Two women arrested after conspiring to smuggle heroin into Carson City Jail

A 25-year-old Carson City woman was arrested Thursday for felony possession of drugs after she allegedly attempted to smuggle a balloon with heroin inside to give to an inmate. The inmate faces a felony charge of conspiracy.

According to the arrest report, the woman accused of smuggling, Angela Moen, was booked into jail on a warrant and had made arrangements prior to being jailed to bring in the heroin to share with the inmate, Karina Decender, 23, according to the Carson City Sheriff's Office arrest report.

Information about the drug transaction was obtained by Carson City Jail staff via telephone conversations between inmate Decender and her boyfriend, the arrest report states. The telephone information learned was that Moen was "to bring in illegal narcotics for herself and Decender due to knowing she was going to be arrested for a positive drug test," the arrest report states.

When Moen arrived at booking, she was read her Miranda rights. The female arresting deputy advised that Carson City Sheriff's Office had information that she was possibly smuggling in illegal narcotics into the jail and that a strip search would be conducted to prevent narcotics from being introduced into the jail facility, the arrest report states.

Moen told the deputy she was concealing a balloon of heroin "inside" her in reference to her vagina or rectum, the arrest report states. The deputy asked Moen if she was asked to bring the drugs into the jail for anybody in which she said that she was asked by Decender's boyfriend to bring the drugs in for Decender, the arrest report states.

Two female deputies completed a strip search of Moen. During the search, a small white balloon with heroin was removed from her rectum, the arrest report states. The woman filled out a statement advising that she purposely brought in the narcotics after being asked by Decender's boyfriend to bring in the drugs for her and herself, the arrest report states.

Moen was arrested for felony possession of a controlled substance. Bail: $2,500. Inmate Decender faces a felony charge of conspiracy, violating the Uniform Control Substance Act. Bail: $2,500.

In other felony-related arrests: A 26-year-old Reno woman was booked Thursday, 6:20 p.m. into Carson City Jail on two felony fugitive from justice warrants out of California, and a misdemeanor contempt of court warrant.

Holly Grace Miller was wanted in Salinas, Calif., on two outstanding warrants issued March 13, 2012, the arrest report states. She faces felony drug charges involving transportation and possession of narcotics with combined bail amounts of $200,000. The misdemeanor contempt of court warrant was issued out of Carson City Justice Court with a $500 cash only bond.

— Those arrested and facing charges are innocent unless proven guilty in a court of law.
