A 72-year-old man was arrested Saturday for suspicion of felony failure to register as a sex offender, misdemeanor DUI second offense and other alleged offenses, according to a Carson City Sheriff’s Office booking report.

Willoughby C. Tocker was taken into custody following an investigation. He was also booked for misdemeanor driving with a revoked license for DUI and hit and run.

According to the booking report, deputies were called to the 2200 block of East William Street for a hit and run crash. Dispatch advised from previous calls that a silver BMW rear-ended the reporting party and continued eastbound on William Street. Both vehicles eventually pulled into the 2200 block of East William Street.

Deputies arrived and located the suspect driver, Tocker, in the parking lot. A deputy made contact with the reporting party who advised they were enroute to the hospital to visit a relative when they were rear-ended twice.

The RP was crying and was short of breath. A deputy asked him if he needed medical attention. The RP said yes. A short time later the RP was checked out by medical staff and did not need transport, the report states.

The suspect driver was unsteady on his feet and had thick, slurred speech. Deputies asked him if he would submit to standardized field sobriety tests. The man said yes. He showed signs impairment on the tests. He provided a preliminary breath test of .135 and was arrested. He then became uncooperative and began cursing at the officer, telling him to get out of his face, the report states.

Tocker was taken to jail where an on-call district attorney and judge were contacted for a seizure order for a single draw of the suspect’s blood. The warrant was granted and the blood was drawn and booked into evidence.

Dispatch conducted a record check on the man where it showed he had his license revoked for a previous DUI and that he was a non-compliant sex offender. Bail: $5,000.

In other arrests:

— A 33-year-old Carson City woman was arrested at 3:07 a.m. Monday for misdemeanor suspicion of DUI second offense and driving with a revoked license.

According to the booking report, a deputy was driving behind a vehicle going west on West Nye Lane when the vehicle stopped at the intersection of W. Nye Lane and Mountain Street. There is no stop sign at this intersection. The deputy followed behind the vehicle as it traveled 10-12 mph in a 25 mph speed zone. The deputy activated their flashing red and blue overhead lights. The vehicle stopped in the 800 block of Nye Lane.

A deputy made contact with the driver and sole occupant. The deputy asked why she stopped at Mountain Street. She said that she was waiting for the other car. There wasn’t any other car at the intersection. The deputy asked where she was going. She said she was going to get food. When the deputy asked her what she was getting to eat, she didn’t answer and looked straight ahead, the report states.

The deputy asked for her driver’s licenses and registration. The officer observed the woman’s eyes were red and watery. The deputy asked her again where she was going. This time she said home. She had very slow, slurred speech when she did answer the questions. The deputy asked if she had anything to drink and she said yes, too much, the report states.

Dispatch advised the woman had a revoked license for a DUI in 2022. She was out of the revocation period but still driving while revoked, the report states. The deputy asked if she would submit to standardized field sobriety tests. The woman said yes. She showed signs of impairment on the tests and provided a preliminary breath test of .227. She was arrested. At jail she agreed to evidentiary breath tests with results of .237 and .229. Bail: $2,500.

— A 28-year-old South Lake Tahoe man was arrested Sunday for suspicion of gross misdemeanor child endangerment and DUI.

According to the booking report, a deputy was driving southbound through a parking lot in the 900 block of North Carson Street. As the officer exited onto East Ann Street, they observed a vehicle parked outside the lines of a parking stall and partially in the red zone. The deputy observed a young child in the front passenger seat.

The deputy initially thought the child was in the vehicle alone. As the deputy pulled their patrol vehicle closer, they observed the front driver’s door partially open and a male passed out in the front driver’s seat. The deputy asked the child if he was OK and the child, age 6, said they were.

The officer asked how long his dad was sleeping. The child said about two hours. The officer nudged the man’s shoulder in an attempt to wake him. After nudging his shoulder, he eventually woke up. He said he was fine and just napping. The deputy noted they were talking to the child for approximately 1 to 2 minutes while the man was still passed out inside the vehicle.

The deputy observed a wine bottle in the box seat of the vehicle. The deputy was unable to tell if the bottle was open or closed. There was a fast food restaurant cup with a light brown liquid resembling beer in the front cup holder, the report states.

As the deputy spoke to the man there were objective signs of alcohol intoxication, the report states. His speech was slurred and his eyes were red and watery. He had a strong odor of alcoholic beverage.

The deputy asked the man to step out of the vehicle and sit on the curb. The man was initially relatively compliant but then stood up off the curb and stood a few inches away from the deputy. The officer asked him to sit back down multiple times. The deputy advised him if he did not sit back down on the curb he would be placed into handcuffs. He did not comply. Verbal commands were ineffective and did not gain his compliance. In an effort to de-escalate the situation and prevent potential use of force, the man was detained in handcuffs, the report states. He was advised that he was detained while the deputy conducted their investigation.

The man advised he had visited the Children’s Museum across the street with his son. Prior to going into the museum he advised he took shots. The deputy notes he initially said one shot of alcohol and later changed it to plural, shots, the report states.

He advised after they were done at the museum he returned to his vehicle with his son to take a nap. He said when he woke up, he was going to drive to Walmart to shop for toys. He also stated he was tired from working overnight, the report states.

The man advised he had not done anything wrong. He consented to a preliminary breath test with a result of .136. As the encounter progressed, the man became increasingly angry. The reasons for his anger ranged from not being able to call his dad and not being read his Miranda rights immediately. The officer advised multiple times he could call his dad, the report states.

The deputy further noted there was vomit on the driver’s door frame of the suspect vehicle and the ground below the opening of the driver’s door. The keys for the vehicle were in the ignition of vehicle during the entire contact, the report states.

The mother of the child was contacted who responded to the scene and took custody of the child. The man refused to participate in field sobriety tests and refused to answer any additional questions related to the DUI investigation. He eventually provided consent to remove the keys from the vehicle and secure the vehicle.

He refused to consent to a search of the vehicle. He was advised he was under arrest. He was read the request for voluntary evidence. He refused to voluntarily provide a sample. The on-call district attorney and a judge were contacted for a request for a blood draw. The warrant was granted by the judge.

The man began to scream and yell in the back of the patrol vehicle, saying he had to go the bathroom. The deputy advised he would take him inside to use the bathroom after the paperwork was completed. He then slipped his handcuffs to the front and unbuckled his belt and unzipped his pants. When the officer opened the rear door he had a vape in his hand and shoved both hands toward the deputy’s face and advised he had not been searched.

As he extended both hands to the deputy’s face, the officer pulled his arms toward him and pulled him out of the vehicle where jail staff assisted with refitting his handcuffs and putting his hands behind his back. At jail, two vials of blood were collected and booked into evidence. Bail: $2,137.

— A 33-year-old man was arrested Friday for a misdemeanor warrant alleging animal neglect. The warrant was issued out of Dayton Township. Bail: $2,480 cash.

— A 25-year-old Carson City man was arrested Friday for a failure to appear warrant issued Jan. 31, 2025 out of Carson City Justice Court. Bail: $3,000 cash.

— A 28-year-old woman was arrested Saturday for suspicion of gross misdemeanor child endangerment and other alleged offenses, according to a Carson City Sheriff’s Office booking report.

According to the report, the woman was also booked for suspicion of misdemeanor obstructing, battery and threats. Deputies were called to a residence at around 4 p.m. in regard to a battery. Deputies learned a fight broke out involving the suspect, who was arguing with another woman at the residence where the victim, who was holding a baby, was hit and then threatened with a baseball bat.

The victim said they wanted to press charges for battery and threats and completed a citizens arrest form. A deputy attempted to get a verbal statement from the suspect but she became uncooperative, attempting to leave the residence, going outside to fight with the victim.

She was placed in handcuffs and taken to the hospital for medical clearance. She attempted to get out of the wheel chair and walk away from deputies. She continued being uncooperative with hospital staff, not allowing them to check her to gain medical clearance, the report states. She was taken to jail where she was booked for suspicion of battery, threats, obstructing and child endangerment. Bail: $2,137.

— A 24-year-old Carson City woman was arrested Sunday for a misdemeanor petit larceny warrant issued Dec. 2, 2024 out of Carson City Justice Court. Book and release.

— A 57-year-old Carson City man was arrested Sunday for a misdemeanor petit larceny warrant issued Feb. 21, 2025 out of Carson City Justice Court. Book and release.
