Medical marijuana zoning on tap for Carson City Supervisors

The second reading of a proposed zoning ordinance allowing for marijuana dispensaries and facilities for cultivation, production and testing will go before the Carson City Board of Supervisors on Thursday during an evening session.
The meeting begins at 5:30 p.m. in the Sierra Room of the Carson City Community Center, 851 East William Street.
After lengthy debate and concern over proposed boundaries and subsequent reworking of the proposed zoning areas, supervisors unanimously approved a first reading June 19.
The measure came before the board as part of Senate Bill (SB) 374, commonly referred to as the “Medical Marijuana Act,” that was adopted by the Nevada Legislature and signed into law in 2013.
The law authorizes medical marijuana establishments in Nevada, but gives local jurisdictions the right to opt in or out. Carson City leaders tentatively decided to opt in, and now look to abide by the law by creating regulated zoning areas and business license requirements.
The proposed ordinance would allow medical marijuana establishments in Carson City with approval of a Special Use Permit in certain zoning districts and subject to other requirements and limitations as described within the ordinance.
It is the final reading of the proposed ordinance and will come back to the board only if there are major modifications made to it. The evening meeting was requested by Supervisor Jim Shirk who said he wanted to make sure residents who work in the day and wish to speak could be able to do so.

In other action, supervisors will:
— Hear a presentation by Carl Lackey, game biologist with the Nevada Department of Wildlife on its BEAR Logic campaign launched for July. Bear and human-wildlife conflicts often become more common with Northern Nevadans during the summer months, and living in bear country requires that residents take extra precautions.
Bear complaints have risen sharply in the last ten years, due in part to the increase in people living in bear habitat. With Nevada in its third year of drought and the population of black bears in the state increasing, the problem will only continue to grow unless people start taking steps to remove the food sources that are attracting the bears.
— Decide on a resolution that would give Carson City Supervisors the authority to sign a transfer of authority to an incident management team to manage disasters and enter into cost share agreements.
During emergencies and disasters it is often necessary to bring in an incident management team to handle the complexities of managing large scale events. These incident management teams must have the authority to combat the emergency, the same authority that local emergency officials have.If the board passes the resolution, it will allow the City’s authority to manage an incident to be signed over to the incident management team.
This resolution would also allow certain city individuals to enter into cost share agreements with federal agencies in order to establish how an incident will be managed from a financial standpoint, according to the resolution.
— Pick a bidder for the BMX Track lighting project. Carson City received sealed bids for all labor, materials, tools and equipment necessary for the BMX Track Lighting Project. The Project consists of installing 6 lights around the BMX track and all associated electrical conduit, wiring, boxes and other necessary work as shown in the construction documents. This project also includes an additive alternate to install electrical boxes and underground conduit for the NV Energy and AT&T lines that currently run overhead above the track.
— Appoint one member for a three-year term to the Wildlife Advisory Board and one member for a staggered two-year term to the Carson City Regional Transportation Commission. Applications for the RTC were received from Mark Kimbrough and Michael Reynolds.
