A 47-year-old man was arrested Monday for felony battery, domestic battery with substantial bodily harm and other alleged offenses after a Carson City Sheriff’s Office deputy found a woman brutally beaten Sunday near a storage facility where she and her boyfriend had been living.

Randy Eugene Foley was taken into custody Monday after being located at Mills Park. He faces charges of felony battery, domestic battery by strangulation, felony battery that constitutes domestic violence with substantial bodily harm and gross misdemeanor false imprisonment.

According to the booking report, at 10:10 p.m. Sunday deputies responded to the area of Sage Street for a dispute. When the deputy arrived they observed a woman with a dog near a storage unit facility. The woman was covered in blood from her face, shirt and hands. The deputy noted they were “shocked at the severity of injury” to the woman’s face.

The victim had a severely swollen face with black coloring around both eyes, fat bottom and top lip, and a laceration to the back of her head. She had blood in her hair and on the collar of her shirt from both front and back. Her hands were covered in blood as was her cell phone screen, the report states.

Deputies interviewed the woman who stated suspect Randy Foley had been beating her for the last three to four hours at the storage unit they had been living in. She stated Foley punched her multiple times in the head and said he then choked her with both hands and tried to hurt her neck. She said Foley ran into someone he knew from prison and stated he was going to get a gun to kill someone, according to the report.

She told investigating deputies that Foley began telling her he was going to kill her tonight. She stated Foley was telling her she was never going to leave the storage unit again. She stated Foley asked her if she knew what happened when someone dies and stated their bowels come out, according to the report. She stated she had been screaming for help but that Foley wouldn’t let her leave. She told deputies she was given $100 that day while sitting in front of a fast food restaurant and said Foley stole her backpack with all her money, according to the report.

The victim described Foley and what he was wearing, a black sweatshirt (white lettering “faith over fear”) black pants and carrying a black backpack. She stated Foley repeatedly said he was going to kill her. She told deputies he has friends at Carson City Inn, located in the 1900 block of North Carson Street. Patrol deputies later confirmed Foley was not at the motel via security camera footage.

Deputies observed blood on the pillow inside of the storage unit they had been living in. Deputies observed blood swipes on the north side wall and south side wall inside the storage unit, the report states.

Dispatch was later notified Monday at around 5 p.m. by an anonymous caller that Foley had been observed inside a gas station. A deputy located Foley walking through Mills Park. He was placed into handcuffs and arrested.

Deputies searched the man prior to his arrest and found no weapons or contraband. He was taken to jail without incident. Bail: $30,000.
