Carson City planners today will consider a special use permit to install a series of solar panels at Eagle Valley Middle School.

The solar panel project is part of the Carson City School District's Green Energy Project, with a cost-savings to the district of about $200,000 in annual utility charges.
Since January, the School District has been involved in $1.2 million of green energy projects. There are a total of 12 projects related to energy efficiency, which include but are not limited to replacing old inefficient boilers, lighting retrofits and heat retrofits and replacements, according to planning documents.
The school district proposes to locate a 60,000 square foot ground mounted photovoltaic array system that is non-glare and is about eight-foot high, in the southeastern portion of the 30-year-old Eagle Middle School campus. The project site area is currently unimproved and is covered with sagebrush. According to documents, the plan will be revised to include a minimum 30 foot setback from the eastern property line.
Public notice was made to about 70 nearby property owners within 300 feet of the school. While city planning and even some nearby residents view the project as positive and within the boundaries of a special use permit, at least one resident has voiced opposition, arguing the project would compromise their visual corridor and diminish the value of their property.
In other matters, the planning commission will consider:
— A special use permit request from the Brewery Arts Center for site improvements and an outdoor plaza and events area at its Performance Hal and arts center facilities located at 449 West King Street.
According to planning documents, the permit is needed to establish a series of design goals to improve facilities and provide greater cultural programming at the Brewery Arts Center.
Design goals include:
— To provide an ADA and physical connection between the Brewery Arts Center and the Performance hall buildings
— Offer entertainment space to provide an opportunity for outdoor performances.
— Provide outdoor tend and vender space; a marquee and site signage to help visitors fine venues
— Offer a passive park component to the neighborhood
— Offer artist space for display of outdoor ceramics and sculpture
— Establish perimeter fencing and defined pedestrian entries to help identify the site and assist with venue security
Public comments made at a Brewery Arts Center workshop on Sept. 23, generated some discussion on sound abatement and parking.
According to planning documents, street closures for public events will not effect any changes to uses at the Brewery Arts Center and outdoor events are the only noise impact that affects the neighborhoods and those events are already permitted by Carson City special use permit.
Additional buffers will be provided as a result of future street closures. Traffic impact would occur at night only when the office school day parking uses do not conflict with the Brewery Arts Center uses.
Future plans may include redesigns on South Minnesota Street. These are not included, however, within the special use permit application at this time, according to the planning agenda.
