares that ‘Home means Nevada.’ For many Nevadans, home also means economic prosperity and stability. For generations, home ownership has been a symbol of financial security and upward mobility. Home equity is the largest single financial asset for most American families, representing between 50% and 70% of net wealth. Buying a house is one of those marquee life moments that you never forget.</p> <p>In April, we recognized the 56th anniversary of the Fair Housing Act, passed as part of the 1968 Civil Rights Act. Signed by President Lyndon Johnson, the law made it illegal to discriminate in housing transactions on the basis of race, color, national origin, religion, sex, disability, and familial status. After signing the legislation, President Johnson remarked: “Now, with this bill, the voice of justice speaks again. It proclaims that fair housing for all – all human beings who live in this country – is now a part of the American way of life.” </p> <p>As Realtors, our commitment to making fair housing a lived reality for all is a year-round commitment, not a box to be checked or important only in the month of April. As Northern Nevada continues to become a more diverse community, we must recognize that disparities still exist in terms of access to homeownership. The Reno metropolitan area has grown 15% from 2010 to 2020, boasting a more diverse community than ever before. With more than 2,300 new job opportunities in the region, we are attracting significant in-migration as more people choose to call the Silver State home.</p> <p>Some progress has been made to bridge this gap with 2022 homeownership rates for racial minorities increasing among Asian and Hispanic Americans, but there is still more work to be done to achieve equal access for everyone. </p> <p>Nationally, over the last decade, U.S. homeownership has increased to 65%, rebounding from a low point in 2016 and navigating the challenges presented by the COVID-19 pandemic. However, there are still significant disparities in housing affordability for people across racial and ethnic groups; for example, Black homeownership rates are still just 44%. The discrepancies are multifaceted and have a deeply rooted history, emphasizing the importance of the Fair Housing Act, even half a century later. </p> <p>The housing market in Northern Nevada has faced its own set of difficulties because of the upward trend of people moving to the area to pursue jobs at major corporations. The rise in the population has put a strain on the housing market, making it even harder for people to find a home at an affordable cost. </p> <p>Mortgage and rent prices have shot through the roof, and many people in minority communities may not be able to afford it. According to a report from the National Association of Realtors, 41% of Black homeowners spend more than 30% of their income on housing, compared to 24% of white owners. Home equity is the biggest financial asset for an American family, it is vital that every community has equal access to achieve homeownership and the generational prosperity it unlocks.</p> <p>The Sierra Nevada Realtors have the opportunity to help families and individuals find the dream home that they are looking for. They can ensure that typically underserved communities are being heard and supported throughout the already stressful process of looking for a forever home. </p> <p>The I.D.E.A. Committee (Inclusion, Diversity, Equity &amp; Accessibility) is planning multiple events this year focusing on diversity and bias training. On June 20, members can obtain their At Home with Diversity certification that is designed to enable agents to work successfully with and within a rapidly changing multicultural market. Then on the next day, June 21, members can learn about avoiding fair housing pitfalls and provide equitable professional service to every client and customer. The I.D.E.A. Committee, in partnership with Sierra Nevada Realtors, aims to champion the mission of fair housing for all.</p> <p>Buying a home may be one of the biggest purchases a person makes in a lifetime, and is a process that everyone should have fair access to. Bringing the goals of the Fair Housing Act to fruition demands a collective effort from elected officials and community leaders. Closures are expected at the following locations due to road and utility work:</p> <p>2nd Street between Carson Street and Curry Street will be closed to westbound traffic from April 8, 2024 to June 30, 2025 for construction.</p> <p><strong>Lane restrictions are expected at the following locations due to road/utility work:</strong><br /> — Carson Street between Adams Street and Park Street will have reduced southbound lanes from Monday through Friday, from 8:00 am to 5:00 pm.</p> <p>— The bike lane on Carson Street, south of Stewart Street, will be closed from Monday to Thursday, 8:00 am to 2:00 pm. Car traffic will not be affected.</p> <p>— Stewart Street between Park Street and John Street will be closed to southbound traffic on Thursday, from 7:00 am to 5:00 pm. Follow detour.</p> <p>— William Street between Roop Street and Saliman Road will have shoulder work on the eastbound side of the street. The bike path will be closed and trucks will be entering and exiting the roadway from Monday to Friday, 7:00 am to 5:30 pm.</p> <p>Elsewhere, beginning Monday, May 20, single lane closures will take place on U.S. 395 south of Gardnerville in Douglas County as the Nevada Department of Transportation begins roadway repaving as part of a continuing highway improvement project.</p> <p>Beginning May 20 through August, single lane closures will take place on one-mile sections of U.S. 395 from the Nevada-California state line to Ray May Way between 6a.m.-8p.m. weekdays. Traffic flaggers and pilot cars will alternate directions of traffic through the work zone. Reduced work zone speed limits will be in place.</p> <p>Motorists should anticipate travel delays of up to 30 minutes, and are reminded to drive safely and follow all traffic signage. The road work schedule is subject to change based on weather and other factors.</p> <p>NDOT will reconstruct the aging roadway surface of U.S. 395 between the Nevada-California state line and Ray May Way. Two inches of aging roadway surface will be removed and repaved with nearly three inches of new asphalt.</p> <p>As part of the project, the existing northbound passing lane near Pine Valley Road will also be extended by approximately one and a half miles, providing additional designated passing opportunities.</p> <p>The existing 55mph speed limit on some sections of the roadway will also be updated to 65mph. With the vast majority of drivers traveling well over the currently-posted 55mph speed limit, the speed limit modifications are aimed at further harmonizing average travel speeds and reducing the potential of unsafe passing and other crashes related to incongruent travel speeds.</p> <p>Two speed feedback signs will also be installed to help motorists ensure that they are not exceeding a safe speed. Using radar, these signs display vehicle travel speeds back to the motorist, along with the posted speed limit.<br /> The project represents an approximate $21 million investment in preserving and enhancing U.S. 395 south of Gardnerville.</p> <p>Brief shoulder and single lane closures have periodically been in place since early March as crews made initial roadside improvements.</p> <p><strong>Commercial Vehicles Prohibited on State Route 431 May 21-23 as Truck Escape Ramp Undergoes Maintenance</strong></p> <p>Commercial vehicles with air brakes will be prohibited traveling westbound over State Route 431 (Mt. Rose Highway) as the truck escape ramp in Incline Village is temporarily closed for maintenance May 21-23.</p> <p>The truck escape ramp on westbound SR 431 near Second Creek Drive in Incline Village will be closed 24/7 May 21-23 for maintenance. Commercial vehicles with air brakes will be prohibited from traveling westbound over Mt. Rose Highway further than the Mt. Rose ski area. The commercial vehicle closure is a safety precaution to prevent trucks traveling down the mountain potentially encountering brake issues while the ramp is closed for maintenance. Trucks will be allowed traveling eastbound from Incline Village to Reno.</p> <p>The truck ramp uses a series of six pre-tensioned drag nets to catch the front grill of runaway vehicles and help safely absorb the impact to slow, then ultimately stop, the vehicle. The asphalt surface of the truck ramp is heated to ensure that snow or ice does not hamper use of the nets during winter months.</p> <p>The truck escape ramp is one of multiple escape ramps across Nevada. The ramps are located adjacent to steep downgrades for out-of-control vehicles to slow and stop away from other vehicles more safely.
