John Bullis column: Property manager held to be employee

In a Tax Court Memo Decision, the property manager of a 60 unit apartment complex was found to be an employee, not an independent contractor. The owner, Hampton Software Development LLC (Hampton) did not issue form 1099-MISC or any other 1099 form to the manager. Mr. Herndon, for the $2,000 per month he was paid.

CARSON CITY — The Nevada Department of Education on Wednesday announced the signing of an emergency regulation, providing guidance to schools on how to meet new background check requirements for volunteers until a permanent regulation is adopted later this year by the Legislative Commission. Gov. Brian Sandoval signed the emergency regulation.

“Shall Article 1 of the Nevada Constitution be amended to require the Legislature to provide by law for the establishment of an open, competitive retail electric energy market that prohibits the granting of monopolies and exclusive franchises for the generation of electricity?”

Who wouldn’t want an open, competitive retail electric energy market? Haven’t monopolies franchised by the government produced many problems? And isn’t market-type reform the answer?

Draft environmental report released for Lake Tahoe shoreline plan

STATELINE — The Tahoe Regional Planning Agency on Tuesday released a draft environmental impact statement for a proposed Shoreline Plan for Lake Tahoe. The draft report is available for two months of public review and comment that will conclude Monday, July 9.

Overdose reporting now in effect in Nevada

CARSON CITY — Emergency regulations aimed at curbing opioid abuse in Nevada took effect Friday when the Division of Public and Behavioral Health filed the regulations with the Secretary of State to comply with Assembly Bill 474, also known as the Controlled Substance Abuse Prevention Act.
