A 71-year-old Carson City man was booked into jail on Sept. 24 on a warrant stemming from two charges of assault with a deadly weapon. Francis John Belongia, was arrested in the 4000 block of Stampede Drive without incident. Bail was set at $20,000.
In other felony-related arrests:
— A Dayton woman faces a felony charge of fraudulent use of a credit card or debit card without consent. Cynthia Marie Shelley, 31, was arrested Sept. 26. in the 1900 block of North Carson Street. She was arrested following a felony warrant issued by the Carson City Justice Court. Bail was set at $7,500.
— A Carson City man faces a felony charge of giving an officer a false ID to avoid arrest in a Sept. 25 incident at the corner of Telegraph and Carson streets.
Keith Allan Price Jr. also faces misdemeanor charges of obstructing and has a contempt of court warrant.
According to the arrest report, deputies were conducting casino checks in the area and saw a 1997 Mercury Cougar parked on Telegraph Street. Price appeared to be sleeping or was unconscious in the back seat of the vehicle. The window was slightly opened and an officer asked if he was OK. The man said his name was "Kevin Fields," and provided a false last name. The officer, having seen two women with the man earlier, went into a local casino and asked them about the identity of the man. The women initially denied knowing the man and then one them referred to him as Keith. A wants and warrant search was made through dispatch and Price came up with a warrant for his arrest. Officers went back to the car and asked Price to exit. He did not. Officers entered the car, removed him, and he resisted arrest, not allowing officers to put on handcuffs.
Inside the patrol car, the man was angry and head-butted the interior cage, according to the arrest report. Price was later asked about the fake name he provided. He told authorities that name was the former chief of alternative sentencing. He is being held on $10,000 bond.

— A Carson City man was arrested and faces a charge of being a fugitive from justice in Inyo County, Calif. Randy Ray Stine, 32, had been in the Carson City Jail on other charges. A search through records found the outstanding warrant in Inyo County for allegedly possessing dangerous drugs. The bail amount was $15,000.

In misdemeanor-related arrests:

A Carson City woman faces charges of battery and domestic battery charges after she reportedly attacked her boyfriend for not getting shots for a pit bull puppy they have. The woman then allegedly attacked a mobile home park manager for coming to the aid of the boyfriend who was attacked.
Authorities responded to the 3400 block of South Carson Street Sept. 24 at 7 p.m. The boyfriend said the 42-year-old woman was upset with him about the dog shots which were needed in order for the puppy to be allowed on the mobile home park property. The boyfriend left the home and returned later, in which the woman went into a "rage" and attacked the boyfriend using her fingernails to claw at his ear, according to the arrest report. Officers confirmed a small amount of blood coming from the man's left ear.
The mobile home park manager saw the man bleeding and attempted to aid him. The woman then charged the park manager, shoving him to the ground twice, injuring his forearm and wrist. Witnesses interviewed in the mobile home park confirmed the incident with authorities.
The woman, when interviewed by officers, said she was upset because her boyfriend hadn't made an appointment to take the pit bull puppy in for shots. She said she pawned several items that day to gather enough money to pay for the shots. She was also upset with the park manager after he told her there was a rule about aggressive breeds of dogs in the park. She told authorities the park manager was always meddling in her business.
The woman denied having pushed the park manager, said she and witnesses made up the story and the only way to prove that she didn't assault the manager was for someone to provide a videotape of the incident. Officers determined that the woman was becoming belligerent and angry toward them and she was placed into handcuffs. She remained uncooperative with authorities, refusing to take PBT tests. She was taken to jail where she was physically resistant with jail staff. She was placed in a padded cell because of her violent outbursts and aggressive behavior, according to the arrest report. Bail was set at $3,000.

— An Arizona woman faces a misdemeanor battery charge following a Sept. 25 incident at a bar in the 100 block of East Rice Street in Carson City.
According to the arrest report, the 43-year-old woman attacked another woman at the bar following a conversation, choking her and hitting her in the left eye. Officers found the suspect on Rice Street exiting the bar. She had blood on her right hand and refused to cooperate with officers. She was handcuffed and put into a patrol car where she sat and then had managed to slip out of her handcuffs. She was removed from the patrol car and the cuffs were re-applied and taken to jail for booking. Bail was set at $1,000.

— A Carson City man faces a trespassing charge after being arrested Sept. 25 in the 1300 block of Stanton Drive. Officers responded to a call of a burglary in progress after a woman who had been sleeping in a back bedroom of the residence, found the man, 34, inside. Authorities arrived and found the intoxicated man sitting on the sidewalk near the apartment. The man wasn't known by the woman and was said to be seen around the area. Nothing was reported stolen. While being booked the man submitted to a preliminary breath test where he blew a .183.

— Those arrested are assumed innocent until proven guilty in a court of law.
