A 71-year-old man was arrested Saturday for two counts of alleged gross misdemeanor battery on a police officer and failure to yield to an emergency vehicle after leading deputies in a vehicle pursuit in which the man rammed two Carson City Sheriff’s Office vehicles.

CCSO deputies arrested Donald Edwards following the incident, which began at an East William Street parking lot and ended at the Carson City Library. Edwards was also booked on suspicion of DUI.

According to the booking report, deputies were dispatched at 1:06 p.m. to the 500 block of East William Street for a report of a man in a Jeep Patriot parked in a parking lot who had been staring intently at the female reporting party, making her feel uncomfortable enough to enter her vehicle on the passenger side. The woman also reported the man was drinking something from a coffee cup. The woman left before the deputy arrived.

Deputies located the suspect vehicle running in the parking lot. It was occupied by a male in the driver’s seat and a dog in the backseat. The deputy approached the vehicle and the dog began to bark. As the deputy moved closer to the driver’s door, he could smell a strong odor of alcohol coming from inside the vehicle, the report states.

The deputy asked Edwards for his driver’s license. Edwards asked why he was being stopped. The deputy could see that Edwards had red, watery eyes and was slurring his words. The deputy told him he would explain once Edwards gave him his driver’s license. Edwards refused and asked for the district attorney, the report states.

The deputy explained that was not how it worked. Edwards still refused to cooperate. The deputy could see a Jameson bottle on the center console and a clear glass on the dashboard containing an amber liquid.

The driver reached over and put the car into park. The deputy told him that if he backed up, he would hit the deputy’s patrol vehicle. The driver then started to back up, and the deputy approached the vehicle to stop him when the German Shepherd came out of the window and tried to bite the deputy, the report states.

The deputy backed up and the man continued reversing, hitting the front push bumper of the patrol vehicle. The vehicle then continued south through the parking lot to North Valley Street, where it turned left. The deputy activated the emergency lights and siren, and the vehicle continued south to Washington Street at a slow speed. A detective joined the pursuit and called for assistance over the radio.

The Jeep continued east on Washington Street and drove to 900 North Roop Street, the Carson City Library. The detective drove to the front of the library, cutting off and blocking the Jeep’s path. The Jeep then hit the right front of the detective’s patrol unit, which had its lights and siren activated. The Jeep then went into reverse, hitting the front of the patrol unit again. Both patrol vehicles were occupied when they were rammed, the report states.

The Jeep stopped and both officers exited their vehicles and approached it. The officers asked Edwards to get out and he refused. The deputy reached for the driver’s door handle, and the dog again stuck its head out of the window and tried to bite the deputy, the report states.

The deputy was able to open the door and grabbed Edwards by the arm. Edwards then put his head and left shoulder against the B-pillar of the Jeep, making it difficult to pull him out. Other deputies arrived and helped pull Edwards from the vehicle. One of the deputies was near the rear passenger door when the dog lunged and bit the deputy on the right upper arm. Edwards was arrested and placed in handcuffs.

The Carson City Fire Department responded and said Edwards had to go to the hospital because of a high heart rate. The deputy attempted to obtain a preliminary breath test, which Edwards refused. The officer read the Nevada implied consent warning. Edwards refused and would not perform any other tests. He was taken to the hospital for medical clearance.

At the hospital, the deputy applied for a seizure order for a blood draw. A Carson City judge granted the warrant. Edwards was then booked into jail for two counts of battery on an officer, driving under the influence and failure to yield to emergency vehicles. The Jeep was impounded and the dog was picked up by animal control. Bail: $7,500.

— A 50-year-old Carson City man, Jose Luis Dominguez-Aleman, was arrested Saturday for felony violation of conditions of probation or parole. According to the booking report, the man had an active Priority 5 warrant for his arrest. He was taken into custody in the 200 block of South Harbin Avenue. Bail: No bail hold in lieu of hearing.

— A 53-year-old Pleasanton, California, woman was arrested Friday at 10:45 p.m. on suspicion of DUI. According to the booking report, a deputy was dispatched to the 3300 block of South Carson Street for an attempt-to-locate call. Dispatch advised that a security guard had escorted a highly intoxicated woman out of a casino and was informed that the woman was inside a vehicle.

A deputy made contact with the woman, who was seated in the driver’s seat of the vehicle, which was turned on. The woman was intoxicated and could barely keep her balance. The deputy observed her leaning against the vehicle and struggling to maintain her balance.

The deputy asked if she had consumed any alcohol that day. She said she had. The deputy could smell alcohol coming from her person. She had slurred speech and watery, red eyes. The deputy asked if she would perform field sobriety tests. She agreed and showed clues of impairment on the tests. She provided a preliminary breath test of .199 and was arrested. She agreed to an evidentiary blood draw. Bail: $1,137.

— A 41-year-old Fallon woman was arrested Saturday for violation of conditions of supervised release and a misdemeanor warrant out of another agency. Bail: $4,000.

— A 51-year-old Carson City woman was arrested Sunday on suspicion of misdemeanor harassment and contempt of court. According to the booking report, deputies were called to a Menlo Court address regarding a domestic dispute.

The deputy responded at 11:35 a.m. and made contact with the reporting party, who stated that he and his wife had been involved in multiple verbal disputes over the past few weeks. He said she had threatened to stab him and told their daughter she was going to stab him in his sleep.

After completing the domestic dispute investigation and determining it had been verbal, a deputy asked the man if he wished to press charges for harassment. He stated he needed time to think about pressing charges before moving forward. The deputy advised him to call dispatch if the arguments escalated or if he decided he wanted to pursue charges.

While walking away from the apartment toward the patrol vehicle, the man and his daughter caught the deputy’s attention again and stated that after deputies left, the woman said things were going to get worse for him and his daughter because he had called the police. He stated that was the final straw and said he wanted to do what he could to get her out of the apartment because he feared something would happen to him or his daughter. The deputy had him complete a citizen’s arrest form.

The deputy returned to the apartment and asked the woman to come outside and speak with him. The deputy placed the woman in handcuffs and escorted her to a patrol vehicle. She was placed under arrest for harassment.

At 2:08 p.m., deputies were dispatched to the area of the Carson City Jail to locate the woman, who had just been released following the earlier arrest. She had been told upon her release that she could not contact her husband. She called and texted him multiple times from her cell phone, telling him to pick her up from the courthouse and threatening him if he did not do so.

Deputies searched the area and were unable to locate her. The deputy went to speak with the man at his home, and while the deputy was speaking with him, the woman walked in through the back door. She was placed in handcuffs and detained while the deputy investigated the situation.

The deputy contacted the sergeant at the jail and confirmed that the woman had been advised of her bail and release conditions. The deputy also read the release sheet she had in her pocket, which she had signed indicating she understood the conditions upon her release.

Deputies spoke with the woman and had the text messages sent to them. She was arrested for violation of bail conditions for contacting the man and was taken to the Carson City Jail. Bail: $3,000 cash.

— A 32-year-old Carson City man was arrested Sunday on suspicion of DUI. According to the booking report, at 5:08 p.m. dispatch advised there was a possible drunk driver traveling northbound on I-580 and exiting westbound on Highway 50. Dispatch advised that the reporting party provided the vehicle’s license plate number and saw the vehicle turn into the parking lot of a William Street casino and park.

Deputies arrived and observed the vehicle in question parked and unoccupied in a parking spot on the west side of the building. The deputy went into the casino and met with another deputy at the scene, who showed him a photo received from casino staff of the suspect in the possible DUI call.

The deputy was also advised that cameras showed the suspect exiting the vehicle, walking into the casino and taking a seat at a slot machine. Deputies made contact with the man and asked him for his license. The man handed the deputy his license and was asked how he got to the casino. He stated that his wife had dropped him off.

The deputy told him someone had reported him to the sheriff’s office and stated that he had cut the reporting party off and had been observed driving and swerving on the roadway. The deputy asked if he had been drinking that day, and the man stated that he had not. While talking with the man, the deputy could smell a strong odor of alcohol coming from his person. The deputy asked him to exit the casino so they could complete the investigation.

They exited the casino and crossed the street to where the patrol car was parked. While walking out of the casino, the man said he had to urinate. The deputy told him they had to complete the investigation and he would have to wait. The deputy asked the man about the suspected vehicle parked near the patrol car. The man again stated that his wife had dropped him off and that he had not been driving, the report states.

The deputy asked the man whose name would appear on the rental agreement for the parked rental car. The man replied that it would be in his and his wife’s names, the report states.

The deputy asked the man if he would submit to standardized field sobriety tests. The man showed signs of impairment on the tests. He refused to submit to a preliminary breath test.

Based on the investigation and circumstances, deputies believed the man was under the influence and arrested him on suspicion of DUI. The man initially agreed to an evidentiary blood test, then changed his mind and said he was not going to let anyone draw his blood. The deputy contacted the on-call district attorney and on-call judge, and the judge granted a warrant for a single-series blood draw. Bail: $1,137.

— A 22-year-old Carson City woman was arrested Sunday at 6:27 a.m. on a misdemeanor warrant alleging breaking, injuring or tampering with a vehicle causing less than $250 in damage. She was also arrested for open container.

A deputy was advised of the warrant during a traffic stop. While the deputy was speaking with the woman, the deputy observed multiple open alcohol bottles in the vehicle. She was arrested on the warrant and for having an open container in a vehicle. Bail: $2,500.

— A 33-year-old man was booked into the Carson City Jail early Monday on two contempt of court warrants issued out of Carson City Justice Court. Bail: $3,500.
