Carson City Sheriff's arrest log: Deputies make multiple felony drug busts

A 34 year-old Reno woman was among four people arrested Friday by Carson City Sheriff's deputies on felony drug offenses.

Megan Danielle Agosto was taken into custody at 8:33 a.m. Friday in the area of East Long Street and Rand Avenue on multiple felony drug charges, a Carson City Sheriff's deputy reported, including trafficking and three counts of drug possession.

According to the arrest report, a traffic stop was made on the white Jeep Agosto was driving after the vehicle failed to come to a complete stop at a stop sign.

The driver was identified as Agosto, who appeared nervous and talkative during the stop. She did not have proof of insurance on the vehicle, the registration for which came back as expired, the report said.

Agosto's story changed multiple times during the interview with the deputy, first stating she had come to Carson City to gamble and then claiming she hadn't gambled yet. She appeared very animated while explaining her story to law enforcement, the report said.

Agosto was run through Carson City Dispatch for wants and warrants, the records check for which multiple failure to appears in court and failure to pay fines.

She was then asked to step out of the vehicle and was handcuffed into custody. A weapons search incident to arrest recovered a small baggy containing crack cocaine, the report said.

A subsequent vehicle search recovered several hypodermic needles, including one loaded with methamphetamine, one glass pipe, one container featuring narcotic residue, a baggy of meth and a baggy of cocaine.

Agosto was transported to the Carson City Jail without incident for booking. Bail: $30,394.

A K-9 unit was called in to perform an exterior sniff of the vehicle, and the K-9 officer gave a positive alert signal.

A subsequent search of the vehicle recovered two methamphetamine pipes; more than one-eighth of an ounce of butane hash oil; and three plastic baggies, each containing trace amounts of a white crystalline substance identified as meth, the report said.

Both Tisinger and Dobson were placed in handcuffs and transported to the Carson City Jail for booking. Bail for Tisinger: $6,249; Bail for Dobson: $6,137.

Zackery Scott Raat was taken into custody after the green Subaru he was driving failed to come to a complete stop at a red traffic signal.

On approaching the stopped Subaru, a Sheriff's deputy noticed both the driver and a back seat passenger appearing to tuck items under the vehicle's seats, the arrest report said.

Both male subjects were identified. The deputy recognized Raat from previous law enforcement contacts and a history of illegal drug activity.

A second deputy arrived to assist and during conversation with Raat, his speech was observed to be slow and he appeared to be having difficulty focusing. His eyes also noted to be red and watery, and his pupils were observed to be very constricted, the report said.

The deputies told Raat that they believed he was engaging in illegal drug activity and asked to search his vehicle. Raat refused.

He denied having used any alcohol or narcotics. When asked to step out of the vehicle to perform standard field sobriety tests (SFSTs), Raat consented and complied, the report said.

Raat performed several tests unsatisfactory and showed signs of obvious impairment related to methamphetamine influence.

He was handcuffed and placed in custody at that point. A subsequent search of the vehicle recovered a tooter straw containing a burnt white, crystal-like substance consistent with meth, the report said.

Raat was transported to the Carson City Jail, where he was booked without incident. Bail: $4,886.

— A 43 year-old transient man was arrested Friday afternoon at 3:01 p.m. at Mills Park for misdemeanor drug paraphernalia possession and ex-felon failing to register, a Carson City Sheriff's deputy reported.

According to the arrest report, a park ranger and Sheriff's deputy performed a welfare check on a subject at Mills Park.

Upon making contact with the subject, law enforcement noted that he appeared very intoxicated.

A records check through Carson City Dispatch showed the subject as an ex-felon, which requires registration with local law enforcement. The last registration information on the subject was a residence in the 2400 block of N. Carson Street from 2006, the report said.

Dispatch called the property about the subject and was informed there were no records of him living at that location, the report said.

At that point, the subject was handcuffed and placed under arrest for failing to register.

Once arrived, the deputy smelled a heavy odor of alcohol coming from the female subject, who stated that she had parked her vehicle in the parking lot and when she returned, it was missing.

The woman then stated her husband might have taken the vehicle. Carson City Dispatch then placed a call to the spouse, who confirmed he had the vehicle due to the subject's intoxication, the report said.

Carson City Dispatch also confirmed an active arrest warrant on the subject for hit-and-run, property damage and careless driving.

She was then handcuffed and placed into custody. A preliminary breath test (PBT) was performed showing breath-alcohol content (BAC) of .300 percent.
