Carson City Sheriff''s Office SET team arrests four on suspicion of heroin possession

Four people were arrested this weekend by the Carson City Sheriff's Office Special Enforcement Team in two separate instances that involved heroin possession.

A Carson City couple were arrested Saturday, 12:44 p.m. in the 800 block of North Carson Street. Jeffery K. Freeman faces felony charges of failure to appear on a warrant for category B burglary, possession of a controlled substance and misdemeanor possession of drug paraphernalia.

His wife, Shawna Lia Freeman, 36, faces a felony charge of possession of a controlled substance and misdemeanor charges of violation of a alternative sentencing and possession of drug paraphernalia.

According to the arrest report, officers attempted to serve a warrant on Jeffery Freeman who faces a burglary charge with a no bail hold. He was placed into handcuffs. Officers then checked Shawna through dispatch who advised she was on Alternative Sentencing with a search and seizure clause for drugs and drug paraphernalia. Deputies contacted Department of Alternative Sentencing who gave permission to search.

Both voluntarily admitted to being in possession of drug paraphernalia, where Jeffery pointed to a green ammo canister and said: "It's all in there." Officers looked inside and found cotton swaps, metal spoons, digital scale and small plastic baggies with brown residue that all tested positive for heroin, the arrest report states. Officers also found a green plastic container that had a small yellow balloon with brown sticky substance also containing heroin.
Jeffery K Freeman was being held without bail pending a hearing on the felony warrant charge. Bail for the two other charges, $3,637. Shawna Freeman's bail: $6,637.

In another arrest where heroin was recovered, two Carson City men were jailed after a traffic stop Saturday that led to a discovery of heroin.

Levi Blue Clark, 24, was being held without bail pending a hearing on two warrant-related charges out of Reno Judicial Court, plus a felony charge of possession of heroin. John Matthew Delvecchio, 27, was faces a felony charge of possessing heroin and a misdemeanor seat belt violation.

According to the arrest report, deputies with the Carson City Sheriff's Office Special Enforcement Team observed a red Oldsmobile traveling northbound without a front license plate displayed. The rear window of the vehicle was broken out without glass.

Officers conducted a traffic stop on the vehicle on Park and Curry streets. While approaching the vehicle officers observed a male subject sitting in the back seat sitting behind the driver, identified as Delvecchio, who began to be verbally confrontational with the officers saying "It's the SET Team" and was reaching around and behind him.

The officer explained to the driver why he was stopped. The man identified himself as Levi Clark. A wants and warrant check was done which came back to a felony warrant issued for him for failure to appear on drug charges with a no bail hold issued by the Reno Second Judicial Court. He was also wanted by Parole and Probation for a court violation.

Due to the behavior of the occupants and the felony warrants, other officers arrived as part of a "high risk stop." Both men were detained. While being prepared to be patted down for weapons, a small silver toy trash can fell out of Delvecchio's shorts onto the ground. Delvecchio stated that it did not belong to him and was not his property.

A SET deputy checked inside the container and located eight different small colored balloons with heroin residue inside of them. He was arrested at 6:02 p.m. for possession of heroin.

Both men were taken to jail. Officers met in a pre-booking area to gather information. During that time, Clark stated on his own without asking that the heroin belong to him. He stated he threw the container to Delvecchio for him to hide, the arrest report states.

The officer then read Clark his Miranda Rights and he stated he understood them. he agreed to talk about the heroin. He stated when he was pulled over he threw the container to Delvecchio because they are "buds" and he has "his back."

He stated he threw him the heroin so he could conceal it, believing that Delvecchio would not be checked by the "cops." Clark agreed to write a statement about the heroin. Both men were charged with possession.

Clark was also booked on the outstanding warrant and probation violation charges. No bail hold on the Reno charges. Bail for the possession charge, $2,500. Delvecchio is behind held on $2,500 bail for the drugs and $25 for a seat belt violation.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.
