Man jailed for felony parole violation; Two Dayton women arrested following meth sting sale

A 27-year-old Carson City man faces a felony charge of being in violation of parole after he was found Thursday under the influence of drugs at a gas station. He was also allegedly in possession of drug paraphernalia and told a witness, concerned about his well being, that he was "on H" which is street slang for heroin.

Eric Shawn Ridge was being held without bail due to the parole violation. According to the arrest report officers were called March 21, 4:30 p.m. to the 3000 block of North Roop regarding a possible DUI driver. A witness said he would not let the driver of the vehicle leave the parking lot because he was intoxicated.

On arrival, officers spoke with Ridge, who appeared under the influence, speaking with thick, slurred speech and having slow and deliberate movements, the report states. The man was asked if he had been drinking or using drugs and he replied that he had not and that it was hot outdoors and that he was overheating. Carson City fire personnel were asked to do an evaluation of him.

Meanwhile, a witness on the scene asked to speak with the officer. The witness said she had pulled into the area of the gas pump to get gas and noticed a man shaking and sweating. She approached the man and noticed his eyes rolling in the back of his head. She said she asked Ridge several times if he was OK before she got a response.

The man responded by telling her he was fine and that he was on "H," according to the arrest report. The witness then called the sheriff's office. While waiting for deputies to arrive the man was seen walking to the trash can between the two gas pumps where witnesses said he discarded drug paraphernalia from his right front pocket, the arrest report states.

The arresting officer had dispatch check for wants and warrants on Ridge and was advised he was on parole and probation from a fraud case. Ridge then informed the officer that he was on parole. Officers advised dispatch that Ridge was cooperative and appeared to be under the influence of drugs, the report states.

Officers detained him and then looked through the trash can and found a spoon with a brown tar residue on it and a hypodermic device. He was read his Miranda rights and agreed to speak. He was asked about the drug paraphernalia in which he denied knowing anything about the hypodermic device or the spoon. Ridge was arrested and his vehicle, which no one saw him drive, was towed.
Bail: No bail for parole and probation violation: $2,000 for misdemeanor charges of being in possession of a hypodermic device and drug paraphernalia.

In other felony-related arrests:

— Two Dayton women face multiple drug-related felony charges after being arrested Wednesday in the 1400 block of Carson Street. Amanda May Kennedy 26, and Lorraine Lockwood, 19, were arrested during a "buy bust" operation, according the Carson City Sheriff's Office.

Patrol officers with the Special Enforcement Team obtained a precursor search warrant for a motel room in the 1400 block of North Carson on Wednesday at around 7 p.m. where a drug transaction was to take place, the arrest report states.

During the undercover operation, Kennedy agreed to sell the person undercover $40 of methamphetamine. Once the transaction had been completed, officers retrieved the meth and the search warrant was served.

Several people were inside the motel room and they were detained. A search of Kennedy showed she had in her purse the marked $20 bills used in the transaction. She also had in her possession several items of paraphernalia, several hypodermic needles, packaging materials, methamphetamine, and several prescription pills without a prescription, the report states.

Lorraine Lockwood was also present in the room when the warrant was executed. She had in her backpack several prescription pills without a prescription. She stated the backpack was hers and her passport was inside the backpack.
A copy of the warrant and items seized was left inside the residence. All non-involved parties were released and both women were taken to jail.

Kennedy faces the following felony charges: Conspiracy in violation of Controlled Substances Act, sales of controlled substance, possession of controlled substance, possession of prescription pills without a prescription. There were two misdemeanor charges: Possession of paraphernalia and possession of a hypodermic device. Bail: $46,774.

Lockwood faces felony charges of being in possession of a controlled substance and being in possession of prescription pills without a prescription. Bail. $5,000.

In misdemeanor-related arrests:

— A 25-year-old Carson City man was arrested on a charge of misdemeanor failure to appear charge for a traffic violation. The man was arrested at 4:04 a.m. Friday, March 22, in the 2700 block of Highway 50. Officers stopped the vehicle after running a registration check which showed a suspended status. Bail: $292.

— A 25-year-old Carson City man was arrested in the 1800 block of North Edmonds on Friday, March 22, at 12:19 a.m. He faces misdemeanor charges of having several warrants for his arrest.

Officers were conducting a business check at a local casino. An officer asked the man, who looked to be under the age of 21, for his identification. The man provided the identification. Officers ran the man's name and it turned out he had four misdemeanor warrants for his arrests. Two of the warrants were issued through the Las Vegas Police Department and showed Clark County extradition only. Two warrants were also issued through the Nevada Highway Patrol, Henderson Justice Courts, the arrest report states.

These warrants showed they were to extradite from Carson City. The warrants included driving in an unregistered vehicle, failure to obtain and driver's license within 30 days and driving without insurance and driving without a seatbelt, the report states. Bail: $2,257.

— An 18-year-old Carson City man was arrested in the 4700 block of South Carson Street on Thursday, March 21, 9:09 p.m. He faces misdemeanor charges of hit and run and being a minor consuming alcohol. A 20-year-old Carson City man was also arrested and faces charge of being a minor consuming alcohol.
According to the arrest report, officers were dispatched to a restaurant in the area for a report of a hit and run accident.

On arrival officers met with a woman who told them she was traveling north on Carson Street from Snyder when a vehicle turning east onto Snyder (originally southbound) cut her off. She said the vehicle didn't finish the turn by the time she was there, causing her to collide with the right rear bumper of the suspect's car. She said she believed the vehicle was a green Honda and that it drove away, the arrest report states.

Another woman on the scene told officers she'd seen the accident occur and when and saw the suspects go into some nearby apartments. Officers located the green Honda in the complex parking lot. The vehicle was missing its rear bumper, which subsequently was found in the roadway where the collision happened, the report states.

While waiting on a tow truck for the vehicle, the two males walked up to the car and began to open the doors. Officers detained the young men, who both smelled moderately of alcohol. Of the two, the 20-year-old became argumentative, questioning why they were being stopped and detained, the report states. Officers read both of them their Miranda rights and both advised and were willing to speak with the officers.

Both noted the18-year-old was driving at the time; that they were both under 21, and both said that it was the woman's fault even though the could not explain why they didn't call 911, the arrest report states.

The 18-year-old said it was the woman who was speeding and failed to yield and that it was her fault because she was doing 60 in a 55, he told the arresting officer.
The 18-year-old could not explain how he came up with the speed estimate, the arrest report states. He took a preliminary breath test and blew a .092. The 20-year-old blew a .042.

The officer told the 18-year-old that he was being arrested for minor consuming and hit and run. When the officer said this, the 20-year-old began yelling at the officer, calling the officer a racist and that the officer was taking them to jail because they were "brown" and that he knew the "old lady" in the car was white.
Bail for the 18-year-old: $879. Bail for the 20-year-old: $242.

—A 34-year-old Carson City man was arrested Thursday, March 21, in the 1600 block of East Long Street at 4:26 p.m. and faces a misdemeanor charge of domestic battery.

According to the arrest report, officers were dispatched to the Long Street address in reference to domestic battery, the second one called in an hour at the address. While en route, dispatch advised the man possibly punched his girlfriend in her stomach.

Upon arrival officers met with the woman who said she and the man got into another argument and that he punched some wood on their patio. She advised that as she attempted to leave, the man got in her way, slapped, scratched and punched her in the stomach. The woman showed officers her stomach which had small red marks on it. She advised that she was able to get by the man and escaped to the neighbors to call for help. She explained that when deputies were on scene the firs time she lied and did not tell them that the man had slapped her in the face. The woman told the officers that the neighbor witnessed the first assault on the woman.

The man was not at his apartment. Deputies were unable to locate him. While the woman was filling out her statements, a neighbor contacted the officers stating that the man was hiding behind the apartment building. Officers found the man hiding. The man was asked by the officers to explain his side of the story. He said that nothing happened. Bail: $3,000.

— A 26-year-old Carson City woman was arrested Thursday, March 21, 1:15 p.m. in the 4700 block of South Carson Street and faces a charge of being in violation of a suspended sentence.

According to the arrest report, the woman's name was on the active warrants list issued by the Carson City Sheriff's Office. An anonymous person contacted dispatch and said the woman was home.

The arresting officer went to the 4700 block address and met with the woman, confirming her identity. The officer contacted Carson City dispatch who advised the warrant out of Carson City Justice Court. The warrant, issued Feb. 6, 2013, was for failure to report for color code drug testing. Bail: $3,000.

— A 22-year-old Carson City man was arrested Thursday, March 21, 12:18 a.m at the intersection of Highway 50 East and Fairview Drive. He faces misdemeanor charges of being in violation of a suspended sentence and failure to appear/contempt of court.

According to the arrest report, the man was pulled over on a traffic stop. A warrants check confirmed he had two for his arrest out of Carson City Justice Court. Bail: $4,000.

— A Carson City man was transferred from Lyon County to Carson City Jail March 21, 1:43 a.m on an failure to appear warrant issued for his arrest for failure to show up to court for a traffic hearing. Bail: $324.

— A 30-year-old Carson City man was arrested March 21, 1:19 a.m. at the intersection of Fifth Street and Fairview. He faces misdemeanor charges of driving under the influence, reckless driving (wanton disregard), no valid drivers license and no proof of insurance.

According to the arrest report, the driver was reportedly doing 85 mph in a 45 mph before he was stopped. Officers on the scene spoke with the vehicle passengers and the 30-year-old driver who was described as being grossly intoxicated, had red watery eyes, and exuded a strong odor of alcohol from his breath. The driver could not produce a current proof of insurance and a driver's license.

Officers then asked if the man would participate in a field sobriety tests. He told the officer: "What's the point, I'm drunk. Take me to jail." The officer told him that he would still like to conduct the field sobriety test and the man agreed to participate. He took three of the four field sobriety tests and showed impairment on all three. He could not participate in one of the tests because he was too intoxicated, the report states. Two breath tests were taken at jail in which both samples showed the man was driving under the influence and over what is allowed by the law. Bail: $2,703.

— A 33-year-old woman was arrested on Thursday, March 21, 3:46 a.m. in the area of Sage and Lone Mountain. According to the arrest report, officers responded to the location after dispatch advised of people fighting and saying they were going to kill each other. On arrival a vehicle was seen fleeing the scene.

Officers then initiated a traffic stop and made contact with several inside, including the woman, who had a confirmed warrant out of Carson City Justice Court for violation of a suspended sentence dating back to March 7, 2007, the arrest report states. The warrant for was failure to complete a court-ordered in-patient treatment program. Bail: $3,000.

— A 21-year-old Carson City man was arrested March 20, after being brought in by Douglas County Sheriff's officers on a warrant for failure to appear on a traffic hearing, dated Oct. 8, 2012. Bail: $1,001.

Those arrested are innocent until proven guilty in a court of law.
