Ex-felon, gang member jailed after witnesses said he brandished gun at park

A 25-year-old ex-felon with ties to gangs was arrested Saturday in Carson City after he was seen Friday in Douglas County with a gun, attempting to provoke a fight among rival gang members and juveniles, a Carson City sheriff's deputy said.

Andrew William Tagay was jailed on numerous felony and misdemeanor charges, including being an ex-felon in possession of a firearm, and carrying a concealed weapon. His bail was set at $500,000. He was taken into custody in the 1200 block of Palo Verde by Tri-County Gang Unit deputies who responded to Mills Park.

The incident stems from an incident at Carson Valley Days in Gardnerville where officers were informed that Tagay and others had been harassing juveniles through Facebook for months and had challenged rival adult and juvenile gang members to a fight at the Lampe Park skateboard area. In the incident, Tagay allegedly brandished a handgun. Officers were able to arrive before a fight was to take place, according to the arrest report.

He was found the following day at Mills Park where he was taken into custody. While in jail, Carson City officers learned from the investigation division of the Department of Public Safety and the Tri-Net Narcotic Task Force that there were additional felony charges on Tagay for three counts of sales of controlled substances and one count of trafficking a controlled substance, methamphetamine.

Carson City Alternative Sentencing advised a hold on Tagay for violation of pre-trial conditions, driving without a license and failure to maintain registration as an ex-felon. Bail was set at $500,000 and a GPS monitoring device for Tagay if he is able to make bail arrangements.

— Two Reno men were arrested on felony grand larceny charges stemming from a theft Saturday at Walmart in the 3200 block of Market Street in Carson City, according to a Carson City Sheriff's Office deputy.

Arrested were Ryan Nott, 23, and Anthony Mitchell Harding, 24. According to the arrest report, officers responded to Walmart in reference of two men attempting to steal a shopping cart full of merchandise. Upon arrival officers spoke with store security who advised the men were in the sporting goods section of the store and placed items into bags and then proceeded to the front of the store without paying. The security guard advised that when he attempted to talk to Harding, he was assaulted, the arrest report states.

Officers located the men in the parking lot of Walmart and took into custody. Nott admitted to stealing items from the store and the Walmart on Topsy Lane. Nott was arrested on a felony charge of grand larceny, and misdemeanor possession of stolen property. Bail: $25,869. Harding was jailed on charges of felony grand larceny, misdemeanor battery and possession of stolen property. Bail: $27,011.

— A 38-year-old Minden man, Benjamin Amos Smith, was arrested Sunday, 8:45 p.m. at Highway 50 East near a casino on a felony warrant, non-sufficient funds, out of Reno Township Justice Court. Officers stopped Smith as he was driving because his vehicle didn't have license plates and he driving with his high beams on. Officers learned of the outstanding warrant out of Reno, issued April 24, 2014. Bail: $500.

— A 38-year-old transient, Jabryian Cox, was arrested June 14, 8:14 p.m. in the area of Robinson and Plaza streets on a felony probation violation warrant issued Jan. 27, 2014 out of Mineral County. He was placed on a no bail hold awaiting to be transferred.

— A 25-year-old Carson City man, Corey Owens, was arrested Sunday, 1:18 a.m. in the area of Plaza and Telegraph streets on a parole and probation violation. According to the arrest report, officers were in the area and observed a woman and man talking, with the woman falling over. Officers walked over to the pair to check on the woman to make sure she was OK.

Sgt. Daniel Gonzales asked for the man's identification where it ws learned he was on state parole and probation. Part of his sentencing conditions was that he could not consume alcoholic beverages, according to the arrest report. the man submitted to a breath test that resulted in a .266. He was arrested for violation of conditions and was being held without bail pending a hearing.

— A 25-year-old Carson City man, Timothy Joseph Peters, was arrested Saturday, 3:27 p.m. on a felony fugitive from justice warrant issued out of Chatham County Justice Court in Georgia. Officers made the arrest after serving the warrant at a Castle Way address.
The warrant stems from charges of aggravated assault and failure to appear warrants issued in December 2013. He was being held without bail awaiting extradition.

Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.
