William Street. </p> <p>— The EPA and Nevada Division of Environmental Protection (NDEP) will provide an update on the Carson River Superfund site. </p> <p>The superfund site is the only National Priorities List site in Nevada due to the mercury that was utilized in historic gold and silver mining processes. </p> <p>The site consists of two major investigation areas; the first is the source areas including the former mills and tailings, while the second is the associated tributaries including the river, streams, canals, floodplains and lakes. </p> <p>The site generally extends along the Carson River from the Mexican Dam to the Carson Sink and Stillwater Wildlife Refuge and encompasses five counties including Carson City. </p> <p>Current work on the second site includes investigation of potential contamination in soil at residences in the Empire Ranch subdivision and the selection of an interim remedy.</p> <p>— Water testing will be discussed with a proposed contract amendment with Eurofins Eaton Analytical, LLC. to increase the compensation amount by a total of $160,000 beyond the original contract amount of $96,614. </p> <p>An annual contract amount was initiated through Dec. 31, 2025 for municipal water testing; however, due to increased testing requirements established recently by the EPA commonly referred to as the PFAS rule, the city will need to increase its testing. </p> <p>— Following an impasse with the Carson City Sheriff’s Supervisory Association acting on behalf of employees with the rank of Lieutenant or Captain, the city will need to retain representation for further union negotiations. </p> <p>Supervisors will discuss hiring Fisher &amp; Phillips LLP to represent the city for an amount not to exceed $150,000 in further negotiations. During previous negotiations, the city and the union were able to reach tentative agreements on many terms, but have been unable to reach a tentative agreement on terms concerning pay and the agreement’s duration. </p> <p>The union declared negotiations at an impasse, which requires the parties to enter dispute resolution processes on an accelerated timeline, according to the agenda. </p> <p>— Supervisors will discuss the proposed Carson River Trails System Phase III Prison Hill West Project contract with Facilities Management Inc. </p> <p>If approved, the project will encompass trail and trailhead improvements and construction for a total amount not to exceed $1.6 million funded by a Southern Nevada Public Lands Management Act grant. </p> <p>This project consists of all labor, materials, tools and equipment necessary for the construction of approximately 2.5 miles of trail including ditches, drainage pipes, rip/rap, erosion control, signs, re-vegetation and related improvements.</p> <p>The project also includes improvements to an existing trailhead, improvements to the road that accesses the trailhead and modifications to a pedestrian crossing at Edmonds Drive including a crosswalk and rectangular rapid flashing beacons (pedestrian crossing signs and flashing lights).</p> <p>— An update will be provided on the Carson City Housing Plan. </p> <p>Staff will present an update on the Housing Plan and request further direction from the Board, if any. The Housing Plan consists of three phases: (1) Survive, (2) Stabilize, and (3) Thrive. </p> <p>The ultimate purpose is to move unsheltered individuals through each phase of the plan with the ultimate goal of independent and permanent housing.</p> <p>— A contract with George T. Hall Co. Inc will be discussed to provide integration services for the Quill Water Treatment Rehabilitation Project for a total not to exceed $611,600. </p> <p>According to the agenda, The Quill Water Treatment Plant Rehabilitation Project will provide a new packaged surface water treatment system to treat six million gallons of surface water per day. The integration services provided through this contract will allow the various hardware, software and automated components of the new system to communicate effectively with each other to ensure a smooth, reliable and cost-effective water treatment process.</p> <p>— Two representatives will be selected for the Carson City Culture and Tourism Authority, one to represent the hotel-motel industry and one for the citizen-at-large position, both for a two year term. New applications were received from B. Alexandra Walden and Andrew Reno, and Michael Jones has applied for reappointment for the hotel-motel industry. </p> <p>— Supervisors will discuss a proposed contract with Noverant, Inc. for $143,933.80 for a one year term to provide and track employee virtual training. The system will enable Public Works to track all training including safety and job-related certifications; provide a library of premed virtual training content; and create personalized training content. Funding for the purchase was approved as part of the 2024 final budget. </p> <p>— Supervisors will discuss giving the Aquatic Facility Asphalt Parking Lot Replacement Project to A &amp; K Earth Movers, Inc. for a total amount not to exceed $135,400. The engineer’s initial estimate was $190,000. </p> <p>— Supervisors will discuss the First Judicial District Court’s proposed budgets for reimbursement from the State Child Support Enforcement Program in the amount of $35,588 for 2025 and $36,004 for 2026. </p> <p>Previously, the board approved an interlocal contract between the Nevada Department of Health and Human Services, the First Judicial District Court, Storey County and Carson City to recruit and appoint court child support magistrates to hold child support hearings and oversee other matters, and to receive reimbursement from the state. They will be leaving from their campsite at Round Hill at approximately 9 a.m. and will be escorted to Rufus Allen Blvd. where they will lunch along the road starting at about 11:30 a.m. Unfortunately, this year they cannot stop at the museum for lunch due to construction at the adjacent ambulance station. Over the course of approximately 5 weeks, Detectives followed up on numerous investigative leads, all the while hoping to find Ms. Filiatraut alive and well.</p> <p>On May 22, 2024, working on information gained during the investigation, Detectives from the Lyon County Sheriff's Office, along with Detectives from the Churchill County Sheriff's Office, and members of Churchill County Search and Rescue, began a search in a remote area of Churchill County. During this search, the remains of a deceased female were located. </p> <p>As the remains were located in Churchill County, the Churchill County Sheriff's Office began a death investigation.</p> <p>On May 23, 2024 the Washoe County Regional Medical Examiner's Office positively identified the remains as Ms. Filiatraut. Final autopsy findings are currently pending; however, law enforcement is investigating this case as a homicide.</p> <p>Both the Lyon County Sheriff's Office and Churchill County Sheriff's Office, with the assistance of the Washoe County Sheriff's Office, Forensic Investigation Section, are currently investigating this case. The Brewfest takes place Saturday, June 22nd in Downtown Carson City. </p> <p>More than two dozen brewers and several food trucks will line Curry Street at McFadden Plaza from 3:00 to 8:00 P.M. Sierra Roc will perform on the Plaza’s stage.</p> <p>Voted one of the top 5 best local bands in a Reno News and Review poll, Sierra Roc, a classic hard rock cover band, promises a high-energy performance of chart-topping songs from 80’s and 90’s.</p> <p> “We are really excited to bring our powerful vocal and guitar driven show to the Capital City Brewfest,” said band member Kevin Jones. “We think it will provide a concert like vibe to the event.”</p> <p>Attendees can expect to hear songs from bands such as Bon Jovi, Guns &amp; Roses, Journey, Aerosmith, Foreigner, Heart, Led Zeppelin, and Van Halen. </p> <p>Sierra Roc is known for its talented musicians, deep set list, energetic performances and always delivering a great show and party like atmosphere.</p> <p>The Capital City Brewfest is sponsored by the Rotary Club of Carson City. The annual event is the club’s major fundraiser. The mayor, two supervisors, Carson City Chamber officials, and many others came to tour the new store (once Grocery Outlet) located at 1831 N.
